Should you rush Sanctuary levels?
Not if your supporting economy and care facilities cannot sustain the next tier. Raise the Sanctuary when production, storage, treatment capacity, and the required supporting buildings are ready. If an upgrade is blocked or leaves you short on supplies, work on the bottleneck first rather than treating the hub level as the only measure of progress.
The Last Asylum Wiki describes Sanctuary level as a gate for building and hero levels, and says the Sanctuary depends on Research Lab and clinic stars. Those are third-party descriptions, not official specifications; check the live game for the requirements that apply to your account.
