If water pressure is low after water-main work, the most common fix is to clear sediment from faucet aerators or screens. Air trapped during service restoration can also cause sputtering, and a shutoff valve may not have been fully reopened. First check whether the problem affects one fixture or the whole home; that pattern helps distinguish a local blockage from a wider supply problem.

Why water pressure can drop after water-main work

Sediment can clog faucet screens

A repair or service interruption can stir sediment in the water system. Particles may collect in small aerator holes or fixture screens, restricting flow at one tap or a few fixtures even when other taps work normally. The City of Toronto warns that tap screens can clog with dirt after pipe construction; Fairfax Water and Fort Collins Utilities also describe sediment stirred by interruptions or sudden flow changes.

Air may be trapped after service returns

Air in the lines after a neighborhood interruption can cause sputtering or water that looks cloudy. That alone does not prove a lasting pressure fault. Fairfax Water recommends removing aerators and running water for a few minutes to help clear air and sediment.

A shutoff valve may be partly closed

The house main shutoff or a curb-stop in a meter box may not have been fully reopened after work. A partly closed valve can limit flow; older valves can also fail internally in that position. Fresno advises not forcing a stuck or damaged valve.

Other restrictions may be inside the property

A partly closed under-sink valve or debris in a fixture can affect one faucet. If many fixtures are weak, possible causes include a pressure-reducing valve, whole-house filter, water softener, leak, or upstream supply problem. If only hot water is affected, the issue may be in the water heater or hot-water plumbing. Street work happening at the same time does not establish that the utility caused a private plumbing fault. Diagnose the problem by where it occurs

What you notice Likely direction to check
One faucet has weak flow That faucet’s aerator, screen, or local shutoff valve may be blocked or partly closed.
Several fixtures are affected, but others are normal Check the affected branch, fixtures, and their accessible valves for a shared restriction.
Only hot water is weak Check hot-water fixture screens and consider a water-heater or hot-water-system issue.
All indoor cold taps and an outdoor spigot are weak A whole-home restriction or service-supply problem is more likely; compare with a neighbor and contact the utility if it persists.
Water sputters or looks cloudy after service returns Trapped air may be clearing; sediment may also need to be flushed from screens.

Check several faucets, a tub or shower, and an outdoor hose spigot. Compare hot and cold water at affected fixtures, and ask a neighbor whether they have the same sudden problem. Scope is a useful clue, not a diagnosis: a fixture blockage can reduce flow even when static pressure is normal. Pressure is the force in the system; flow is the amount of water delivered over time.

What to do, in order

  1. Remove and clean the affected aerator or screen. Unscrew the faucet aerator if practical, rinse or clean the screen, and reinstall it. Keep small parts in order. With the aerator removed, flushing hot and cold taps can help move sediment out; control the flow to avoid splashing and protect the sink. If water is discolored, follow your utility’s instructions. For discoloration after local repairs, Fort Collins advises running cold water for 5–10 minutes, pausing and repeating if needed, then cleaning screens after the water clears. That timing is Fort Collins guidance for that situation, not a universal flushing rule.
  2. Check accessible shutoff valves. Confirm the house main and affected fixture valves are fully open. Fresno describes turning a typical valve counterclockwise to open it, but valve styles vary. Do not force one that is stuck, leaking, or damaged; contact a plumber or utility if you are unsure.
  3. Look for a hot-water or whole-home restriction. If only hot water is weak, check hot-water aerators and showerheads; contact a plumber or property manager if the heater or hot-water system may be involved. For whole-home flow loss, check only accessible filters or water-softener bypasses and look for visible leaks. Do not dismantle a pressure regulator or pressurized plumbing without appropriate expertise.
  4. Escalate according to the pattern. If the whole home suddenly loses cold water or pressure, check whether crews are still working, ask neighbors, and report a persistent sudden drop to your water utility. If the issue affects only your property or a particular branch, or cleaning and accessible valve checks do not restore flow, contact a licensed plumber or property manager.

When to contact the utility or a plumber

Contact the utility when the loss is sudden and widespread, neighbors are affected, or cold-water flow remains low across the home after basic checks. Contact a plumber or property manager when the problem appears limited to your property, a valve is damaged, a leak is visible, or a heater, regulator, filter, softener, or private service line may be involved. Responsibility for the pipe also varies by location. In Toronto, for example, the City says it owns the water pipe from the street main to the property line, while the customer owns the section from the property line into the home.

Local service standards are not universal pressure limits

Toronto Water’s residential low-pressure service test treats measured flow of 7 L/min or more as acceptable and flow below 7 L/min as below its local criterion; the City says a service pipe below that level is prioritized for replacement in approximately seven days. This is Toronto’s service guidance, not a universal household pressure standard. It measures flow, not pressure, and should not be applied to another city.
