In the United States, members of the public can file a sighting report through the National UFO Reporting Center (NUFORC). First, write down what you actually saw, preserve any original photos or video, and mark estimates as uncertain. The right reporting route depends on who you are and what happened: AARO’s form is for people with first-hand knowledge of US government UAP programs, civilian pilots should report promptly to air traffic control, and apparent danger to life or property should go to local law enforcement.
What to record while the sighting is fresh
Make notes as soon as practical. A pocket notebook or a note on your phone is enough; no special equipment is required. Record observations rather than trying to solve the sighting in the moment.
- Date and local time: Include the time zone if known. Mark the time approximate if you are unsure.
- Duration: Note how long you watched and how the sighting began and ended.
- Location and vantage point: Give the most precise location you can, such as an address or coordinates. Say whether you were on land, on a boat, or in an aircraft.
- Direction and movement: Record the direction you were facing, where the object appeared in relation to you, its apparent direction of travel, and its elevation above the horizon if you can estimate it honestly.
- What you saw: Note the number of objects, apparent shape, color, brightness, and motion. Describe changes in appearance without assuming what caused them.
- Viewing conditions: Include weather, clouds, haze, obstructions, and nearby lighting if known.
- Witnesses: Record how many people saw it and where each person was, if that matters to the account.
- Evidence: Note whether photos, video, or a sketch or map exist, and what device made any recording if you know.
Write a plain, chronological account in the first person. Keep direct observations separate from estimates and later interpretations. For example, “It looked about the size of a coin held at arm’s length” is a description of apparent size, not a measurement of the object. If you cannot estimate its distance, altitude, or actual size, say “unknown” rather than inventing precision.
How to check photos, video, and ordinary explanations
Keep the original image or video file and avoid editing the only copy. If you make a cropped, stabilized, or enhanced version to help explain it, retain the untouched original too. Describe what you saw with your eyes separately from what appears in a recording; camera behavior can change how a light looks.

NUFORC’s pre-submission guidance discusses Starlink satellite trains, rocket launches, bright planets such as Venus and Jupiter, lens flare, and phone-camera focus effects. It notes that an object visible in an image but not to the naked eye may be a camera artifact, and that a zoomed phone recording can make a light appear to pulse as the camera focuses. Check whether a satellite train, launch, bright planet, or recording artifact could account for what you observed. You do not need to force a conclusion. If a light looked steady to your eyes but seemed to pulse only in phone playback, say exactly that; it is more useful than stating simply that “the object pulsed.”

Where to report a UFO sighting in the United States
Reporting channels serve different purposes. NUFORC is a non-governmental option for public sighting reports, not a government authority or a guarantee that a report will be investigated. AARO’s form has a narrower eligibility requirement. Aviation reports and immediate safety concerns belong in their respective operational channels.

For a general public sighting
Use the NUFORC public sighting report form. It asks for details including date and time, uncertainty about timing, duration, witness count, location or coordinates, object shape, color and count, a summary and detailed narrative, elevation, direction, and estimates of distance, size, and speed. It also allows optional contact details and optional photos, video, or illustrations. A map showing where observers were and which way they looked can help.

Keep names and identifying contact details out of the public narrative, as NUFORC instructs. Its privacy prompts distinguish that narrative from information supplied for possible follow-up. Read the form’s current terms and privacy policy before submitting, since its fields and guidance may change.
For government personnel with first-hand program knowledge
AARO’s Submit A Report form is for current or former US government employees, service members, or contractor personnel with first-hand knowledge of US government programs or activities related to UAP dating back to 1945. AARO describes it as an initial point of contact, not a way to submit potentially sensitive or classified information. Military and Department of War civilian personnel must follow their command or service procedures for current operational UAP reporting. AARO says it will announce when a public reporting mechanism is available; its form should not be used for an ordinary public sighting.

For civilian pilots and aviation personnel
AARO says civilian pilots are encouraged to report UAP sightings promptly to air traffic control and that it receives UAP-related pilot reports from the FAA. FAA air-traffic procedures direct pilot reports and air-traffic personnel observations to the National Tactical Security Operations Air Traffic Security Coordinator team on the Domestic Events Network. If available, the report should include the aircraft call sign or personnel location, aircraft location, altitude and flight direction, the UAP’s position relative to the aircraft or personnel, a general description and known altitude, direction or speed, and whether it appeared on ATC radar.
Consult the current FAA air-traffic procedure, section 4-7-4, and follow applicable operational safety procedures. FAA guidance says other persons wanting to report UAP activity may be referred to AARO; that referral does not make AARO’s restricted form a general public reporting channel.

For apparent immediate danger
If you believe UAP activity may endanger life or property, FAA guidance says to report it to local law enforcement. For an immediate emergency, use the local emergency channel rather than relying on a sighting-report form.
If you are outside the United States
The reporting routes described here are US routes; they do not establish a worldwide reporting authority. Check your national aviation or public-safety authority and any reputable local reporting organization. Do not assume that AARO or the FAA is the correct channel in another country.
