Kaseya said on July 22, 2021, that it had received a universal decryptor from an unnamed third party the day before. The company said Emsisoft had confirmed it could unlock victims’ data and that Kaseya was contacting affected customers to help them recover. That was not an announcement of a public download. The FBI later said it had obtained a decryption key that enabled recovery of Kaseya customers’ data, but its public statement did not say whether it was the same key Kaseya had described.

Was the Kaseya ransomware decryption key released to the public?

No public release was described in Kaseya’s notice. Kaseya said it had received a universal decryptor from a third party on July 21, 2021, and announced the news on July 22. It said Emsisoft had confirmed the key was effective at unlocking victims’ data, and that Kaseya was contacting impacted customers and helping them remediate. The announcement did not offer the decryptor as a public download. Kaseya’s notice gives the company’s account of the key and its customer response.

What did Kaseya and the FBI each say about the key?

The two statements establish related but distinct facts; neither public account reviewed here expressly connects the keys or identifies the third party Kaseya referred to.

Wray said: “Here, we were able to obtain a decryption key that allowed us to generate a usable capability to unlock Kaseya customers’ data.” He also said officials considered how to help the most companies while maximizing the impact on adversaries. The FBI’s published remarks describe the agency’s account, but do not provide a documented chain of custody linking its key to Kaseya’s earlier announcement.

How did the July 2021 Kaseya attack happen?

On July 2, 2021, attackers exploited vulnerabilities in Kaseya VSA, remote-management software used by managed service providers (MSPs). Kaseya said the attackers bypassed authentication, gained the ability to execute arbitrary commands, and then used standard VSA functionality to deploy ransomware to endpoints. CISA characterized the incident as a supply-chain ransomware attack involving VSA, MSPs, and their downstream customers. CISA’s July 2 advisory describes the event, while Kaseya’s incident overview provides the company’s technical account.

How many companies did Kaseya say were affected?

In its contemporaneous technical summary, Kaseya reported that fewer than 60 of its direct customers were compromised, all of them using on-premises VSA, and that the understood impact was fewer than 1,500 downstream businesses. Kaseya also said it had no evidence that its SaaS customers were compromised. These are Kaseya’s estimates at the time, not an independently established final tally.

What later legal action said about the attack

A November 2021 Justice Department announcement described charges alleging that REvil ransomware code was deployed through Kaseya VSA and that victims who paid ransoms received decryption keys from attackers. Those statements are allegations in the release, not a finding to treat as established fact. Read the Justice Department announcement for its account of the charges.

What should an affected organization do now?

The 2021 decryptor announcement is historical, not current incident-response guidance. Do not seek an unknown decryptor through unofficial links. Organizations dealing with a current or unresolved compromise should use current official vendor and government incident-response resources. Kaseya’s incident page described a Compromise Detection Tool for checking VSA servers or managed endpoints for indicators of compromise at the time; that historical description alone does not establish a current recommendation or tool status.
