If a 2D PC game runs slowly all the time, it may not be producing frames quickly enough; if it pauses or feels uneven in bursts, frame delivery may be inconsistent. Start by measuring a repeatable section of gameplay, then change one setting at a time. You can narrow down the cause without assuming that a 2D game is easy to run or buying hardware before you know what is limiting it.
Why is my 2D game stuttering or running at low FPS?
Low FPS and stuttering are related but different symptoms. A consistently low frame rate suggests the game or system cannot produce frames quickly enough. Stuttering describes irregular slow frames or uneven gaps between frames; it can happen even when an FPS counter shows a high average.
Note when the problem occurs: all the time, in particular scenes, after playing for a while, or despite a high FPS reading. Record the game, Windows version, CPU and GPU, laptop or desktop, display resolution and refresh rate, game API and display mode if known, recent driver changes, and whether the issue is new. Use the same scene or action to compare results before and after each change.
Do not assume that a game is undemanding because it is 2D. CPU work such as game logic, physics, collision detection, or graphics-command submission can limit performance; high resolution or demanding effects can also strain the GPU. How do I measure frame drops before changing settings?
Use a repeatable segment and watch more than average FPS. Frame times and 1% lows can help expose irregular delivery that an average conceals. CPU and GPU utilization, clocks, and temperatures can add context while the slowdown is happening.
NVIDIA’s FrameView 1.7 documentation describes average FPS, 1% lows, frame-time and presentation metrics, and CPU/GPU utilization, clocks, and temperatures. It documents support across multiple GPU vendors and graphics APIs on Windows 10 and later; this is a description of the tool’s capabilities, not a measured result for your PC. Make one change, repeat the same gameplay segment, and compare the result. If you change several settings at once, it becomes harder to tell which one mattered. A counter or monitoring overlay is useful evidence, but it cannot by itself establish the cause.

How can I tell whether the CPU or GPU is the limit?
Observe utilization, clocks, and temperatures when the slowdown occurs, and compare what happens after a controlled graphics change. If the game offers a resolution or effects setting, lower one temporarily. A clear improvement is consistent with GPU pressure, but is not proof; no improvement does not prove the CPU is responsible.

Which Windows 11 graphics settings are worth checking?
Choose the game’s GPU on a hybrid or multi-GPU PC
On a laptop with integrated and discrete graphics, or another PC with multiple GPUs, check which GPU Windows assigns to the game:

- Open Settings > System > Display > Graphics.
- Select the game. If it is not listed, add its executable using the available browse option.
- Open the game’s options and choose Power saving or High performance, if Windows offers those choices. For a game with an apparent performance problem, test High performance.
- Restart the game and repeat the same gameplay segment.
Windows app-specific GPU preferences can override the system-wide preference. This is relevant when the game is using the wrong GPU, not a universal performance fix. Microsoft’s instructions and qualifications are in Graphics settings in Windows 11 and its GPU preference documentation.
Test windowed-game optimizations only when the game is compatible
For compatible DirectX 10 or DirectX 11 games running windowed or borderless, try Settings > System > Display > Graphics > Default settings > Optimizations for windowed games. Enable or disable the option as a controlled test, restart the game, and compare the same scene.
Microsoft says this setting can move compatible games from legacy blt presentation to flip model, reducing frame latency and enabling features such as VRR on supported displays. It does not apply to every game, API, or display mode, and it is not an FPS guarantee. See Microsoft’s Optimizations for windowed games guidance.

Which V-Sync, frame-cap, and VRR settings should I compare?
These options involve trade-offs rather than one universally best combination. V-Sync can affect tearing and responsiveness; a cap changes how often frames are produced; adaptive sync and VRR depend on display and driver support. Compare settings in the game and keep the one that improves the symptom you care about without making another trade-off unacceptable.
- Record the current V-Sync and frame-cap settings.
- Test V-Sync off, then test adaptive sync if your display and setup support it.
- Compare a cap just below the monitor’s refresh rate with a much higher frame rate, as applicable to the game.
- Repeat the same scene and assess both frame delivery and input response. Restore the original setting if the change makes the experience worse.
Intel’s guidance is focused on input lag and emphasizes that results depend on the particular hardware and software configuration; it does not establish that these comparisons will cure stutter. Read Intel’s input-lag guidance.
VRR adjusts a compatible monitor’s refresh rate to the game’s frame rate, but requires a VRR-capable display and suitable drivers. Windows can enable VRR for some DirectX 11 fullscreen games that do not support it natively. That path is distinct from the windowed-game optimization setting, which applies to compatible DirectX 10/11 games in windowed or borderless mode. Can upscaling fix low FPS in a 2D game?
Do not treat upscaling as a general solution. Microsoft’s Automatic Super Resolution (Auto SR) is opt-in and limited to eligible devices and games. Microsoft says it generally enhances games rendering below 1080p; eligibility and requirements can change, so check the current Auto SR requirements and compatibility information before trying it.
If the game has an in-game render-resolution option and your device supports the feature, test it while checking image quality as well as performance. Auto SR’s interaction with game-native scaling varies by game and system, and fine UI elements or text may look worse at lower render resolutions. Turn it off if the visual loss is not acceptable.
What should I investigate if the problem continues?
Use the pattern of the problem to decide where to look next, rather than applying broad fixes blindly.
- It began after a game, Windows, or graphics-driver update: note the relevant versions and consult the game’s official support or a documented rollback recommendation before changing drivers. The available guidance does not establish one universally correct driver version or a universal clean-install procedure.
- Only one game is affected: prioritize that game’s official support information and known compatibility guidance.
- Several games are affected: investigate shared factors systematically, such as GPU selection, power mode, temperatures, and background workloads. These are possible avenues to check, not established causes for your PC.
- The slowdown appears after extended play: compare clocks and temperatures at the start and during the problem. A change can provide a lead for further diagnosis, but is not by itself proof of a thermal cause.
Keep the measurements and note which single changes improved or worsened the repeatable test. Consider a hardware purchase only when evidence identifies a relevant limit: a GPU upgrade assumes GPU pressure, cooling equipment assumes a thermal problem, and a VRR monitor matters only if your current display lacks VRR and the rest of the setup can use it.
