Low-code and no-code tools can speed up application delivery, but they do not make every project suitable for a visual development platform—or remove the need for engineering, governance, security, and long-term ownership. Projects tend to underdeliver when teams choose a poor fit, mistake faster building for less work, or scale adoption without the practices needed to support it.

There is no established, comparable industry-wide failure rate for low-code or no-code projects. The risks below are documented failure modes and decision points, not proof that these platforms are inherently insecure or unable to scale.

1. The project is too complex for a sensible first fit

A tool may be capable of building an application without being the right choice for that application. Complex integrations, broad requirements, and large legacy systems can overwhelm teams before they have established the platform’s fit or their own delivery practices. Microsoft’s Power Platform modernization guidance recommends assessing opportunity complexity and considering incremental modernization for large monolithic applications rather than assuming they can be replaced all at once. Microsoft’s modernization guidance is vendor-specific, but its selection principle is useful: match the size and complexity of the work to the team’s experience and the platform’s capabilities.

Start with a bounded, valuable workflow where requirements and integrations are understood. For a large system, consider whether a low-code component can modernize one process at a time, rather than making the whole application an early platform bet.

2. Visual building is mistaken for having no engineering work

Drag-and-drop interfaces can shorten parts of development; they do not make architecture, data design, integration, testing, or maintenance disappear. Gartner’s 2025 enterprise-platform overview recognizes delivery speed as a benefit while also identifying legacy complexity and integration demands as challenges. Microsoft likewise advises teams to consider how a solution fits existing systems and architecture.

Underdelivery follows when a project plan counts screens or workflows but omits the work needed to connect them to reliable data, handle errors, manage changes, and operate them. Before committing, map the systems the application must touch, the data it reads or changes, and who will own each connection.

3. Adoption grows faster than governance

When employees can create applications and automations, useful solutions can emerge quickly—but so can unmanaged copies, unclear ownership, risky data flows, and tools no one maintains. Gartner’s 2024 guidance for Microsoft Power Apps and Power Automate identifies misuse, solution sprawl, data leakage, and orphaned solutions as governance risks. It warns qualitatively that organizations allowing ungoverned adoption usually fail to meet business goals; this is a product-specific warning, not a measured failure rate for the industry. Gartner’s Power Apps and Power Automate governance guidance makes the operational point: adoption needs a support model, not just access to a builder.

Define who can create and publish solutions, where they may connect, how ownership is recorded, and what happens when an owner leaves. Gartner’s September 2026 citizen-development guidance also emphasizes that few citizen developers can build applications safely and effectively without support and governance. Gartner’s citizen-development guidance reinforces the need to provide help and oversight as participation expands.

4. Governance is either too lax or too restrictive

Governance can fail in opposite directions. Too little oversight can produce application disorder and make scaling harder; traditional, heavy approval processes can slow delivery and updates until teams route around them. Forrester’s 2017 governance analysis describes this tension. The practical goal is not maximum control or maximum freedom, but controls calibrated to the application’s risk, data, and users. Forrester’s governance analysis supports treating governance as a design choice rather than a blanket approval gate.

For example, an internal tool handling low-sensitivity information may need lightweight review and a named owner, while an application handling regulated or sensitive data warrants stronger review, access controls, and operational sign-off. Establish a clear path for low-risk work and a proportionate escalation path for higher-risk solutions.

5. The organization assumes the platform handles all security and compliance

A platform may abstract some technical risks and provide security controls, but that does not settle whether a particular application is safe or compliant. Forrester’s 2020 security analysis says teams must understand both the protections the platform supplies and the security requirements that remain their responsibility. Gartner also treats operational, security, and compliance risks as governance concerns. Forrester’s security analysis is conceptual guidance, not a current feature-by-feature comparison of products.

Before deployment, establish which platform controls apply and where organizational decisions are still required: for example, access, data handling, environment configuration, monitoring, and incident ownership. Confirm requirements against the specific platform, application, and applicable compliance obligations rather than assuming that “low-code” is itself a security guarantee.

6. The plan for scale stops at “the platform can scale”

Scaling is more than handling more users. As the number and importance of applications grow, teams need to assess architecture, coordination across development groups, the platform’s expressiveness, portfolio governance, and pricing. Forrester’s scalability report dates to 2015, so these are durable evaluation dimensions—not evidence that a current product does or does not scale. Forrester’s scalability analysis provides a checklist, not a current vendor ranking.

Ask how the architecture will evolve, how teams will coordinate shared components and changes, whether the platform can express the required functionality, how the application portfolio will be managed, and how costs behave as usage and app counts grow. Treat these as questions to answer for the chosen platform and deployment, not as assumptions based on a successful pilot.

7. Portability, adoption, and maintenance are left until later

Applications can become difficult to move or sustain if they depend heavily on proprietary features, have limited interoperability, or make data difficult to export. Gartner’s January 2026 report abstract identifies proprietary dependencies, interoperability limits, and restricted data portability as lock-in and technical-debt concerns. These are risks to assess, not limitations that apply equally to every platform. Gartner’s low-code platform analysis points to the value of checking exit options before a portfolio grows around one tool.

Adoption is another part of fit. Microsoft’s modernization guidance flags user adoption, expectations for customization, and fit with existing applications as risks. A solution that technically works can still underdeliver if it disrupts users’ workflows, cannot meet reasonable customization needs, or has no clear maintenance owner.

Before building, identify who will use the application, what they need it to do, who will support and update it, and how data and functionality could be migrated if the platform or organizational needs change. These answers help distinguish a useful shortcut from a long-term dependency.

How to assess a low-code or no-code project before committing

Use these questions to compare a platform or decide whether a particular project belongs on it. The evidence identifies considerations, not a vendor ranking.

  • Integration: Which systems and data sources must the solution connect to, and how complex are those connections?
  • Architecture and scale: How will the solution behave as users, applications, and development teams grow?
  • Security and governance: Which controls does the platform provide, which responsibilities remain with the organization, and what level of review fits the risk?
  • Cost: How do pricing and licensing change as usage and the application portfolio expand?
  • Portability: How dependent would the solution be on proprietary features, and what options exist for data and application migration?
  • Customization and adoption: Can the platform meet users’ requirements and fit the applications and workflows they already rely on?
  • Team capability and ownership: Does the team have the support and skills to build, operate, and maintain the solution?

A good candidate is not simply the application that can be built fastest. It is one whose complexity, integration needs, risk, support model, and expected lifespan fit the platform and the organization’s ability to govern it.
