Why a fuel spill can make a highway unsafe
Responders may initially be unsure what substance was released, how far it spread, or whether it reached drains, soil, or water. Fuel can create ignition and vapor hazards, while liquid on pavement and traffic around the scene create additional risks. Authorities control traffic to protect road users and give emergency crews space to investigate and work. The U.S. Environmental Protection Agency (EPA) describes investigation and assessment of health and ecological hazards as part of choosing response measures. EPA’s response techniques and the Federal Highway Administration’s (FHWA) hazardous-materials procedures explain those response considerations.
Not every spill presents the same risks: the substance, amount, location, and path of the release matter. For example, the EPA’s profile of a March 2012 truck rollover on Oregon’s Highway 58 reports that 1,700 gallons of gasoline spilled onto a road shoulder, wetland, and creek. Strong vapors led to a full closure in both directions and evacuations of nearby residents. Responders used sorbent pads and boom and monitored volatile organic compounds and benzene in the air to assess respiratory precautions for workers. EPA’s Cascade Petroleum Tank Truck Rollover profile documents that incident.
Is there a gallon threshold for closing a highway?
No nationwide highway-closure threshold is established by the cited sources. FHWA says hazardous-material response procedures are frequently invoked when a gasoline or diesel spill exceeds a legally specified amount, typically 25 gallons. That figure concerns hazmat procedures—not a rule that every highway closes at 25 gallons. FHWA also notes that some states have exceptions for larger engine-fluid spills when the fluids are contained on pavement; an exception does not guarantee that a road will remain open.

How responders clean up a fuel spill
Cleanup is a managed response, not a single standard technique. The EPA’s general approach begins with investigating the site and assessing the substance, spread, hazards, and exposure pathways. Responders select measures and safety precautions based on what they find; the sequence below describes common functions, not a fixed checklist for every incident. EPA’s response-technique guidance describes the assessment and response options.
- Investigate and assess. Identify the material if possible, determine where it has traveled, and evaluate risks to people and the environment.
- Stop or control the release. Crews secure the source or transfer remaining product when appropriate. In an I-25 tanker crash in Pueblo, Colorado, in March 2026, local firefighters plugged the punctured tank. EPA’s Pueblo Tanker Spill profile describes the response.
- Contain the spread. Responders may use barriers, dikes, or dams and protect drains and waterways. At the Pueblo incident, crews built an earthen dam to divert gasoline from another storm drain; sorbent boom was later placed in the Arkansas River.
- Recover or remove product. EPA lists booms, barriers, skimmers, and natural or synthetic sorbents among mechanical containment and recovery tools. FHWA guidance also discusses containing vehicle fluids and using available absorbents for roadway incidents. These are responder operations, not instructions for the public to handle gasoline. FHWA’s field operations guide covers safety/service patrol actions.
- Manage contaminated material and check affected areas. Depending on the incident, crews may remove and properly dispose of contaminated material and monitor or sample affected areas. At Pueblo, the reported discharge reached a river, and the state was to publish sampling results. EPA reported no impact to municipal water systems and said one drinking-water intake was closed as a precaution.
The choices depend on the material and amount released, whether it remains on pavement or reaches drains, soil, or water, the fire and exposure risks, and the authority and equipment available at the scene. There is no universal “wash it away” method; assessment comes before choosing a response.

Who directs the response?
Local fire, police, and emergency personnel, together with the responsible company and its contractors, are generally the first line of response. State agencies may support local responders or take over if local capabilities are exceeded. EPA’s incident-response overview explains those roles.
For reportable releases, the National Response Center can notify a federal On-Scene Coordinator (OSC). The OSC assesses the response and determines whether federal involvement is needed. Circumstances that can prompt federal command include an unknown or uncooperative responsible party, an incident beyond company and local or state capacity, or an oil spill posing a substantial threat to public health or welfare. The National Response System coordinates federal, state, tribal, local, and industry roles. EPA’s National Response System overview describes that coordination.

What determines when the highway reopens?
Reopening is incident-specific. The available sources do not establish a single national clearance checklist; the authorities directing traffic and the response determine when conditions allow travel to resume. Relevant circumstances can include the location and extent of the fuel, whether the release has stopped, air-monitoring results, environmental spread, recovery work, and traffic or vehicle-removal needs.
EPA’s incident profiles illustrate different outcomes, not typical durations. In Pueblo in March 2026, all lanes reopened after the tanker was removed from the highway the morning after the crash. In the March 2012 Cascade incident, the highway was fully blocked and later opened in one direction as response work progressed. The Pueblo tanker was estimated to carry 8,000 gallons, but EPA reported that the amount released was unknown; the carried amount should not be mistaken for the spill size.

There is no authoritative average cleanup or closure time in these sources. FHWA notes that “Quick cleanup and removal of engine fluid spills can greatly reduce incident duration time.” That general observation does not promise a particular time saving for a specific fuel spill. FHWA’s response and clearance procedures provide the context.

- Keep away from the spill and do not approach to inspect it.
- Follow directions from emergency personnel and traffic-control signs; do not enter a closed area.
- Do not try to absorb, wash away, or otherwise clean up spilled gasoline.
