He is not automatically released: another club may claim him during waivers, and some players can reject an assignment or elect free agency based on service time and prior outright history.
How an outright assignment works
- The club designates the player for assignment (DFA). This immediately removes him from the 40-man roster while the club resolves his status.
- The club has up to seven days to act. It may trade the player or place him on outright or unconditional release waivers.
- Other clubs have a chance to claim him. On outright waivers, the other 29 MLB clubs may submit a claim. A successful claimant adds him to its 40-man roster and assumes the remaining money owed.
- If he clears outright waivers, the original club may assign him to the Minors. MLB’s DFA glossary says, “If the player clears outright waivers, he may be assigned outright to the Minor Leagues.” Clearing waivers does not itself require the club to make that assignment; the player’s rights also matter. What “outrighted” does—and does not—mean
An outright assignment is a change in roster status, not a synonym for release. The player is removed from the 40-man roster and may be assigned to the Minors if he clears outright waivers and the assignment is permitted by his rights. If another club claims him instead, he joins that club’s 40-man roster.
How an outright differs from an option, DFA, or release

When the player can reject an assignment
MLB’s glossary describes two general grounds for rejecting an outright assignment: a player with more than three years of Major League service time, or a player who has previously been outrighted, may reject it in favor of free agency. MLB also says a player with more than five years of Major League service time can reject an assignment to the Minors. These are general rules, not enough by themselves to determine a particular player’s eligibility or choice; that depends on his service time, outright history, and transaction circumstances. If another club claims the player
A waiver claim interrupts the original club’s plan to assign the player outright: the claiming club takes him onto its 40-man roster and assumes the remaining money owed. MLB says outright-waiver claim priority is based on reverse winning percentage; if clubs are tied at the lowest percentage, the previous season is used to break the tie. MLB: Outright waivers

What to check in a specific player’s case
- Whether the club announced a DFA, a waiver placement, a claim, or a completed outright assignment. Those are distinct stages, not interchangeable terms.
- Whether the player cleared outright waivers or was claimed by another club.
- His Major League service time and whether he has previously been outrighted, which can affect whether he may reject the assignment or elect free agency.
