That does not mean CI queueing or pipeline runtime is the bottleneck at every team. Before investing in faster pipelines, find out whether your delays come from waiting for runners, slow checks, failed changes that need repair, or pull requests waiting for human review.
Why can AI coding agents make CI feel like the bottleneck?
When code is produced faster, the work after code generation can become more visible: running checks, diagnosing failures, repairing changes, and deciding what is safe to merge. Those are related but distinct sources of delay. Pipeline execution is the time checks actually run; queue time is time waiting for CI capacity; failure-recovery time includes diagnosis and repair; review time is the wait for human judgment.
A June 2026 GitLab release summarizing a Harris Poll of 1,528 developers and technology buyers in six countries reported that 85% agreed AI had shifted the bottleneck from writing code to reviewing and validating it. The same release reported that 78% said developers wrote and committed code faster after adopting AI tools, while 79% said individual productivity improved but overall delivery had not accelerated at the same pace. These are respondents’ reported experiences and views, not measurements of CI queue times or pipeline duration. What studies of agent-authored changes show
Agents can repair CI failures quickly while still introducing many
A peer-reviewed MSR 2026 study analyzed 11,771 GitHub pull requests: 7,619 agent-authored and 4,152 human-authored. In its fail-fix analysis, median time to fix a CI failure was 17.23 minutes for agent-authored fixes and 71.70 minutes for human-authored fixes. Yet agents introduced 79.15% of the observed CI failures and performed 60.63% of the corresponding fixes. These figures describe the study’s sampled pull requests; they do not mean agents generally create a particular share of failures in every organization.

The results point to a distinction between repair speed and autonomy: an agent may resolve a failure quickly when it acts, while still leaving substantial failure-repair work to people. The official MSR conference listing reproduces the authors’ conclusion: “These findings reveal a gap between AI agent capability and AI agent autonomy in CI workflows, as agents resolve failures faster yet rely on human developers involvement to repair these failures.” MSR 2026 conference listing
Passing checks is not the same as producing a mergeable change
A separate 2026 empirical study of 33,000 agent-authored GitHub pull requests across five agents found that unmerged pull requests tended to be larger, touch more files, and often fail project CI/CD validation. Merge success also varied by task type: documentation, CI, and build-update tasks had higher success than performance and bug-fix tasks. The abstract does not establish that large changes alone caused rejection or that reducing PR size will resolve every team’s delivery delays. Ehsani et al., 2026

A June 2026 AIDev study identifies several reasons agent-generated fixes are rejected, including incorrect or incomplete implementation, CI or test failures, inability to complete the implementation, and low task priority. This is a reminder that green checks are necessary evidence for many changes, but they do not settle whether the change is correct, useful, or ready to merge. AIDev study, June 2026
Should you make CI faster or reduce work waiting on CI?
First locate the delay in your own end-to-end change path. The studies and survey above do not establish a representative cross-company CI queue-time figure, nor do they show that pipeline runtime is the universal constraint. Track where elapsed time accumulates before choosing an intervention.

- Runner or queue wait: Measure how long jobs wait before starting. If this dominates, investigate capacity, scheduling, and concurrency.
- Execution time: Measure job and stage durations. If checks themselves dominate, profile slow tests and build steps, then target the expensive stage rather than optimizing blindly.
- Failures and recovery: Track failed runs, reruns, causes, and who diagnoses and repairs each failure. If agent changes frequently need human repair, consider improving task constraints, local validation, and the handoff when a failure occurs. The cited studies document failures and human involvement in their samples; they do not test this remedy package.
- Review and merge delay: Compare time to human review with PR size, files touched, task type, and merge outcome. If checks pass but changes remain unmerged, investigate scope, priority, duplicate work, and review context instead of treating runtime as the whole problem.
- Workflow visibility: Check whether you can trace AI-generated changes and connect the data needed to coordinate work. Tool integration and governance are separate concerns from CI speed; GitLab’s findings on these points are survey responses, not a universal diagnosis.
A useful starting measurement set is time waiting for a runner, actual execution time, reruns, failure cause, repair owner, time to human review, PR size, and merge outcome. Compare stages across the same period and workflow so a shorter pipeline is not mistaken for faster delivery if repair or review time has grown.
What a downstream response can look like
Meta Engineering describes a case in which systems identify more performance issues than engineers can resolve. Its internal regression solver gathers context about a regression and creates a pull request. That is an example of one company addressing performance-regression remediation capacity; it is not evidence that the same design improves general CI throughput or fits every team. When pipeline optimization is the right fix
Faster execution or more CI capacity can help when measurement shows that slow checks or queueing consume a substantial share of delivery time. But a faster green build does not fix an agent-authored change that fails repeatedly, needs extensive repair, or sits unreviewed. Treat CI as one stage in the change path, and optimize the stage your own data identifies—not the stage that is easiest to count.
