If you’re applying for a Mexico City permanent driver’s license for the first time, start with SEMOVI’s official theoretical driving course and the study material it provides. The current CDMX permanent-license portal tells first-time applicants to book the course, but the available current instructions do not establish a definitive topic-by-topic exam syllabus. Use the live portal and course materials rather than relying on older exam descriptions or an unsourced generic study list.
What should you study?
Take the official “Curso teórico de conducción” and prepare with the material SEMOVI provides for that course. The current portal makes the course part of the first-time application process; it does not, in the instructions available there, publish a detailed syllabus that confirms specific exam topics. See the official portal for current course and application instructions.
That means you should not assume that a general driving-test guide, a list of traffic-law topics from another jurisdiction, or old descriptions of the permanent-license exam match the current course. Follow the official course content and verify any study guide through SEMOVI.

Open the CDMX permanent-license portal and check its current requirements and availability.

Sign in using Llave CDMX Expediente and start a new application, following the portal’s instructions for choosing a payment method.

If you are applying for the first time, generate an appointment for the “Curso teórico de conducción,” as the portal directs.

Prepare the documents the portal requests: identification, proof concerning outstanding debts, and the theoretical-course certificate. Use the portal for the exact document requirements and current appointment instructions.

The portal is the best guide to the immediate application route. SEMOVI’s first-time issuance FAQ says people without a prior CDMX-issued license need an evaluation, including people who hold a license from another state but have no CDMX license history. Because that FAQ also describes older operational details, confirm what applies to you in the live portal.
Are older exam instructions still current?
Not necessarily. SEMOVI’s FAQ describes a theoretical, in-person evaluation at a Macromódulo, with an appointment and a guide on SEMOVI’s appointments site. It also says a person who fails may repeat the evaluation. Those details should be treated as historical unless confirmed in the current portal; the portal now directs first-time applicants to book a theoretical driving course.
A December 3, 2024 SEMOVI/ADIP announcement described a different, online exam flow. It specified 20 questions selected from a bank of more than 200, a 25-minute limit, an 8.0 passing score, and up to two attempts per day. These are figures from that dated announcement, not verified specifications for the current course or evaluation.
The FAQ says the permanent-license program began on November 16, 2024 and concluded in December 2025, while the current portal displays the service as available through 2026. This mismatch is another reason to use the live portal rather than assume that the FAQ’s dates, format, appointment route, or retry rules remain in force.
Does the permanent license cover motorcycles?
No. SEMOVI’s FAQ says this permanent license authorizes driving automobiles, not motorcycles. If you plan to ride a motorcycle, check the separate motorcycle-license process.
