Tenable’s Predictive Prioritization was a software capability designed to help security teams decide what to patch first by weighing threat context alongside vulnerability severity. Tenable first made it generally available in its on-premises Tenable.sc offering on February 11, 2019, then brought it to cloud-based Tenable.io on April 16, 2019.
What Predictive Prioritization was designed to do
Security teams can face thousands of vulnerability findings, and a high or critical severity label alone does not show which flaw is most likely to be exploited. Tenable introduced Predictive Prioritization as a way to rank vulnerabilities using threat information as well as vulnerability data, helping teams focus remediation on the issues it considered most urgent.
In its February 11, 2019 launch announcement, Tenable said the feature combined Tenable and third-party vulnerability data with threat intelligence from 150 data sources. A proprietary machine-learning algorithm estimated which vulnerabilities were likely to be exploited in the next 28 days. Tenable characterized the highest-priority group as 3% of vulnerabilities. Those figures describe Tenable’s product claims at launch, not independently verified accuracy or a measured reduction in risk.
Tenable cited 16,500 new vulnerabilities disclosed in 2018, according to the National Vulnerability Database (NVD), to illustrate the volume facing security teams. The point of prioritization was to make a long findings list more actionable, not to suggest that lower-ranked vulnerabilities did not need remediation.

The order matters: Tenable.sc received the first general availability announcement; the Tenable.io rollout followed about two months later. The pre-NVD capability was a subsequent announcement for both offerings, rather than the initial launch feature.
How VPR adds context to severity
Tenable presented VPR as a remediation-priority rating for an individual vulnerability. In Tenable.io, VPR Key Drivers were intended to show why a rating had been assigned, rather than leave users with a number alone. The company said the rating changed with the threat landscape.

Tenable’s April 2019 explanation identified factors users could inspect, including CVSSv3 impact, threat recency, and exploit-code maturity. CVSS describes a vulnerability’s technical severity; VPR was intended to supplement that view with signals about current threat activity and exploitation conditions. A high CVSS score and a high VPR therefore answer related but different questions: how serious a flaw could be, and how urgently it may warrant attention given the available threat context.
For a team deciding “What should we patch first?”, the practical use is to treat VPR as a prioritization input, review the drivers behind it, and weigh it against the organization’s own asset importance and exposure. The cited Tenable material describes the rating and its inputs, but does not establish that a specific VPR-ranked workflow produces better outcomes than another approach.

Why ratings before NVD publication mattered
The NVD is a widely used source of vulnerability records, but teams may want to assess an emerging flaw before a corresponding NVD entry is available. In August 2019, Tenable said it could provide predictive ratings ahead of NVD publication for Tenable.io and Tenable.sc by using vulnerability information, threat intelligence, and vendor security advisories.
This announcement extended the timing of prioritization: the goal was to help customers evaluate emerging issues sooner, not only after a public database record appeared. The announcement does not establish that every new vulnerability receives a pre-NVD rating or specify a guaranteed lead time.

How VPR later evolved
On July 24, 2025, Tenable described a further evolution of VPR powered by generative AI, enriched threat intelligence, and contextual scoring. The company said the updated experience included AI-generated threat summaries and remediation insights, along with filtering and metadata for industry and regional context. These are Tenable’s descriptions of its own product capabilities.
Tenable also used 1.6% of vulnerabilities to describe the focus of this latest VPR. That company-stated figure is not directly comparable to the 3% figure in the 2019 launch announcement: the numbers were presented in different product announcements and years, without an independent common measurement method.

What the announcements do—and do not—establish
The announcements explain Tenable’s intended method and successive product capabilities: adding threat context to vulnerability severity, surfacing key rating drivers, and offering ratings before NVD publication. They are company sources describing the company’s own product. They do not provide an independent benchmark of predictive accuracy, a controlled comparison with severity-only prioritization, or evidence quantifying remediation outcomes.
