Strategic petroleum reserves are government-held emergency stocks of crude oil. When a major supply disruption threatens the oil market, a government can release some of that crude through a sale, lend it temporarily to an affected refiner, or join a coordinated response with other countries. The U.S. Strategic Petroleum Reserve (SPR) is a buffer against disruptions—not a stockpile of ready-to-use gasoline and not a guarantee of lower prices at the pump.

What does the Strategic Petroleum Reserve do?

The U.S. SPR is a federally owned crude-oil stockpile administered by the Department of Energy (DOE). Established after the oil embargo and energy crisis of the 1970s, it is intended to reduce the effects of petroleum-supply disruptions and help the United States meet its obligations under the international energy program. Holding oil gives the government another source of supply to offer the market while normal production, shipping, pipelines, or refinery operations recover. The reserve cannot itself refine crude into gasoline, and releasing oil cannot remove every transport or processing bottleneck.

As of August 20, 2026, DOE reported 294.1 million barrels in the reserve, compared with 714 million barrels of authorized storage capacity. Capacity is the amount the system is authorized to store, not the amount it currently holds. How can a government use reserve oil?

“Using” a reserve can mean a permanent sale, a temporary exchange, or a release made as part of a broader international response. These options differ in why oil is provided, who receives it, and whether it must be returned.

Competitive sale

Under Section 161 of the Energy Policy and Conservation Act (EPCA), a presidential sale can be directed following specified findings. The severe-interruption test includes an emergency significant in scope and duration, of an emergency nature, that may seriously affect national safety or the economy. It also covers a severe supply reduction and price increase likely to cause a major adverse economic impact. A high oil price alone is not the whole statutory test. EPCA, 42 U.S.C. § 6241

DOE conducts a competitive auction for SPR crude. A presidential sale under EPCA is not the only possible legal authority for sales: DOE also identifies other authorized sales and tests. DOE release history

Emergency exchange or temporary loan

DOE can provide crude temporarily to an entity, usually a refiner, dealing with an urgent, short-term interruption in its normal supply. Examples include a hurricane, pipeline trouble, or a closed ship channel. The recipient must return the borrowed oil in full and provide an additional premium quantity. Unlike a sale, an exchange is designed to bridge a disruption rather than permanently transfer the full volume out of the reserve. DOE exchange information

Coordinated action with other countries

The IEA has a formal process for considering coordinated responses to petroleum-supply problems. The United States has taken part in actions associated with the 1991 Gulf War, the loss of supplies connected to Libya in 2011, and Russia’s 2022 invasion of Ukraine. When have governments used reserves?

Past U.S. actions show how the mechanisms apply to different kinds of disruption. Announced or offered quantities do not always equal oil ultimately delivered or sold.

  • 1991 Gulf War: The United States announced a release around the start of Operation Desert Storm as part of an international effort to limit oil-market disruption. DOE records that 17.3 million barrels were ultimately sold, despite a larger initial offer. DOE release history
  • Hurricane Katrina, 2005: DOE reports a U.S. response totaling 20.8 million barrels: 11 million barrels sold and 9.8 million loaned. Storm damage affected offshore production, terminals, pipelines, and refineries. DOE release history

DOE also posts dated exchange solicitations for localized operating problems, such as interruptions affecting refineries’ scheduled deliveries. Such notices apply to the particular action and dates stated in them; an old notice does not establish that an exchange remains open. DOE exchange information

How quickly can reserve oil reach the market?

DOE says it can be prepared to begin deliveries within 13 days after presidential direction for an emergency sale. That is a stated time to start deliveries, not a promise that the entire stockpile will be delivered within 13 days. DOE lists the SPR’s maximum nominal drawdown capability as 4.4 million barrels per day. This is a system capability figure, not a guarantee of that sustained rate in every situation. Actual deliveries depend on facility conditions, crude grades, the sales process, available pipelines and terminals, refinery demand, and how long the drawdown continues. The reserve can add supply, but it cannot make oil move instantly through infrastructure that is damaged or constrained.

Does the U.S. SPR represent 90 days of oil?

DOE describes IEA members as maintaining stocks equivalent to at least 90 days of net petroleum imports. That is an international program measure based on net imports, not a statement that the U.S. SPR alone holds 90 days of all U.S. oil use. DOE SPR FAQs

Do reserve releases guarantee lower gasoline prices?

No. A release adds crude to the market, but it does not guarantee a specific change in retail gasoline prices. Crude still has to reach suitable refineries and be processed and distributed; disruptions elsewhere in that chain can limit what additional crude accomplishes. For readers, the key distinction is between the purpose and the outcome: reserves give governments an emergency supply option during major disruptions; how much that option affects oil or gasoline prices depends on the particular disruption and the market response.
