For everyday transfers and QR payments in India, bank-account UPI is often the most direct option. A card may suit a purchase that requires one or where you want credit or issuer-specific benefits; a mobile wallet may suit a prepaid balance or a service tied to its issuer. The best choice depends on where it is accepted, how it is funded, the fees and repayment terms shown, and what recourse the provider offers.

UPI, a card, and a wallet are different payment routes

UPI is an interoperable payment system, not a stored balance in itself. A UPI app can offer multiple funding routes, so check whether a transaction draws from a linked bank account, a wallet balance, a RuPay credit card linked to UPI, or a credit product. These routes can have different terms; rules for direct bank-account UPI should not automatically be applied to credit-linked payments.

A mobile wallet is a prepaid payment instrument (PPI): you load value and spend from its balance, subject to the provider’s terms. Full-KYC wallets must support interoperability under conditions in the Reserve Bank of India’s PPI directions, so it is inaccurate to treat every wallet as a closed system—or as interchangeable with bank-account UPI.

Is UPI free for customers?

As of October 4, 2026, the Department of Financial Services (DFS), Ministry of Finance, says in its FAQ dated September 15, 2026: “No, UPI services will continue without any cost to consumers.” That statement concerns consumer transaction or platform charges for UPI; it does not mean every payment product inside a UPI app has identical terms, or that any separately disclosed provider charge can be ignored.

Who pays UPI MDR, the customer or the merchant?

Merchant discount rate (MDR) is an acceptance cost charged to a merchant, not automatically a fee charged to the person paying. The DFS FAQ says the announced UPI MDR is merchant-paid. For eligible direct account-to-merchant UPI payments, it schedules 0.4% MDR on payments above ₹2,000, capped at ₹300 for payments of ₹75,000 or more, starting October 15, 2026. On October 4, that start date is still in the future; the FAQ’s stated schedule is not proof of implementation details after that date.

The FAQ says small merchants categorized as P2PM and receiving up to ₹1 lakh per month through QR remain at zero MDR. Coverage depends on the transaction and merchant category, and the stated schedule should not be extended to credit-linked UPI or every payment type. The Ministry FAQ also reports that more than 95% of UPI person-to-merchant transaction volume is at or below ₹2,000; this is its figure, not a current independent NPCI time series.

Will I be charged extra for paying by UPI?

Do not assume that merchant MDR is a customer fee. At checkout, check the amount payable and any separately disclosed convenience or issuer charge. For debit cards, RBI guidance says payment aggregators must ensure merchants do not pass debit-card MDR to customers or charge customers separately in lieu of that MDR; a different convenience fee must be shown before payment.

For credit cards, the RBI FAQ database says the RBI has not issued instructions on charges for credit-card transactions. There is no single universal consumer fee or merchant MDR established here: check the card issuer’s terms and the merchant checkout. PPI issuers must disclose their wallet charges and fee structure; loading methods, limits, and transfer rights vary by wallet type and provider. Historical MDR caps or government incentive outlays are not current consumer fees.

Is UPI safer than a credit card?

There is no universal winner: each route uses different controls, and none prevents every scam or guarantees reimbursement. The Press Information Bureau’s 2025 UPI explainer describes UPI’s authentication as “Single Click 2FA, Strong, seamless two-factor authentication.” That is the government’s description of the design, not a guarantee that every interaction is risk-free.

UPI: approve only the payment you intend to make

NPCI’s UPI FAQ describes use of a UPI PIN in the payment flow. Enter it only when authorizing a payment—not to receive money—and check the recipient name and amount before approval. Never share your PIN or a one-time code. These checks address common user-side risks; they do not make a request trustworthy merely because it appears in a UPI app.

Cards: tokenisation limits exposure of card details

RBI permits card tokenisation, which substitutes an alternate token tied to the card, token requestor, and device for actual card details. It is optional, requires explicit customer consent and an additional authentication factor to register, and does not cost the customer. In a tokenised transaction, actual card details are not shared with the merchant during processing. Tokenisation can reduce exposure of stored credentials, but it cannot stop a cardholder from authorizing a fraudulent purchase.

Wallets: issuer controls and phone security both matter

Under RBI’s PPI directions, wallet debits require two-factor authentication, with specified exceptions for mass-transit and gift PPIs. The directions also require transaction alerts and fee disclosures, and provide complaint and liability provisions. A wallet is not automatically safer than a card or UPI: the issuer’s implementation and the security of the phone and credentials matter.

Offline payments have limits, not zero risk

RBI’s offline framework permits small-value proximity payments on cards, wallets, and mobile devices with explicit consent. The framework sets a limit of ₹500 per offline transaction and ₹2,000 total on an instrument at a point in time. UPI Lite has enhanced limits of ₹1,000 per transaction and ₹5,000 total. An offline payment may be offered without an additional authentication factor, so enable the feature only if you understand its limits and the possibility of delayed alerts or replenishment.

When should I use UPI vs a credit card or wallet?

  • Sending money to a friend or between linked accounts: Consider bank-account UPI. Verify the recipient and check your bank or app limits and the complaint route.
  • Paying a local shop by QR: UPI is a practical choice where accepted. Confirm the displayed payee and amount; a merchant’s acceptance cost is not automatically your fee.
  • Online checkout: Choose between a card and UPI based on what the merchant accepts, any fee shown before payment, and which provider handles a refund or dispute.
  • Wanting credit or card-linked rewards: Consider a credit card if its repayment terms suit you. Compare interest, annual or joining fees, repayment date, reward exclusions, and merchant acceptance rather than assuming rewards outweigh costs.
  • Using a prepaid or issuer-specific service: A wallet may be useful when a service, transit feature, or spending arrangement depends on its stored balance. Check fees, loading and withdrawal or transfer rules, balance limits, authentication, and provider recourse.
  • Paying in person with limited connectivity: An eligible offline instrument may work if you deliberately enable it and accept its limits and authentication trade-offs.

For any method, report unauthorized activity promptly to the bank, issuer, or wallet provider, and lock or freeze the credential where possible. Wallet issuers must disclose grievance routes; RBI directions provide an Ombudsman recourse path as applicable. The material available does not establish a universally superior dispute outcome across debit cards, credit cards, UPI, and wallets.
