NFL teams have a 53-player Active/Inactive List during the regular season and postseason, but only 47 or 48 players can be active for a game. The weekly inactive list identifies the players who will not play; a separate emergency-quarterback rule lets a designated third quarterback enter only under specific circumstances.

How many players are inactive for an NFL game?

NFL Football Operations lists a 53-player regular-season and postseason Active/Inactive List. A club’s game-day Active List can contain 48 players if it has at least eight active offensive linemen—centers, guards or offensive tackles. If it has fewer than eight active offensive linemen, the limit is 47. NFL Football Operations’ roster-status guidance describes these roster limits.

For a club with 53 players on that list, five or six are therefore inactive for the game, depending on the active-list limit. Players elevated from the practice squad are a separate roster consideration, so the 47-or-48 figure should not be read as a count that includes every possible elevation.

When are the inactive players announced?

A club establishes its game-day Active List by notifying the referee of its inactive players 90 minutes before kickoff. The deadline appears in the bylaw language reproduced by NFL.com; NFL Football Operations also explains the inactive-list process in its roster-status guidance.

Being inactive is a game-specific designation. It does not mean that a player has been removed from the club’s 53-player Active/Inactive List.

What is the NFL emergency third-quarterback rule?

A club may designate one emergency third quarterback from its 53-player Active/Inactive List. NFL.com’s report reproduces the bylaw language for the rule: a player elevated from the practice squad is not eligible for this particular designation under the ordinary procedure. NFL.com’s explanation of the emergency-third-quarterback rule sets out the eligibility condition.

The designated quarterback may be activated during the game only if one of the club’s first two quarterbacks on the game-day Active List cannot participate because of injury or disqualification. The coach cannot use the emergency quarterback simply to replace an active quarterback for poor performance or conduct.

What happens if the injured quarterback returns?

If medical staff clear the injured quarterback to return, the emergency quarterback must leave the game. The emergency quarterback cannot continue at quarterback or switch to another position. If another emergency-third-quarterback situation later occurs, that player may return as quarterback.

How does a practice-squad quarterback fit in?

A 2024 approved bylaw change permits a club to elevate a bona fide quarterback from its practice squad an unlimited number of times to serve as its Emergency Third Quarterback. This is a specific exception for that role, not a general rule that makes every practice-squad elevation eligible to act as the emergency quarterback. How to read a game-day inactive announcement

Use the roster terms carefully: an inactive player is unavailable for that game, while an emergency third quarterback is a designated role with a limited activation condition. A practice-squad elevation does not by itself establish that the player is eligible under the standard emergency-quarterback designation.

  • Check the active-list limit: 48 players if at least eight offensive linemen are active; otherwise, 47.
  • Separate the inactive designation from roster membership: inactive for one game does not mean released or removed from the 53-player list.
  • For the third quarterback, check both eligibility and the trigger: the player must be designated appropriately, and one of the first two active quarterbacks must be unable to participate because of injury or disqualification.

The NFL’s 2026 approved-rules and bylaws summary lists that season’s approved changes but does not list a change to these procedures. It does not republish the full bylaw text; the emergency-quarterback language cited here is the language reproduced by NFL.com, while the roster limits are stated by NFL Football Operations.
