As a quick mental model, think: fixed charges + water used at the applicable rates + sewer or wastewater charges + any applicable drainage and other fees. That is not a universal tariff formula: the exact line items and calculations depend on your utility, location, customer class, and current rate schedule.
What the main water and sewer bill charges mean
Water usage charge
If your property is metered, the utility generally charges for the volume recorded during the billing period. The rate may be a single price per unit or a tiered schedule, in which different portions of your usage are charged at different rates. WSSC Water, for example, illustrates how a 90-day bill’s consumption is divided among four tiers; its example applies to its own service area, not everywhere. Fixed service or connection charge
A fixed charge is not calculated from how much water you used during that billing period, so it can remain even when consumption is low. It may help pay for a connection, meter service, shared infrastructure, customer support, or other fixed system costs. The basis varies: Sydney Water calculates fixed charges daily but bills them quarterly, while San Francisco Public Utilities Commission (SFPUC) says its service charges are the same each month regardless of usage. Sewer or wastewater charge
This charge pays for wastewater service, but it does not necessarily use the same quantity or formula as the water charge. Depending on the utility, it may include a base fee and a variable amount tied to discharged wastewater, estimate wastewater as a share of metered water, or use a property-value measure. For example, San Diego describes a base fee plus a service charge based on wastewater amount and strength; SFPUC estimates residential wastewater volume from water use; and Water Corporation in Western Australia bases residential sewerage service charges on the property’s Gross Rental Value. Stormwater, drainage, and other fees
A stormwater or drainage line may fund runoff management rather than the treatment of household wastewater. Sydney Water applies a fixed stormwater charge in designated areas; SFPUC describes stormwater components in its combined-sewer context, with some charges based on property area or surface characteristics. Some bills also include government, account, infrastructure, or temporary charges. WSSC Water, for example, explains a Bay Restoration Fee, Account Maintenance Fee, and Infrastructure Investment Fee, while SFPUC describes when a drought surcharge may apply. Check your utility’s own bill guide to identify each line.
Why a sewer charge may not match your water use
Water delivered to a property and wastewater returned to the sewer are not always treated as the same volume. Some water may be used outdoors or otherwise not sent to the sewer, and utilities use different rules to estimate or measure wastewater. SFPUC uses default residential return-to-sewer percentages that vary by housing type. San Diego applies customer-class rules; its rate information describes winter monitoring for single-family customers. Other utilities may use a property valuation or another local basis instead of household water volume.

That means multiplying all metered water by a sewer rate may not reproduce the wastewater line on your bill. Look for the stated sewer calculation method, customer class, and any seasonal average or cap in the utility’s current tariff.
How to read or check your bill
- Confirm the billing period. Note the start and end dates and the number of days. A longer period can mean higher usage charges even if your daily habits did not change.
- Check the meter reading and units. Compare the current and prior readings, or the consumption quantity shown, and confirm whether the bill uses gallons, cubic feet, kilolitres, or another unit.
- Identify fixed charges. Check whether service, connection, meter, or account fees are charged by day, month, billing cycle, meter size, or customer class.
- Apply the correct water rate. If the utility uses tiers, divide the billed consumption across the relevant thresholds rather than applying one rate to the entire volume.
- Find the sewer method. Determine whether wastewater is metered, estimated from water use, calculated using a seasonal or winter measure, based on property valuation, or handled another way.
- Check separate lines and the tariff date. Identify any drainage, government, infrastructure, drought, or other fees, then verify that the rate schedule was effective for your billing dates and applies to your property type.
If a bill looks unexpectedly high, start with the billing dates, meter data, tier allocation, and applicable tariff. If those do not explain the amount, contact your utility through the assistance information on its bill or website. There is no single correction process that applies to every provider.

How to compare bills or utilities fairly
A single per-unit price can hide important differences. For a useful comparison, line up the following items:
- Fixed charges and the services or system costs they cover.
- Water unit rates, tier thresholds, and the volume assigned to each tier.
- The sewer basis: measured discharge, a share of water use, a seasonal or winter average, property valuation, or another method.
- Customer class and relevant meter or property characteristics.
- Billing-period length, measurement units, and the tariff’s effective date.
- Separate stormwater, government, infrastructure, or temporary charges.
Before estimating what a bill should be, use the rate schedule for the correct utility and service address. Without the utility, customer class, bill period, meter data, and applicable tariff, a precise bill-specific calculation cannot be established.
