Sometimes—but a Steam key being valid for Steam does not make its seller trustworthy. Valve allows developers to distribute Steam keys through other stores, but does not certify every seller or listing. Before buying, check that the offer is for the right game and region, and understand what remedy the seller provides if the key is invalid, duplicated, or later revoked.
What a third-party Steam key is—and what Valve’s policy means
Valve defines Steam keys as single-use, unique alphanumeric codes that customers activate on Steam to add a product license to their account. Developers can use them to sell games at retail and through other digital stores. That makes an off-Steam purchase a possible legitimate route, but it is not an endorsement of every store or marketplace listing. Valve’s Steamworks documentation describes both the key system and rules for developers distributing keys.

Valve’s rules include expectations about how developers offer keys relative to comparable Steam offers; Valve reviews some key requests and can reject them. Those publisher-facing rules do not establish that a particular seller obtained a key legitimately or that Valve has approved that seller.
What can go wrong with a key?
- It may not activate. A code can be invalid or already used. Valve’s support guidance for invalid or duplicate Steam-issued keys directs users to the game’s developer or publisher, but that is not a guarantee of support for every retail key. Steam’s activation-key FAQ describes that specific support routing.
- It may not work in your region. Check any country or region restrictions against the country associated with your Steam account before paying.
- It may be revoked. Valve says keys that were stolen or purchased fraudulently can be revoked. It also warns developers that fraudsters have impersonated journalists or storefronts to obtain keys for resale. These warnings establish possible risks, not how frequently buyers encounter them; Valve’s documentation does not provide a consumer failure rate.
- You may have limited recourse through Steam. For a purchase made outside Steam, the seller’s policy—not Steam’s standard Store refund process—is central to seeking a refund or replacement.
How to assess a specific listing
- Confirm what is being sold. The listing should explicitly say it is a Steam activation key for the intended game—not a shared or transferred account, a gift, or a code for another launcher.
- Check compatibility. Review region or country limits and any activation deadline shown on the listing. Make sure they fit your account and when you plan to redeem the code.
- Read the remedy terms before checkout. Look for clear instructions and deadlines for reporting an invalid, duplicate, already-activated, or revoked key. Check whether the seller offers a replacement, refund, or neither.
- Assess the seller and payment route. Look for an identifiable business, accessible customer support, and a payment method that gives you a purchase record and ordinary dispute procedures. These checks reduce uncertainty but cannot prove a key’s supply chain.
- Compare the full cost with the reduced recourse. Compare the final price, including currency conversion or tax, with the game’s Steam Store price. A very low price alone proves neither fraud nor legitimacy.
- Keep your records. Save the listing, receipt, and applicable seller-policy text until activation succeeds.
These are practical consumer checks, not an official Valve-approved checklist, and they cannot guarantee that a key will remain valid.

Can Steam refund a key bought elsewhere?
No—not through Steam’s standard Store refund policy. Valve’s policy says its usual two-week and under-two-hours refund offer applies to games and software bought from the Steam Store, and that Valve cannot refund purchases made outside Steam, including third-party CD keys. If an outside key fails, start by following the seller’s stated replacement or refund process. Valve’s policy notes that consumers in some jurisdictions may have additional rights, but which rights apply depends on location and circumstances; this article does not determine country-specific legal entitlements.

How to compare two listings
Do not compare price alone. Use the same checks for each offer:
- Provenance: Can the seller explain or establish a legitimate supply chain?
- Activation: Is it explicitly a Steam key, and is it compatible with your region?
- Remedy: What replacement or refund is available, and what is the reporting window?
- Total price: What will you pay after currency conversion and tax?
- Support and payment: Can you reach the seller, and does your payment method provide purchase records and dispute procedures?
