If the problem is not resolved soon, Oracle warns that the database will stop executing transactions. The immediate impact depends on which destination failed and how it is configured; a full Fast Recovery Area (FRA) is one possible cause, not the only one.
What the error means for the database
Oracle’s error message is: “Archiver error. Connect AS SYSDBA only until resolved.” It means Oracle cannot complete an archiving operation to a configured destination. Oracle’s error guidance warns that, if the failure is not resolved soon, transaction execution stops. Oracle administration guidance also documents that a disk-full error during archiving can cause a fatal error and leave the database unresponsive. The exact behavior depends on the failed destination and configuration; it should be treated as an availability incident, not just a warning about storage.
A full FRA is a documented scenario: Oracle Cloud Base Database troubleshooting describes a full FRA leading to a stuck archiver and failed backups. But an archive destination outside the FRA, a failed storage resource, or a failing mandatory destination can also be involved.
What can be full or unavailable?

How to diagnose the failure
- Read the alert log and trace files. Start with the complete error stack and the underlying storage or destination error. Oracle specifically directs administrators to inspect these records.
- Check destination status and binding. Inspect
V$ARCHIVE_DESTfor destination status, including states such asERRORorFULL, and whether the destination isMANDATORYorOPTIONAL. - Identify the destination type and resource. Determine whether the affected target is a local path, ASM disk group, FRA, or remote service, then check its capacity and availability.
- Check related recovery and standby needs. Establish whether the destination is required for retention, backup, or Data Guard before freeing space or changing its configuration.
What to do once you identify the cause
Restore enough capacity or destination availability for archiving to succeed, using a remedy that preserves the database’s recovery and standby requirements. There is no single safe archive-log deletion recipe for every deployment: deleting logs without confirming their backup, retention, and Data Guard role can undermine recoverability.

If the failed destination is MANDATORY and uses REOPEN, Oracle documents that unsuccessful archival can stall production. Its listed administrator options include manually archiving to the failed destination, changing the destination (for example, deferring it or making it optional), or dropping it. Those choices are not interchangeable: changing or removing a required destination can affect availability and recovery obligations. Make the change only after identifying those consequences and following the deployment’s operational procedures.
For the specific Oracle Cloud Base Database case involving a full FRA and stuck archiver, Oracle’s guidance is to resolve the underlying full or unavailable resource and then confirm the instance status.

MANDATORY and OPTIONAL destinations are not equivalent
V$ARCHIVE_DEST exposes each destination’s binding. A MANDATORY destination imposes a requirement that can prevent production from continuing when archival fails under the documented REOPEN configuration. OPTIONAL destinations have different failure behavior, but that does not make them safe to remove or ignore: their role in recovery, backups, or a standby environment still matters.
Oracle Database 26ai documentation gives 300 seconds as the default REOPEN setting. That is a configuration default, not a guarantee that recovery will take 300 seconds or that every database uses that value.

When to escalate
Escalate through the database team’s incident process if transactions have stopped, the instance is unresponsive, the failed destination is mandatory, or you cannot establish whether archived logs are still needed for recovery or a standby. Preserve the alert log and trace evidence and avoid treating manual deletion or destination removal as a routine cleanup step.
