No. You can grow a garden that supports monarch butterflies without registering it or earning a certificate. Monarch Watch Waystation registration and the National Wildlife Federation’s Certified Wildlife Habitat designation are voluntary recognition programs; they are ways to record and publicize habitat work, not general prerequisites for a monarch garden.

What garden certification means

“Certification” can refer to two different voluntary programs. Choose between them based on the kind of recognition you want, not because either is required to plant for monarchs.

What Monarch Watch asks of a Waystation

Monarch Watch says a habitat may be registered when it meets or exceeds its general Waystation guidelines. These are program criteria, not a formal standard that every garden must meet to support monarchs.

  • Area: There is no minimum area to register, though Monarch Watch says Waystations function best at 100 square feet or more. Areas within a site may be separated.
  • Sun: Aim for at least six hours of sun daily.
  • Milkweed: Include milkweed. Monarch Watch recommends at least 10 plants, preferably representing two or more species; it also says more than 10 plants of one species can be sufficient.
  • Nectar: Provide several nectar plants that flower in sequence or continuously through the growing season.
  • Ongoing care: Plan for maintenance such as watering, mulching, thinning, removing invasive plants, and avoiding insecticides.

Choose milkweed for your region rather than assuming one species or seed mix suits every location. Monarch Watch provides regional milkweed guidance and points gardeners to resources for finding plants appropriate to their ecoregion.

Registration fee and optional sign

Monarch Watch’s current shop listing gives a $20 non-refundable application fee per habitat. The certificate is provided upon registration; a sign is optional and may cost extra depending on the purchase option. Check the listing when applying because fees and offerings can change.

When to register—and when you can skip it

  • Register with Monarch Watch if you want monarch-specific recognition, a registry record, a certificate, and a Waystation ID.
  • Consider NWF certification if you want broader wildlife habitat recognition based on its habitat essentials and sustainable gardening guidance.
  • Skip certification if your aim is simply to create and maintain habitat. You can plant milkweed and nectar sources without applying to either program.

Monarch Watch reported 58,524 registered Monarch Waystation habitats as of September 8, 2026. That count reflects program registrations, not every monarch garden or measured conservation outcomes.

Certification is separate from permits for certain activities

Garden recognition is not the same as permission to handle, move, or release butterflies. The U.S. Fish & Wildlife Service describes permit requirements for certain activities, including some importation, interstate movement, and environmental release. Its guidance concerns those activities, not ordinary garden certification. Check applicable rules for your location and plans if you intend to do more than grow habitat.
