Choose a cell phone plan by measuring your cellular and hotspot use across several billing cycles, then comparing what each plan costs and what happens when you reach its high-speed data limit. The word “unlimited” alone does not tell you whether speeds can slow, hotspot data is capped, or traffic may be deprioritized during congestion.

How do I check my data usage?

Start with your carrier’s usage records, because they are tied to its billing cycle and determine how your plan is accounted for. Review at least three recent cycles and note each line’s total. Include an unusual month only if it reflects a need you expect to recur, such as regular travel or work-related hotspot use.

  1. Match the date range to your bill. A phone’s counter may reset on a different date from your carrier’s billing cycle, and the two may use different accounting methods.
  2. Check app-level use on your phone. On iPhone, open Settings > Cellular to see cellular data by app and reset statistics. Apple says carrier reporting is the most accurate source for current-period totals: Apple’s cellular data settings guide. On Pixel, Settings can show total mobile use and app use; labels and availability vary by device, carrier, and region.
  3. Separate cellular from Wi-Fi use. Data used over Wi-Fi generally does not count toward a cellular allowance. On iPhone, Wi-Fi Assist may switch to cellular when Wi-Fi performs poorly, so check whether that setting affects your pattern.
  4. Record hotspot use separately. If you connect a laptop, tablet, or another person’s device through your phone, look for a hotspot or tethering total in your carrier account. AT&T’s usage tools distinguish hotspot use from other data: How much data do I use?

    Use the recent cycles to identify both your ordinary month and your high-use month. Look for the habits behind spikes: video streaming on cellular, large app downloads, navigation, cloud backups, video calls, or using the phone as a hotspot. An app’s total helps explain where data went; the carrier’s cycle total is the better basis for matching an allowance.

    • Mostly on Wi-Fi: If your carrier totals stay consistently low, a smaller capped plan may be enough, provided its post-limit terms are acceptable.
    • Variable use: If one month is regularly much higher than the others, choose based on the high-use pattern you actually need to support, rather than only the average.
    • Frequent hotspot use: Treat hotspot as its own requirement. An allowance that works for phone apps may not cover laptop use.
    • Uncertain or changing use: Consider a modest cushion above your observed ordinary month if choosing a capped plan. There is no evidence-based percentage that fits every user.

    Canadian consumers can also consult the CRTC’s guidance on tracking mobile data usage and choosing a mobile plan. That is Canadian consumer guidance, not U.S. law or a description of U.S. carrier rules.

    What does unlimited data mean?

    It depends on the plan. “Unlimited” may describe on-device data while high-speed use, hotspot, or network priority still has conditions. The FCC’s 2024 Communications Marketplace Report describes plans with different usage limits and different consequences after thresholds. It also notes that price comparisons are complicated by taxes, fees, allowances, and other plan features; it is market analysis, not a live price survey.

    Read the plan’s exact language and distinguish these outcomes:

    • Overage charge or automatic top-up: You pay more when use exceeds an allowance, or the account adds more data under specified terms. AT&T’s alert guidance gives plan-specific examples, including older offers, so check the terms for the plan you are considering: AT&T data usage alerts.
    • Hard stop: Data may stop until the next cycle or until you buy more. Confirm whether the plan actually imposes a stop.
    • Reduced speed after an allowance: A limited high-speed plan may continue at a lower speed for the rest of the billing cycle. T-Mobile describes this type of outcome in its network management practices.
    • Deprioritization during congestion: Your data may receive lower priority when a cell site is busy, which can mean slower speeds at particular places and times. This is not the same as an automatic speed reduction at all times after a fixed amount of use. T-Mobile says thresholds vary by rate plan and are subject to evaluation.

    Some plans combine more than one condition. For example, a plan can include a high-speed threshold for priority and separate hotspot limits. Verizon’s plan terms distinguish smartphone data from hotspot allowances and describe separate speed outcomes. Check the current terms for the specific plan; carrier rules can change.

    How much hotspot data do I need?

    Estimate hotspot use from the devices and tasks you connect, not from your phone’s on-device total. A laptop used for video meetings, large downloads, or streaming can consume a different amount from occasional email or browsing. The carrier may count hotspot separately, limit its high-speed amount, or specify a speed cap after that amount.

    Before choosing, verify whether hotspot is included, how much is high-speed, and what happens when the allowance is used. Do not assume that unlimited phone data includes unlimited high-speed tethering. If you rely on hotspot for work or travel, make sure the plan’s stated terms cover that use.

    How should I compare phone plans?

    Compare actual offers in this order. Record the terms for the number of lines you need, since an allowance or advertised price may be per line, shared, or conditional.

    What to compare What to check Why it matters

    The FCC report describes basic, mid-level, and premium postpaid plans as differing in features such as data before deprioritization, hotspot data, and included subscriptions. That does not mean you need a premium tier; compare the particular features you will use.

    How do I compare the advertised price with my likely bill?

    Write down the recurring price after any discount conditions, then add applicable taxes, fees, required add-ons, and device payments. Check how many lines the price covers, whether AutoPay is required, and whether a promotion expires. T-Mobile’s prepaid listing, for example, shows that advertised prices may be subject to AutoPay and tax-and-fee conditions; its offers are changeable and eligibility may vary: T-Mobile prepaid plans (checked October 4, 2026).

    That page also lists examples such as an entry option with 15GB of 5G data at a stated AutoPay price and unlimited options with differing hotspot terms. Treat those as dated examples of how offers can differ, not as a market benchmark or a recommendation. Confirm live pricing and plan terms when you shop.

    Which plan fits my usage?

    Use your measured pattern and the plan’s conditions together. A smaller allowance may suit someone whose recent carrier totals are reliably low and who mostly uses Wi-Fi. A higher allowance or unlimited on-device plan may suit someone with frequent high cellular use, but only if its priority, speed, and hotspot terms meet the actual need. Frequent hotspot users should prioritize the hotspot row of the comparison rather than the headline data label.

    Coverage cannot be determined from a national brand name alone. Check the carrier’s coverage at your home, workplace, commute, and regular travel locations, and verify that your handset is compatible. If you travel internationally, compare the terms for the countries you visit rather than assuming domestic allowances apply.
