Recent changes bring more lifecycle operations and reusable imports into configuration, while HCP Terraform Stacks add a hosted coordination layer for deploying modules repeatedly across environments, accounts, or regions. The practical choice still depends on how you manage state, collaboration, governance, hosting, and deployment complexity.
The familiar Terraform workflow remains the foundation
Terraform’s core loop is still to write configuration, review a proposed plan, and apply the approved changes. HashiCorp Developer describes it this way: “The core Terraform workflow has three steps: Write – Author infrastructure as code. Plan – Preview changes before applying. Apply – Provision reproducible infrastructure.” That review step remains central as Terraform adds capabilities around resource lifecycles and team operations.
It helps to separate three layers that are often conflated:
- Terraform CLI and language: The downloadable command-line tool and configuration language used to define infrastructure. The CLI can be used without HCP Terraform.
- HCP Terraform: HashiCorp’s hosted service for remote execution, shared state and secrets, version-control integration, access controls, and other team workflows.
- Terraform Enterprise: A self-hosted distribution of HCP Terraform for organizations that need to run the service in their own environment.
Some newer capabilities, particularly Stacks and governance features, depend on HCP Terraform or Terraform Enterprise and eligible plans. They are not all features of a standalone local CLI workflow.

Terraform 1.16 brings more lifecycle work into configuration
As of October 4, 2026, HashiCorp’s release listing showed Terraform 1.16.5 as the latest stable release, with 1.17.0 beta builds also listed. Release and installation availability can change, so check HashiCorp’s current release information before choosing a version.
Provider-defined Actions can run at destruction time
HashiCorp’s September 28, 2026 article on Terraform 1.16 describes before_destroy and after_destroy triggers for provider-defined Actions. These allow a provider’s supported operation to be tied to a managed resource’s destroy lifecycle—for example, a final backup or cleanup of an external inventory entry.
Actions are not a general-purpose automation substitute for declarative resource management. Their destroy-time configuration and trigger conditions must be fully known when Terraform creates the plan, and ephemeral values cannot be used in destroy Action configuration. The resource block also needs to remain present when Terraform plans its destruction so the trigger can be evaluated. For staged removal, HashiCorp describes first setting count = 0 and removing the block in a later change.
Child modules can encapsulate imports
Terraform 1.16 also supports declarative import blocks inside child modules. A module can keep the import beside the resource definition it manages; a caller supplies the identity of the existing object rather than needing to duplicate the module’s internal resource address. The import remains visible in the plan for review before it is applied.

CLI output is more useful for scripts and inspection
The 1.16 release article also describes machine-readable JSON output for terraform state show and terraform workspace list, Mermaid graph output from terraform graph -format=mermaid, and CLI summaries of HCP Terraform policy evaluation outcomes. These improve scripting, graph visualization, and visibility into remote policy results; they do not replace plan review or approval.
Stacks coordinate repeated deployments across components
When an organization splits infrastructure into separate modules or root configurations, dependencies and repeated deployments can become difficult to coordinate. Stacks add a higher configuration layer: components refer to Terraform modules, while deployments supply inputs for each repeated instance. A team can review deployment plans and apply changes to all, some, or none of those instances.
How Stacks differ from workspaces
Stacks are an alternative to workspaces, not a feature built on top of them. HashiCorp says both can be used alongside each other in a project. Components share a Stack lifecycle, while each deployment represents a group of infrastructure—such as an environment, account, or region—and has its own isolated state file.

Where Stacks may fit
Stacks are most relevant when infrastructure is complex, composed of interdependent parts, and deployed repeatedly. Examples in HashiCorp’s product material include coordinating networking, storage, and compute as an application unit; deploying a configuration across several regions or cloud accounts; and managing Kubernetes-related infrastructure. These describe intended use cases, not independently measured performance or outcome guarantees.

HashiCorp’s July 23, 2026 article, “Terraform Stacks, explained,” says Stacks are available for HCP Terraform and Terraform Enterprise 2.0 or later on plans with resources-under-management (RUM) pricing. The same product documentation says Stacks are unavailable on legacy HCP Terraform team plans. Eligibility and plan terms may change.
Documented Stack limits and service dependency
HashiCorp’s Stacks documentation lists these product constraints:
- Up to 20 deployments and 100 components per Stack.
- Up to 10,000 resources per Stack.
- Up to 20 upstream linked Stacks and 25 downstream Stacks per Stack.
At general availability, the standalone terraform-stacks-cli was merged into the main Terraform CLI. The CLI supports iterating on Stack configuration and triggering plans and applies for some or all deployments, but Stack service availability still requires HCP Terraform or Terraform Enterprise. Stacks therefore add hosted orchestration; they are not a fully local replacement for it.
Ephemeral resources keep temporary data out of plan and state files
Terraform ephemeral resources provide temporary data during an operation without writing that data to Terraform plan or state files. The documented lifecycle is to open a value when needed, renew access if a remote lease expires, and close it after dependent work is complete. A Vault secret lease is one example, making the feature relevant to temporary credentials and connections.

Ephemeral does not mean that every value or resource is automatically temporary. References are supported only in defined ephemeral contexts, including write-only arguments of managed resources and explicitly ephemeral variables or outputs. HashiCorp’s provider framework documentation says ephemeral resources are supported in Terraform 1.10 and later.

Terraform providers are separately distributed plugins that expose resource types and data sources for cloud, self-hosted, SaaS, or utility APIs. Providers have their own release schedules and version numbers. Modules also evolve independently, so “Terraform version” alone does not establish whether a configuration’s dependencies will work together.
For production configurations, HashiCorp recommends constraining acceptable provider versions and committing the dependency lock file. That helps the Terraform CLI, HCP Terraform, and Terraform Enterprise install consistent provider versions. Before an update, check the Terraform version constraint, provider requirements and lock file, module versions, relevant provider documentation, and the resulting plan. Registry providers may be official, partner, community, or archived; verify the publisher and maintenance status rather than assuming they share the same support model.
Terraform’s HCL-based test framework was introduced in Terraform 1.6 and supports unit and integration testing. That capability belongs to Terraform’s CLI and language workflow. Separately, HashiCorp’s May 11, 2026 HCP Terraform update article listed module testing for dynamic credentials as generally available, a service feature rather than a substitute name for local CLI testing.

Choose the Terraform layer that matches your operating model
The right layer depends on execution and state ownership, collaboration and governance needs, hosting constraints, deployment scale, and migration effort—not on a claim that one option suits every team.

Stacks address a different dimension from the hosting choice: they coordinate repeated deployments of components across environments. Their availability still depends on HCP Terraform or Terraform Enterprise and the applicable plan.
Service capabilities and plan access change over time. In its May 11, 2026 update, HashiCorp marked billable resource analytics, project-level remote state sharing, module testing for dynamic credentials, and project-level notifications as generally available; registry tagging was marked beta. Confirm current status and plan access before relying on a feature in an operating design.
