If Steam downloads are slow or failing, first check that you are comparing the same speed units, then review Steam’s download limit and queue. Restart Steam, clear its download cache if downloads fail, and test your home or another nearby download region. If installation or update errors continue, repair the library folder or verify the affected game’s files. Only then investigate your network, security software, background activity, or storage drive.
1. Check whether the download is actually slow
Internet plans are usually advertised in bits per second, while Steam may display download rates in bytes per second. Because one byte contains eight bits, multiply Steam’s bytes-per-second figure by eight before comparing it with your plan. For example, Steam’s illustrative conversion is 768 KB/s = 6,144 Kb/s = 6 Mbps; it is a unit conversion, not a typical-speed claim.
Also look at what Steam is doing: a graph that pauses during disk activity may reflect installation or file processing rather than an ongoing network transfer. If only one game is affected, focus on that game’s files or library; if all downloads are affected, check client settings, region, and network conditions.
2. Check Steam’s download limit and queue
- Open Steam > Settings > Downloads and see whether a bandwidth limit is enabled. Check the selected units, since the displayed limit depends on whether Steam is set to bytes or bits.
- Open the Download Manager and review queued downloads, scheduling, and update behavior. Another download or an update schedule can delay the game you are waiting for.

3. Restart Steam, then clear the download cache if needed
Restart Steam and, if the problem remains, restart the computer. For a download that fails or a game that will not start, clear Steam’s download cache:
- Go to Steam > Settings > Downloads.
- Select Clear Download Cache and confirm.
- Sign in to Steam again when prompted, then retry the download.
Clearing the cache does not affect installed games, but it signs you out. See Steam’s Clear download cache instructions.

4. Try your home or another nearby download region
In Steam > Settings > Downloads, select the region where you are located. If downloads remain slow or unavailable, test another relatively close region and compare. Steam normally chooses a content server based on location, but a regional server can be slow, overloaded, or temporarily unavailable. Changing regions is a diagnostic, not a guarantee that a distant server will be faster.

5. Match file and library fixes to the error
Repair a library folder for install or update problems
If Steam cannot install or update games and library permissions may be the issue, open Steam > Settings > Storage, select the three-dot menu for the library, and choose Repair Folder.
Verify one game’s files if that game is affected
In your Library, right-click the affected game and select Properties > Installed Files > Verify Integrity of Game Files. This checks that game’s files rather than changing your network settings.

6. Investigate your network, security software, and background activity
If Steam’s settings, cache, and region do not explain the problem, restart your modem and router. Check whether another device or application is using bandwidth, and consider whether a firewall, antivirus, proxy, packet filter, or program monitoring network or disk activity could be interfering.

- Use security-software changes only as a controlled diagnostic; do not leave antivirus or firewall protection disabled as a routine fix.
- If possible, test another network. A difference can help distinguish a Steam-client or device issue from a problem with your usual connection.
- Steam also lists operating-system or driver issues and drive or memory errors among possible causes. Advanced system checks may require specialist help.
7. Check storage only when the symptoms point to the drive
A full, heavily loaded, or failing drive can affect installation and update work, but buying an SSD will not fix a slow network connection or an overloaded content server. If storage is the likely bottleneck, Steam supports creating a library on another drive and moving an installed game between library folders without downloading it again. An external SSD is an optional storage solution for that drive-specific situation, not a general download-speed fix.
Use the symptom to narrow down the cause
