Verizon’s 2025 Data Breach Investigations Report (DBIR) found that only about 54% of perimeter-device vulnerabilities were fully remediated, with a median remediation time of 32 days. The figure covers perimeter devices broadly—not VPNs alone—and describes the report’s observed data, not a deadline or prediction for any one organization.
What Verizon’s patch-delay finding means
In its 2025 DBIR key findings infographic, Verizon says: “Our analysis shows only about 54% of perimeter device vulnerabilities were fully remediated, and it took a median of 32 days to do so.” In practical terms, the report found that the remainder were not reported as fully remediated in the period measured.
The 32-day figure is a median: half of the observed remediation times were at or below it and half were at or above it. It is not the average, does not mean every organization took a month, and is not a recommended patching window.
What the statistic does—and does not—cover
Verizon reports on vulnerabilities in perimeter devices. That category should not be reduced to VPNs: the infographic does not identify a VPN-only result, particular vendors, vulnerability severity, organization size, or individual patches. Nor does the figure measure all vulnerabilities across organizations. It also does not establish that every vulnerability not fully remediated was exploitable.

The 2025 DBIR describes incidents and confirmed breaches occurring from November 1, 2023, through October 31, 2024. Verizon’s 2025 report page describes data contributions from law enforcement, forensic and legal firms, cyber insurers, industry sharing groups, and Verizon’s Threat Research Advisory Center.
Keep the report’s data counts distinct
Verizon’s report listing describes the 2025 DBIR as drawing on more than 22,000 incidents and 12,000 breaches. The infographic separately states that it covers 12,195 data breaches across 139 countries. These are differently framed report figures; the listing’s broad description and the infographic’s count should not be silently treated as interchangeable.

How organizations can use the finding
The statistic is a reason to examine patch operations for internet-facing VPNs and other perimeter appliances, not evidence that a particular product or vendor is responsible. Verizon’s general breach-prevention guidance includes keeping software updated. The following operational steps are recommendations based on the finding, not a checklist attributed to the DBIR infographic.
- Inventory exposed devices. Maintain a current list of internet-facing VPNs and other perimeter appliances, including their owners, locations, supported software versions, and management contacts.
- Track security advisories. Know where each manufacturer publishes advisories and establish who reviews them. Confirm that the device and software version are still supported.
- Prioritize risk. Triage vulnerabilities using factors such as active exploitation, exposure, severity, and the device’s role. Set urgency and escalation rules rather than treating every update as equivalent.
- Plan and apply changes. Schedule updates with appropriate testing and a rollback plan, especially for devices whose failure could interrupt remote access or other critical services.
- Verify remediation and record elapsed time. Confirm the installed version or other evidence that the fix took effect. Record the time from advisory or patch availability to verified remediation so delays can be identified and addressed.
How to compare patch performance
Use the proportion of vulnerabilities fully remediated and time-to-remediate as separate measures. A percentage shows how much of the measured set was completed; a time measure shows how long remediation took. One does not substitute for the other. Verizon’s cited statistic does not provide vendor-level results, so it cannot support a vendor ranking or a conclusion about a specific VPN or appliance.

Why this is still the 2025 report’s finding
Verizon’s current report landing page lists a 2026 DBIR. That is a separate edition; the 54% and 32-day figures here are findings attributed specifically to the 2025 DBIR and its infographic.
