A hot-air balloon rises when its burner heats the air inside the envelope, making that air less dense than the cooler air outside. The surrounding air then provides enough buoyant force to lift the balloon and its load. The burner helps control height, but it does not steer the balloon horizontally: the wind carries it, and a pilot can influence its route indirectly by changing altitude.
How does a hot-air balloon rise?
A hot-air balloon is a lighter-than-air aircraft. The Federal Aviation Administration defines a balloon as “a lighter-than-air aircraft that is not engine driven, and that sustains flight through the use of either gas buoyancy or an airborne heater.” A hot-air balloon is the type that uses an airborne heater.
The large fabric envelope holds air heated by the burner. As that air warms, it expands and becomes less dense than an equal volume of cooler surrounding air. The balloon displaces outside air, which creates buoyant force. When that upward force is greater than the total weight of the balloon, its contents, and its load, the balloon climbs. The flame does not push the balloon upward like a rocket; buoyancy is what lifts it.
The balloon tends toward an altitude where upward buoyancy and the system’s weight balance. A greater temperature difference between the inside and outside air generally means a stronger density contrast and a faster climb, although loading and atmospheric conditions also matter.

What are the main parts of a hot-air balloon?
Envelope
The envelope is the large fabric enclosure that contains the heated air. It is carried along with the air mass inside it; it does not work like an airplane wing.
Burner and heater system
The burner supplies heat to the air inside the envelope. Heat continually escapes through the fabric, seams, and deflation port, as well as through radiation, so the burner replaces lost heat during flight.

Basket and supporting equipment
The basket carries the pilot, passengers, and equipment. Instruments and fuel tanks are among the supporting equipment needed for flight. The FAA describes the envelope, heater system, and basket as the balloon’s three principal components.

The envelope air itself is a substantial part of the total weight. The FAA’s Balloon Flying Handbook, Chapter 2, gives this example: “The average 77,000 cubic foot hot air balloon contains an air mass that weighs over 3,000 pounds.” That is the handbook’s example for a balloon of that volume, not a specification that applies to every balloon. The flight’s total weight also includes the balloon’s components and equipment, pilot, and passengers.

What does the burner do, and how does the balloon descend?
Heating the air inside the envelope increases lift and supports a climb. The FAA handbook puts it this way: “To climb, the temperature in the envelope is raised by heating the air which creates more lift.” If the air cools, its density rises and lift decreases, allowing the balloon to descend.
A vent, also called a deflation port, can release hot air to hasten cooling and descent. The FAA describes a temporary opening that closes automatically under upward pressure when it is not being used. Vent and burner designs, and the procedures for using them, vary; this explanation is about their functions, not instructions for operating a balloon.

In the United States, the FAA’s AC 91-71, “Operation of Hot Air Balloons with Airborne Heaters”, issued June 13, 1996, provides guidance for safe and practical operation under applicable parts of 14 CFR 91. It is US guidance, not a worldwide rule or a substitute for current aircraft manuals and regulations.
How do hot-air balloons steer?
A hot-air balloon has no ordinary powered horizontal steering. It travels with the surrounding air, so the wind determines its ground track. The pilot manages vertical position; because wind speed or direction can differ at different altitudes, changing height may let the balloon encounter a different wind and influence its route.

This is indirect control, not a guarantee of a particular direction or landing point. The FAA handbook also notes that a balloon’s weight and momentum limit how quickly it responds to pilot actions. Actual operations depend on pilot training, the balloon’s approved procedures, applicable regulations, and weather decisions.
