Why sound matters to whales
Underwater, sound is an important way to convey information. NOAA says aquatic animals use it to communicate, navigate, find prey and mates, locate offspring, avoid predators, and assess their surroundings. Whales therefore rely on an acoustic environment both to send signals and to gather information.
Human-generated noise changes that environment. Its effects are not a single phenomenon: interference with a signal, a behavioral response, and a navigation consequence are distinct outcomes and should not be treated as interchangeable.
How noise can interfere with communication
Masking can obscure a signal
Acoustic masking occurs when noise interferes with an animal’s ability to detect or interpret another sound. If noise overlaps with or otherwise disrupts a biologically relevant call, a whale may have more difficulty receiving that signal. The degree of interference depends on the noise and call characteristics, the receiver’s hearing, and the conditions through which the sound travels. Vocal changes are a possible response
Whales may change vocal behavior in response to noise, including changing their vocal output. Such a change is a response to the acoustic conditions, not proof that communication has been restored or that every individual will respond in the same way.
A regional right-whale estimate
NOAA’s Office of National Marine Sanctuaries reported in 2012 that North Atlantic right whales lost an estimated average of 63 to 67 percent of communication space in Stellwagen Bank National Marine Sanctuary and surrounding waters. The estimate came from comparing modeled propagation of contemporary commercial ship noise with historically lower noise conditions from nearly half a century earlier. The underlying study documented more than 22,000 right whale contact calls in April 2008; that is a count of calls observed, not an estimate of whale population size. The communication-space figure is a modeled result for this population and region, not a direct measure of each whale’s ability to communicate and not a global percentage. NOAA’s 2012 account of the Stellwagen Bank study describes the comparison.

Behavior, hearing, and stress are separate possible effects
Noise exposure can be associated with more than masking. Reviews describe behavioral responses, changes in vocal behavior, temporary or permanent hearing threshold shifts, and stress as possible response categories. These are not inevitable outcomes for every whale or every exposure, and one type of response does not establish another.
For example, NOAA’s Southern Resident killer whale research page describes studies examining vessel and noise effects on behavior and acoustic behavior, along with foraging. A study of North Atlantic right whales reports an association between low-frequency ship noise and chronic stress, while noting that the importance of such responses for long-term population consequences remains uncertain. These findings concern different species and outcomes; they should not be collapsed into one universal effect. NOAA’s Southern Resident killer whale research outlines that work.

What can be said about navigation?
NOAA identifies navigation as one of the functions for which aquatic animals use sound. It is therefore plausible that changes to the acoustic cues available to a whale could affect how it assesses its surroundings or moves through them. However, the sources cited here do not establish a consistent, direct navigation effect across whale species. They provide stronger support for the general role of sound, communication masking, and a range of behavioral and physiological responses than for a single species-comparable account of navigation outcomes.
That distinction matters: evidence that noise can mask a call does not by itself show that a whale became lost, navigated less successfully, or experienced a population-level consequence. Those claims require evidence measuring those outcomes directly.

Why effects vary between situations
There is no single cross-species ranking of noise sources or a universal outcome. The relevant factors include:
- Source: vessel traffic and other human activities create different acoustic conditions.
- Frequency and overlap: effects depend in part on how the noise relates to whale hearing and to the frequency of the call or other sound.
- Intensity and duration: both the level and length of exposure matter when assessing possible effects.
- Distance and propagation: sound changes as it travels, and local acoustic conditions influence what reaches a whale.
- Species and signal: species differ, and calls serve different functions; a finding for one population or call type cannot automatically be generalized.
- Measured outcome: masking, vocal change, movement or other behavior, hearing response, and stress are different endpoints.
For those reasons, a finding about ship-noise masking in one location cannot stand in for a complete account of all noise sources, whale species, or possible navigation effects.
