Eastern Germany has made substantial economic gains since reunification, but it has not reached parity with the West. The gap reflects a difficult starting point, the sharp disruption of the transition to a market economy after 1990, and continuing differences in the kinds of businesses and jobs concentrated in each region. Firm size, headquarters, productivity and demographic change all matter. The East is not a single story, however: some cities and technology clusters are growing, and some measures of innovation favor the eastern states.
How large is the East–West gap?
There is no single figure that captures it. GDP per person, labour productivity and wages are related, but they measure different things. Their regional definitions also vary: some comparisons include Berlin in the East, others exclude it.

The wage comparisons are not interchangeable: they use different years, geographies and earnings measures. The adjusted hourly-wage estimate is also not evidence that every worker doing the same job earns only 5% less. It estimates how much of the overall difference remains after accounting for structural factors.
State-level nominal GDP per person shows how uneven the picture is within Germany. In Destatis’s 2025 release covering 2024, the figures were €36,517 in Saxony-Anhalt, €36,942 in Thuringia and €37,656 in Mecklenburg-Vorpommern; Germany’s national figure was €50,819. These are nominal GDP-per-capita values, not direct measures of productivity or individual income.

Why the divide existed before reunification
Migration and relocation widened the initial gap
The OECD’s 2025 survey traces widening disparities back to the period after the Second World War. Before the Berlin Wall was built in 1961, people and firms moved from the German Democratic Republic (GDR) to the Federal Republic, taking skills, entrepreneurial activity and economic capacity with them. The East also suffered greater war-related damage and reparations, according to the OECD account.
The GDR’s business structure was different
In later decades, especially the 1970s, expropriation of small and medium-sized private firms contributed to a more centralised economy. That left the East with fewer independent firms and a different industrial and commercial base than the West. Reunification therefore joined economies that had diverged for decades, rather than starting a process from equal levels.
Why the transition after 1990 was so damaging
The move from central planning to a market economy was exceptionally abrupt. Monetary and economic union, rapid privatisation and the opening of firms to market competition coincided with a real appreciation that made eastern producers’ costs less competitive. Many businesses also lost export markets in other former Soviet-bloc countries.

The scale of the shock was severe: the OECD reports that eastern Germany’s real GDP fell 35% from 1989 to 1991, while industrial production and industrial employment each fell by about one-third through 1993. These are historical changes over different spans, not a single measure of the whole reunification period.

Construction and large transfers helped drive the recovery, alongside subsidised infrastructure loans and incentives for private investment. But restoring aggregate output did not automatically rebuild the previous industrial network or create firms with the same scale, market position and capacity for innovation as their western counterparts.
Convergence slowed after the initial recovery
The OECD says eastern unemployment averaged 20% in 2005, rising to closer to 30% if people in active labour-market programmes were included. It links persistent differences to high unit labour costs during the transition, wages that grew faster than productivity in the 1990s, the departure of skilled and entrepreneurial young people, and an industrial mix tilted toward lower-skill activities.

How business structure keeps productivity and pay lower
Fewer large firms and headquarters limit high-paying work
Large firms often support higher productivity through scale, specialised roles, research investment and links with suppliers. The OECD’s 2025 survey describes the eastern economy as having fragmented industrial networks and fewer headquarters and innovation activities. It says many privatised firms were broken into smaller entities, while labour-market institutions could give firms incentives to remain small. The OECD also argues that some investment subsidies directed capital toward mature, lower-skill industries, weakening business dynamism. These are mechanisms identified in the OECD’s synthesis, not a single experimentally proven explanation for the regional gap.
Industry mix explains much of the raw wage difference
Wages are lower in part because the East has a smaller share of certain high-paying jobs and industries, including large manufacturing employers. In its 18 October 2023 release, ifo Dresden estimated that economic structure explained about two-thirds of the raw hourly-wage gap between eastern states excluding Berlin and the West. Jannik Nauerth of ifo Dresden put the point this way: “Many people in eastern Germany work in typical low-wage industries, and large manufacturing companies that pay well are hardly represented here.”

Productivity and pay are connected, but not identical
Lower labour productivity—the amount of output produced per unit of labour—constrains the wages firms can sustain over time. But a regional productivity ratio does not tell an individual worker what their pay should be: wages also depend on occupation, employer, industry, bargaining and other factors. Nor does GDP per person equal a resident’s income; GDP includes economic output generated in an area, including by commuters and businesses.

Population loss and ageing affect the supply of workers, the availability of skills and the tax base that supports public services. The OECD reports that the eastern states excluding Berlin lost 15% of their population since 1989, mainly through outward migration and lower birth rates, while western states gained about 10%. The ifo Institute’s overview likewise identifies ageing, a shrinking population and recruitment of skilled workers as continuing concerns.
These patterns can reinforce business disadvantages: an area with fewer workers may find it harder to attract or expand firms, while the departure of younger people can weaken the pool of skills and entrepreneurship. The pressures are not the same in every place, and city growth shows that regional population trends do not move in lockstep.

Where the catch-up story is more positive
Growth has been substantial, even where parity has not arrived
Price-adjusted GDP per capita rose considerably across eastern states after 1991. Destatis reports that Thuringia’s increase through 2024 was 163%, the largest among German states. That growth measures change from a low starting point; it does not mean Thuringia’s current GDP per person is the same as the West’s.
Some cities and technology clusters are gaining ground
Between 1995 and 2024, Leipzig’s population grew 30% and Dresden’s grew 20%, while Saxony as a whole lost 15%, according to Destatis. The Federal Ministry of Finance’s December 2025 account points to semiconductor and IT activity around Dresden, Freiberg and Chemnitz as evidence of developing strengths.
The Ministry also reports 8.4 university patents per million residents in eastern states, compared with 4.7 in western states. That indicator shows a relative strength in university patenting; it does not establish that the East has more commercial innovation overall or that every eastern area is a technology hub.
