What should I do if a gas pipeline construction project affects my property? First, identify the operator and project, ask the company or its land agent what work is planned and on what authority, and save every notice and map. If it is an interstate natural gas project before the Federal Energy Regulatory Commission (FERC), find its docket and track the project’s notices and comment deadlines. Treat easement papers, construction damage, and safety hazards as separate issues: they may involve different contacts and legal processes.
1. Identify the project and the work proposed for your property
Keep the letter, route map, easement offer, entry or access request, and contact details together. Record the project name, operator, land agent, parcel, work described, and any proposed dates. Ask the company for its construction contact and written complaint-resolution procedure.
FERC says the project company, its land agent, or its hotline is the best source for project-specific details such as planned work and schedule. Ask what part of the property is involved, what access the company says it needs, how long work may last, and how to report damage or other problems. Do not assume that a proposal alone gives a company the right to enter your property.
2. Find out which regulator and process apply
“Gas pipeline” can refer to an interstate natural gas transmission project, an intrastate line, a gathering line, or a local distribution facility. Their regulators and legal procedures can differ. Confirm the operator, facility type, state, construction stage, and regulator before relying on a process described for interstate pipelines.

If it is an interstate natural gas project
FERC reviews applications for specified interstate natural gas infrastructure. It evaluates proposals and environmental conditions; it does not propose, build, operate, or own the projects. Ask the operator for the FERC docket number, then use FERC’s landowner guidance and the project docket in FERC’s eLibrary to review filings, notices, and the project’s status.
The general process includes company route development, a FERC filing and notice, environmental review, and a Commission decision. The project’s actual stage and any response or comment deadline must be checked in its notices and docket. FERC’s guide says affected landowners receive project materials after a Notice of Application and may express views for consideration. Participating in FERC’s process does not, by itself, pause easement negotiations or court deadlines.

If the project is not within FERC’s process
Ask the operator which state or local agency oversees the work and where to find project notices or complaint procedures. PHMSA’s pipeline construction overview explains potential effects such as impacts to soil, water, vegetation, buildings, crops, noise, and safety, but it is background information—not a substitute for the project’s own notices or an emergency response.
3. Review any easement or request for access carefully
An easement gives a company defined rights to use part of a property; it does not, by itself, transfer the owner’s title. The exact rights depend on the document and applicable law. Terms may cover a permanent right-of-way, temporary construction workspace, access, permitted activities, trees and other improvements, restoration, damage, and compensation. FERC’s general guide discusses typical construction and permanent rights-of-way, but it does not establish a universal width or set of terms.

For a FERC-authorized interstate natural gas project, the company first seeks a negotiated easement. If the project is authorized but no agreement is reached, the company may pursue eminent domain through court under the applicable legal process. FERC does not handle that court proceeding; a court determines compensation. The result and procedures depend on the project and applicable law, not simply on the existence of a proposal.

- If you do not understand the rights being granted, get qualified local legal advice before signing.
- If you are served with court papers, act promptly and consult a qualified lawyer about the response deadline.
4. Report construction damage and restoration problems to the company
For access disputes, property damage, erosion, drainage problems, settling or subsidence, revegetation, noise, or vibration, contact the company first through its written complaint process. The Federal Energy Regulatory Commission’s guidance states: “The landowner should first contact the natural gas company to address and resolve the issue.”

Make the report factual and specific. Include the location, date, what you observed, photographs if available, and what response or repair you are requesting. Keep copies of messages and note when and to whom you reported the issue.
When the FERC Landowner Helpline may help
If the company has not resolved a qualifying dispute involving an interstate natural gas project, FERC’s Dispute Resolution Service Landowner Helpline may facilitate neutral mediation. Its stated scope includes certain construction-related concerns and damages, land access, disputes under executed easements, restoration, and noise or vibration. FERC describes its staff as “neutral and independent professional mediators.” The service does not negotiate a new easement, investigate for the Commission, advocate for either party, or provide legal advice.

FERC lists the toll-free number 1-877-337-2237 on its Landowner Helpline page. Check that page for current contact details. Have the project name and location, docket number if known, and a record of your prior contacts with the company ready. The helpline’s scope is not a guarantee that every project or disagreement qualifies.

If you smell gas, leave the area and call 911. Do not treat a possible gas leak as an ordinary construction complaint.
For a non-emergency public-safety concern about an operating pipeline, contact PHMSA’s Community Liaison Services or your state pipeline safety office. For a construction or property dispute, start with the company’s complaint process; those are different routes from reporting an operational safety concern.
What to establish before acting
- Project: operator, project name, parcel, type of facility, proposed work, and construction stage.
- Authority: regulator and, for a project in FERC’s process, docket number and current notices.
- Property rights: what any easement or access document actually grants, and whether you have received court papers.
- Problem: whether it is a construction or restoration dispute, a legal-rights issue, or an immediate or non-emergency safety concern.
These details matter because the property’s state, project, facility type, easement wording, and any legal papers can affect access rights, compensation procedures, and deadlines. General federal guidance cannot determine the rights or deadlines for a particular parcel.
