Local-control smart-home devices can keep supported controls and automations running through an internet or vendor-cloud outage—but only while the home’s controller, network, and devices still work. Cloud-dependent devices route required functions through a provider, so those functions may stop when its service or your internet connection is unavailable. Local control can also reduce routine sharing of device activity with a vendor, but it does not automatically make a system private, secure, or independent of accounts and cloud features.

What “local control” means

Local control describes where a command or automation is processed. In a local setup, a controller communicates directly with compatible devices over the home network or a local radio protocol instead of sending every command through a vendor’s cloud. Home Assistant describes direct communication with supported devices and lists Zigbee, Z-Wave, Matter, Thread, and ESPHome among its local protocols in its privacy FAQ.

That label applies to particular functions, not necessarily the whole product. A device may control lights locally but still use a cloud service for remote access, notifications, voice features, or account setup. Verify the exact model’s documentation and the functions you intend to use.

What works when the internet goes down?

The Matter 1.4 Core Specification says, “This requirement enables operation in a network disconnected or firewalled from the global Internet.” That establishes a capability for the specified operation, not a promise that every product feature will work offline. The Matter 1.4 Core Specification was published in November 2024.

Privacy: local control reduces one exposure, not every exposure

If device activity is processed locally, less routine device-state data may need to travel to a vendor’s cloud for that function. But the full privacy picture also depends on the device maker, its app, integrations, optional cloud services, and the way you enable remote access. The Connectivity Standards Alliance cautions that complete Matter privacy partly depends on protections provided by service providers and device makers in its Matter FAQ.

Before buying or configuring a device, check what information the app collects, whether an account is required, which functions send data off-site, and whether voice or remote-control features use a cloud service. A local protocol logo alone does not answer those questions.

Remote access, accounts, and Matter

Local control inside the home and control while away are different paths. The Connectivity Standards Alliance states: “Matter is a local connectivity technology, so Matter-only devices require an internet-connected controller — such as those built into smart speakers and smart home hubs — to be present in the home to enable control when away from the home.” In other words, Matter devices can communicate locally, while remote control generally depends on a suitable controller with internet connectivity.

Matter does not mean that a manufacturer has no cloud service, that setup never requires an account, or that all advanced features work offline. The CSA also says that adding Matter can enable products to use a local connection “for greater reliability and responsiveness.” Treat that as a capability, then confirm which specific features your product supports and how it is set up.

Some products may require a cloud app or account to activate Matter or another local protocol. The Works with Home Assistant compliance guide notes that a product can operate locally after cloud-dependent activation. Check setup requirements before purchasing if cloud independence is important to you.

Trade-offs at a glance

How to evaluate a device before buying

  1. Identify the exact model and features. Find the manufacturer’s documentation for the model, not just a product-family page or protocol badge.
  2. Ask what happens offline. Look for explicit behavior when the internet, vendor cloud, or local network is unavailable. Distinguish local commands from remote control, notifications, and voice features.
  3. Check activation and account requirements. Determine whether setup needs a vendor account, app, cloud activation, or an online first-run step—even if day-to-day control can later be local.
  4. Confirm the controller and protocol match. A compatible hub or controller may be needed for Zigbee, Z-Wave, Thread, Matter, or another integration. Check the controller’s support for the precise functions you want.
  5. Review data and security practices. Check what information leaves home, whether remote access is enabled, how updates are delivered, and whether the device and controller remain supported.
  6. Use compatibility badges as clues, not guarantees. A Works with Home Assistant badge can indicate compatibility, but verify that the particular controls and automations you need work locally.

What a local setup asks of you

Local-first systems can reduce reliance on outside services, but they make the controller and home network part of your responsibility. Home Assistant recommends strong, unique passwords, multi-factor authentication, and keeping the system updated in its security guidance. For away-from-home use, its remote access documentation describes options including Home Assistant Cloud and configuring access yourself. Choose and secure a remote-access method rather than assuming local control automatically provides safe remote access.

If you want a preconfigured starting point, Home Assistant describes Green as plug-and-play hardware with Home Assistant preinstalled and recommends it for most users in its general FAQ. The Connect ZBT-2 is an optional radio accessory for Zigbee, Thread, and Matter; it is not a standalone automation controller.
