The amount you may recover depends on which passenger-rights rules cover your route: applicable EU and UK rules use distance-based percentages of the ticket price, while US Department of Transportation (DOT) guidance provides a refund of the fare difference if you continue in the lower cabin.
What counts as a downgrade?
A cabin change—such as business class to economy—is a downgrade under the European Commission’s guidance on Regulation 261/2004. A worse seat, meal, or other missing benefit while you remain in the same cabin is not, by itself, a cabin downgrade under that definition. You may be able to claim separately for a service you paid for but did not receive, depending on the carrier’s terms and the applicable national law. What to do at the airport
- Ask for a written record. Ask the airline representative to confirm the reason for the change, that it was involuntary, the cabin you booked, and the cabin assigned. Keep the response or downgrade notice.
- Save your documents. Keep the booking confirmation, e-ticket receipt, boarding pass, seat assignment, rebooking notices, and any written offer. Download or photograph records in the airline app before they disappear.
- Ask about another arrangement before departure. If you have not yet flown, ask whether the airline can put you in the original cabin on another flight or offer an alternative. Check any voucher or credit terms before accepting; a voucher is not automatically the same as cash or a statutory reimbursement.
- Decide whether to travel. If you continue in the lower cabin, make a written claim for the remedy that applies to your route. If you decline travel because of the downgrade, state that clearly and request the refund available under the applicable rule. Do not assume every jurisdiction offers the same choices.
How much can you claim?
First identify the operating carrier, each affected flight segment, the departure and arrival countries, and whether your connections were on one ticket. The rules differ by jurisdiction; there is no single worldwide percentage.
EU and UK: percentage of the ticket price
For flights covered by Regulation (EC) No 261/2004, Article 10 sets reimbursement according to flight distance. The percentages are calculated from the ticket price, not necessarily from the difference between business-class and economy fares. The regulation says reimbursement is due within seven days. For a single-ticket journey with connections, EU passenger guidance says reimbursement applies to the flight that was downgraded, not automatically to the entire journey. Likewise, do not assume both directions of a return ticket qualify when only one segment was downgraded. See the EU’s air passenger rights guidance.
The UK Civil Aviation Authority (CAA) describes the same 30%, 50%, and 75% distance bands and says reimbursement is likely limited to the portion of the journey that was downgraded. Its guidance applies to flights departing from a UK airport on any airline; arriving in the UK on a UK or EU airline; or arriving in the EU on a UK airline. United States: fare difference if you continue
For travel to, from, or within the United States, DOT guidance treats an involuntary move to a lower cabin as a significant change. If you continue your trip in the lower cabin, the carrier must refund the difference between the original fare and the downgraded fare. If you decide not to travel because of the downgrade and do not accept travel credit or other compensation, you are entitled to a refund. If the amount offered is unclear, ask the airline for a written explanation of how it calculated the fare difference. See DOT refund guidance.
Other routes: check the rules that apply
The rules above do not establish a universal remedy for every country. For a route outside their stated scope, check the aviation regulator and passenger-rights law relevant to the departure, destination, and operating carrier, as well as your ticket’s conditions of carriage.

How to submit and escalate a claim
- Send a written claim to the appropriate seller or airline. State the affected flight and cabin change, attach proof of the original booking and the cabin flown or assigned, and cite the rule you believe covers the route. If you bought through a travel agent, start with the seller; an agent-purchased ticket can affect who processes a refund request.
- Specify the remedy you are requesting. If you flew in the lower cabin, request the applicable percentage reimbursement or fare-difference refund. If you did not travel, explain that the downgrade was why you declined the proposed travel and request the applicable refund.
- Keep the response and calculation. Save the airline’s written decision, any refund breakdown, and proof of payment or credit. If the calculation is disputed, ask the airline to explain its basis in writing.
- Complain to the relevant regulator if needed. If the airline does not resolve the claim, use the complaint route provided by the regulator or national enforcement body for the applicable jurisdiction. Include your itinerary, proof of cabin, claim, and the airline’s response. There is no single escalation channel established for every country.
A downgrade is not automatically denied boarding
Being moved to a lower cabin is not, by itself, the same as being bumped from an oversold flight. DOT guidance distinguishes the remedies: a downgraded passenger may claim the fare difference, but is not eligible for denied-boarding compensation solely because of the cabin change.
