Start with the ballot that applies to your address
Go to your state or local election office’s website and find the current election’s sample ballot or personalized voter guide. A sample ballot shows the contests and measures you may vote on; it is not necessarily a guide to the candidates’ records or the effects of a proposal. USAGov explains the difference and links to official election resources at usa.gov/sample-ballot.

Check both state and local election sources when needed. They may cover different offices and measures. In California, for example, the state guide covers federal and statewide candidates and statewide measures, while a county guide provides a sample ballot and information about local candidates and measures. Some jurisdictions offer several formats. Washington’s page for the 2026 primary links to a precinct-specific VoteWA guide, a statewide candidate guide, candidate and measure videos, and county election websites for local information: Washington 2026 Primary Voters’ Guide. Use the personalized option to identify what is on your ballot, then consult the relevant statewide and county material for context.

Compare candidates on the same criteria
For each office, first find out what the office does. Then apply the same questions to every candidate so the comparison is about the job and your priorities, not just who has the most prominent statement.
- Responsibilities: What decisions and duties belong to this office?
- Relevant experience: What has each candidate done that relates to those responsibilities?
- Stated goals: What does each candidate say they intend to accomplish?
- Priority issues: What specific positions has each candidate stated on issues that matter to you?
Official guides can provide candidate information, including experience and goals, but a candidate’s statement is still a claim supplied by that candidate—not independent verification. Attribute it accordingly. If a consequential claim concerns a law, budget, vote, or public record, look for the underlying primary record from the responsible government body rather than treating a campaign statement as settled fact. Read ballot measures in layers
When a measure appears on your ballot, distinguish what the proposal would legally change from what supporters and opponents predict would happen. Where the official guide provides them, read these materials in order:
- Official text: Identify the proposed legal change, including what provisions would be added, removed, or amended.
- Summary: Use it to orient yourself, then consult the text for the actual proposed language.
- Impartial analysis: Read the official explanation of the measure’s operation and likely effects, keeping its analysis distinct from advocacy.
- Fiscal information: Review any official discussion of potential costs, savings, or effects on taxpayers.
- Arguments for and against: Compare both sides’ stated cases. Treat predictions and arguments as advocacy, not as the measure’s text or an impartial finding.
California’s statewide voter guide illustrates this format: it includes impartial analysis and potential taxpayer costs prepared by the Legislative Analyst’s Office, arguments on both sides, and text and summary prepared by the Attorney General or Legislature. The state’s guide page describes the materials at California ballot measures and voter information. Other states and localities may organize their materials differently.

Check the right jurisdiction and election dates
Ballot contents and voting rules are specific to an election and jurisdiction. A statewide guide may not include city, county, or district contests, and a county guide may not cover every statewide race. Confirm the election date, registration deadline, voting methods, and polling-place instructions with the election office responsible for your ballot.
For a dated example, California’s official page for the November 3, 2026 general election lists October 5 as the date county officials begin mailing ballots on or before, October 19 as the voter-registration deadline, and November 3 as Election Day, with polls open from 7:00 a.m. to 8:00 p.m. Those dates apply to that California election only; check the current calendar for your own election at the California Secretary of State’s Elections page.

Nonprofit groups and regional newspapers may publish additional voter guides. VOTE411, provided by the League of Women Voters Education Fund, offers address-based ballot information and other personalized voting tools: vote411.org. It can be useful for comparing information, but return to your election office for official ballot details, deadlines, and rules.
For any guide, notice who supplied each statement. A candidate’s answer, an organization’s endorsement or argument, and an official impartial analysis have different roles. Naming that difference helps you weigh information without mistaking advocacy for neutral explanation.

Make a short, useful comparison note
Once you have reviewed the official materials, write down the key distinction for each contest or measure in your own words. Keep the note factual and tied to its source—for example, a candidate’s stated position versus a documented vote, or a measure’s proposed text versus an opponent’s prediction. This makes it easier to compare options consistently when you are ready to decide.
USAGov says voters may bring notes, a voter guide, or a sample ballot into the voting booth, but some polling places restrict phone use. Check with your local election office before relying on a phone or bringing materials: usa.gov/voting.
