An AI agent harness is the software runtime that coordinates a model’s work: it assembles context, routes tool calls, returns results, and tracks the session. A coding assistant is the coding-focused helper or product experience a person uses. They are different layers, not rival labels: a coding assistant can run on a harness, and a harness can power more than one experience.
What an AI agent harness does
A model can reason about a task and request an action, but it does not by itself provide all the surrounding software needed to carry that action out. The harness is the runtime layer that connects the model to context, tools, and an ongoing session. Microsoft’s VS Code guide to agent harnesses describes the distinction: the model makes decisions, while the harness coordinates the work.
Depending on the implementation, a harness may assemble relevant conversation context, manage state, dispatch tool calls, apply approval policies, and decide how to continue after a tool returns a result. These are common possible responsibilities, not a checklist every harness must satisfy. Microsoft’s Agent Framework overview describes such runtime concerns, including tool calls, context, conversation state, and approvals.
How the agent loop works
An agent’s work often proceeds in a repeated cycle rather than a single model response. OpenAI’s Codex agent-loop explanation describes orchestration among the user, model, and tools: the cycle continues until the model no longer requests tools and produces a response.

- Assemble context: The harness prepares the current conversation and relevant information for the model.
- Ask the model: The model reasons and either responds or requests a tool action.
- Route the action: If a tool is requested, the harness applies the implementation’s rules and sends the request to that tool.
- Return the result: The tool’s output is added to the interaction and sent back to the model.
- Continue or finish: The model may request another action, or provide a user-facing answer.
Anthropic’s tool-use overview likewise explains the request-and-result cycle: the assistant response and tool result are included in a follow-up request. A harness coordinates this process; it does not mean the model itself has directly performed every action.
Harness, model, environment, and coding assistant: four different layers

The harness and execution environment are related but not interchangeable. The harness decides how work is coordinated; the environment determines where a tool actually runs and where its effects occur. Anthropic’s tool-use explanation discusses tool execution as part of the interaction cycle, while Microsoft’s VS Code overview of AI agents distinguishes the harness from the execution environment.

Why the labels are not competing product categories
“Coding assistant” describes what a person uses to get coding help; “harness” describes runtime infrastructure behind an agentic workflow. A single product may bundle the model, harness, tools, and interface, so vendors may draw the boundaries differently or use “harness” for a particular implementation or broader experience.
For example, OpenAI’s Codex engineering explanation describes a harness supplying the core agent loop and execution logic underlying Codex experiences. Its harness engineering article also uses the term in the context of building software for an agent-first workflow. These are product-specific descriptions, not a universal taxonomy.

What to compare when choosing a harness
There is no useful general ranking of harnesses without a specific task and comparable evidence. Instead, check how each option handles the responsibilities that matter to your workflow:
- Loop and session ownership: Does a provider-managed runtime handle orchestration and session state, or does your application need to manage them?
- Tool execution: Which tools are available, and where do they run? Confirm the execution environment separately from the orchestration layer.
- Context and recovery: Look for documented session persistence, context management such as compaction, and recovery behavior if a task is interrupted.
- Permissions and approvals: Determine which actions require confirmation and how tool access is constrained.
- Customization: A managed runtime may reduce the work of building orchestration, while application-level integration may offer more control. Verify the current capabilities in the relevant product documentation.
In VS Code, the harness guide and harness selection documentation frame harnesses as provider-specific experiences that can differ in models, tools, permissions, and customization. Those differences matter more than the label alone.

OpenAI’s documented runtime choices
OpenAI’s Agents documentation presents distinct integration approaches: a managed Codex harness, an application-hosted loop with the Agents SDK, or more direct integration with the Responses API. Product capabilities and availability can change, so consult the current documentation when making an implementation decision.
For the Agents API, OpenAI’s Agents API overview describes a particular division of responsibility: the API manages sessions, orchestration, context compaction, and recovery, while the application provides tools and chooses the execution environment. That split is specific to the documented API arrangement; it is not a rule that applies to every harness.
