Choose a platform by first identifying the work it must do—not by starting with a low-code, no-code, or automation label. A custom app, a cloud workflow connecting services, a long-running business process, and repetitive desktop tasks have different requirements. Define the workflow, verify integrations and controls, then test finalists against the same real-world scenario and compare their full lifecycle costs.
First decide what kind of work you need to automate
These categories overlap, but they are not interchangeable. A platform may cover several of them; choose based on the primary job and the constraints around it.

Microsoft describes Power Platform as a suite spanning apps, automation, analytics, websites, agents, connectors, Dataverse, and administration, rather than a single-purpose workflow tool. Its adoption guidance also treats strategy, delivery, licensing, security, and governance as connected concerns (Microsoft Power Platform adoption overview; Power Platform adoption guidance). That breadth may be useful when needs cross categories, but it does not remove the need to validate the specific workload.
Write down the workflow before watching demos
Choose one representative workflow and describe it in enough detail to make a proof of concept measurable. Record:

- Trigger, inputs, data sources, and systems involved.
- People and roles, including who approves or resolves exceptions.
- Decisions, alternate paths, and what happens when a step fails.
- Required response time, expected volume, and consequences of delay or error.
- Data sensitivity, access requirements, and the person or team responsible for the solution.
A demo that succeeds only on the happy path does not show how a platform will behave in production. The same workflow description also helps reveal whether the actual need is an app, a connected workflow, process orchestration, desktop automation, or a combination.
Set mandatory requirements before shortlisting
Separate must-haves from preferences before vendors show you their strengths. Mandatory checks commonly include:
- Support for the identity methods and access roles your organization requires.
- Connectors or APIs for the exact systems, data, and operations involved.
- Data location and protection controls appropriate to your requirements.
- An audit trail, environment separation, and deployment controls.
- Human approvals and a defined recovery path when an action fails.
- Monitoring, support, and a clear way to change or retire the solution.
For example, Microsoft’s guidance for Power Platform adoption and environments addresses security, data protection, identity, governance, and environment strategy (adoption guidance; environment strategy guidance). Treat these as issues to evaluate in your intended setup, not as proof that a particular configuration automatically meets your organization’s requirements.

Shortlist platforms against your systems and operating model
Consider whether a candidate fits the systems already in use, the skills available to build and maintain it, the complexity of the process, and the level of control you need. Verify integration details for the exact systems: connector availability alone does not establish that the needed actions, data mapping, authentication, limits, or failure behavior are suitable.

Microsoft positions Power Platform across multiple solution types and administrative capabilities. Zapier’s comparison page presents its own connected-workflow service and makes vendor claims about governance and pricing relative to alternatives (Zapier’s comparison page). These are vendor descriptions, not independent, like-for-like test results. Do not treat them as a complete cross-vendor scorecard.
Run the same proof of concept for each finalist
Use the same workflow, test data, error cases, access roles, and expected usage in each finalist. Keep a record of what the test establishes and what remains unknown.

- Build the representative workflow. Include normal paths, exceptions, approvals, and the integrations that matter.
- Test failure behavior. Check what happens when authentication expires, a field changes, a service is unavailable, or an action fails. Confirm how a person can identify and resolve the problem.
- Test change and handoff. Have someone other than the original maker review or modify the workflow. Examine versioning, testing, deployment, and monitoring.
- Validate controls in the intended environment. Check roles, data handling, audit visibility, and deployment restrictions against your mandatory requirements.
- Record effort and limits. Track build effort, ease of change, integration gaps, operational visibility, and observed failure behavior.
A short demo cannot establish scalability, security, reliability, or lower total cost. Ask vendors for relevant documentation and validate requirements in the deployment environment you plan to use.
Compare the full lifecycle cost
Model both a realistic month and a high-usage month. Include the units the vendor charges for and the work required to operate the solution—not just the initial subscription.

- User licenses, process or bot capacity, usage, add-ons, and environments.
- Implementation and integration effort.
- Administration, support, monitoring, and training.
- Testing, maintenance, and future change work.

Those figures describe one vendor’s displayed US pricing at that date; they are not a cross-vendor comparison or a quote for a particular deployment. Microsoft also cautions that low-code and custom-code costs are not directly comparable: implementation, infrastructure, licenses, and continuing maintenance all belong in the comparison (Microsoft guidance on modernizing applications with Power Platform).

Decide who can create, approve, deploy, monitor, support, and retire each solution. As the number of automations grows, relying on individual makers alone can leave unclear ownership and inconsistent controls. Microsoft’s guidance on low-code automation administration discusses planning, security, governance, and scaling through an automation center-of-excellence approach (Power Automate administration planning guidance).
Before committing, ask vendors and internal stakeholders how versioning and deployment work, who can understand and change the solution, what happens if a connector or vendor changes, and how data and logic could be exported or replaced. These are evaluation questions: support for a particular export or replacement path must be confirmed for the product and contract under consideration.

Use the same comparison axes for every finalist
Once the shortlist is set, compare candidates against the same criteria rather than relying on a broad product label or a polished demonstration.
- Workload fit: app building, cloud workflow, process orchestration, desktop RPA, or a mix.
- Integration: exact systems, connector and API support, mapping, authentication, limits, and failure handling.
- Governance and security: identity, permissions, environments, data controls, audit logs, deployment policy, and relevant regulatory needs.
- Build and maintenance: learning curve, coding requirements, testing, version control, release process, observability, and available internal skills.
- Scale and resilience: expected volume, concurrency, retries, exception handling, reliability evidence, and support commitments.
- Total cost: license units, usage and capacity, add-ons, implementation, administration, support, and future changes.
- Portability and dependency: data export, replaceable integrations, proprietary components, and contract exit provisions.
