If internet access is limited, use more than one way to receive emergency instructions: keep Wireless Emergency Alerts enabled on a compatible phone, sign up for official local notifications, and consider a NOAA Weather Radio if you are in the United States and within its broadcast coverage. Each channel has different requirements, so prepare and test them before an emergency. Follow immediate protective instructions first; do not put yourself in danger to get a signal or more information.

Will my phone still get emergency alerts if calls and texts fail?

In the United States, Wireless Emergency Alerts (WEA) are not ordinary SMS messages or app notifications. Authorized government alerting authorities send them through participating mobile carriers to compatible phones in an affected area. The National Weather Service says WEA messages are not affected by network congestion, so congestion that disrupts calls or texts does not necessarily prevent a WEA from arriving. That does not guarantee delivery during every outage. Your phone must be powered on, compatible, within cellular broadcast reach, and configured to receive the relevant alerts. Keep emergency-alert settings available; disabling categories may mean missing messages. Treat a WEA as an urgent prompt and follow its action instruction. When it is safe, seek additional detail from another trusted source.

What can I use if I have no internet?

NOAA Weather Radio

In the United States, NOAA Weather Radio All Hazards broadcasts continuous official weather information, warnings, and other hazard messages. A receiver does not need internet, but it does need power and a location within a transmitter’s coverage area. Check the NWS NOAA Weather Radio information for coverage and test reception where you plan to use the radio.

Portable receivers are available, including alerting models that support SAME, or Specific Area Message Encoding. A SAME-capable radio can be programmed with the code for a relevant county or area so it selectively alerts for that location. Confirm the programming and arrange backup power before relying on a receiver.

Official local alert services

Many cities, counties, and other jurisdictions offer opt-in emergency notifications by text or email. Find the relevant official emergency-management or public-safety office and enroll in advance if a service is available. Add the places that matter to your household—such as home, work, or school—if the system allows it. Local services may provide evacuation, shelter, road, or incident details, but messages relying on cellular or internet infrastructure can be delayed or unavailable during infrastructure failures. Voice broadcasts and other trusted sources

When web pages will not load, broadcast channels may still carry information. Use a radio or other trusted source available to you, and rely on official local authorities for current evacuation and shelter instructions. A website or app should not be the only part of your plan.

How to prepare before an emergency

  1. Check phone settings. Find your device’s emergency-alert settings and leave alerts enabled unless you understand the consequences of changing them. Confirm the phone can receive WEA.
  2. Enroll in local notifications. Use the official website of your city, county, or other jurisdiction to find any opt-in system and register the locations your household needs.
  3. Set up and test a radio. Check NOAA Weather Radio coverage at your location, verify reception, and make sure the receiver has batteries or another backup power source. Program SAME codes if your receiver supports them.
  4. Write down a household communication plan. Keep important phone numbers, meeting places, and an out-of-area contact on paper so the information remains accessible if a device is unavailable.
  5. Know your local instructions. Identify the official emergency-management authority for the places where you live, work, and travel. Procedures and alert systems are jurisdiction-specific.

These channels complement one another; none guarantees uninterrupted information. Their names, coverage, alert rules, and emergency numbers are US-specific or local. Outside the United States, consult your own emergency-management and broadcast authorities for equivalent services.

Can I text 911 if I cannot call?

Text-to-911 is not available everywhere in the United States. 911.gov says that where the service is unavailable, the wireless provider should return a message that the text was not delivered. If possible, call 911 by voice and follow local instructions; do not assume that silence from a text channel means help has been summoned. See 911.gov’s FAQ about calling 911.

What to do when service fails during an incident

  • Prioritize immediate protective action and follow official instructions already received.
  • Use another prepared channel—such as a radio or local alert service—instead of repeatedly relying on a web page that will not load.
  • Conserve phone battery for essential communication.
  • Do not travel toward danger or approach a hazard to find reception or information.
  • If you need emergency help, use voice 911 where possible; text only if your area supports text-to-911.
