Pausing data-center construction could constrain the infrastructure available for AI, but the evidence cited here does not establish that any specific pause has been proposed—or that a pause would make the United States lose the AI race. What is clear is that data-center electricity demand is rising quickly, and meeting new demand calls for decisions about generation, transmission, reliability, cost and location—not just whether to build.
What the electricity figures show
Data centers are becoming a larger part of the U.S. electricity system, though forecasts are not measured outcomes and their ranges matter.
- Earlier outlook: In December 2024, the U.S. Department of Energy, summarizing a Lawrence Berkeley National Laboratory report, said data-center electricity use had tripled over the preceding decade and could double or triple again by 2028. DOE’s announcement describes that estimate.
- Updated 2030 estimate: Berkeley Lab’s June 2026 update estimates that data centers could account for 11.8% of total U.S. electricity use in 2030, with modeled scenarios ranging from 9.5% to 15.3%. These are projections, not a settled share. Berkeley Lab’s update provides the estimate and range.
- Recent increase: The 2025 update reports that U.S. data-center electricity use rose 14% from 2023 to 2024. It attributes the increase primarily to more accelerated servers and higher rated power. Efficiency improvements per computation have not prevented total electricity use from increasing. The DOE-hosted report conclusion describes the increase and its drivers.
What a construction pause could—and could not—mean
A pause might delay some new data-center capacity, but its consequences would depend on what the policy covers, how long it lasts, where it applies, and whether affected projects could be replaced or built elsewhere. The material available here does not identify a specific pause proposal or establish its scope and status.
Nor do these electricity-demand estimates measure AI compute capacity, compare U.S. construction with other countries, or connect a construction pause to economic or competitive outcomes. They support the conclusion that data-center demand is growing; they do not prove that stopping or delaying construction would cause the United States to lose the AI race. That stronger claim requires evidence connecting a defined policy to AI infrastructure and competitiveness.

How to assess the infrastructure response
The Department of Energy describes several ways to address rising electricity demand. They are possible components of a response, not proof that any one approach is sufficient everywhere. DOE’s stated objectives include serving new loads while considering reliability, affordability and security.
- Generation and transmission: New electricity supply and grid capacity need to be available where and when large loads arrive. DOE’s Speed to Power initiative aims to accelerate grid infrastructure development; its stated purpose is not evidence that projects will arrive in time at every constrained location.
- Onsite generation and storage: DOE identifies these as potential flexibility resources. Whether they help relieve a local constraint depends on the site and system; the cited material does not quantify their effectiveness across data centers.
- Reliability, security and affordability: A useful policy comparison asks whether new capacity can be served securely and reliably, and at a manageable cost, rather than treating speed or construction volume as the only measure.
What the evidence supports
The evidence supports a narrower conclusion than the headline’s categorical claim: data-center electricity use is growing, projections point to a larger future share, and DOE identifies grid expansion and flexibility measures as parts of the response. It does not establish that a particular construction pause is on the table or determine what such a pause would do to U.S. AI competitiveness. A sound judgment needs the actual policy’s scope and status, plus evidence about its effect on available AI capacity and competitive outcomes.
