After that, compare realistic long-term rent with the short-term model, prepare and document the property, and use a locally compliant residential lease. Requirements depend on the property’s location and facts; a short-term rental permit or guest agreement does not automatically cover a conventional tenancy.
1. Set a changeover date and handle existing bookings
Choose a date after the last guest departure so you have time to inspect, repair, clean, and prepare the unit before a tenant moves in. Honor existing reservations and other contractual commitments. Before closing or changing a short-term rental account, check with the relevant local authority about whether its permit must be amended, closed, renewed, or reconciled for taxes. There is no single cancellation or permit-closure procedure that applies everywhere.
2. Confirm that long-term renting is lawful at this property
Contact the city or county offices responsible for rental licensing, zoning, building, and housing. Ask which registrations, inspections, occupancy limits, safety devices, disclosures, and minimum rental terms apply. Check state and municipal landlord-tenant rules before publishing a listing or accepting an applicant, including requirements for screening, deposits, lease terms, fees, and notices.
Local rules can differ substantially. For example, the City of Vancouver requires a long-term rental business licence to rent a residential property for 90 days or more at a time, including when an owner hires a property manager. That is a Vancouver rule, not a general threshold.

In Hawaiʻi, the Department of Taxation describes transient accommodations for tax purposes as rentals under 180 consecutive days and says rentals of 180 or more days are not subject to the transient accommodations tax (TAT). Long-term rentals can still have state income-tax and general excise tax obligations. These definitions and tax rules apply to Hawaiʻi, not other jurisdictions; see the department’s residential rental guidance.
Local short-term rental paperwork is not a substitute for checking long-term rental requirements. Nashville’s owner-occupied short-term rental checklist, for instance, asks for liability-insurance and tax evidence and a floor plan identifying smoke detectors. It illustrates one city’s short-term permit process; it does not establish what another city requires of a long-term landlord.

3. Compare the two rental models using property-level numbers
Estimate monthly and annual cash flow for both options rather than comparing gross rent with gross booking revenue. Use actual comparable long-term listings or rental data for similar properties, and account for realistic vacancy and owner-paid costs. A useful comparison includes:
- Long-term rental: expected rent, vacancy, collection or management fees, owner-paid utilities, maintenance and capital reserves, insurance, taxes, and any cost to remove, store, or replace furnishings.
- Short-term rental: booking and platform fees, cleaning and linen, utilities, supplies, local occupancy taxes, turnover labor, management, and seasonal vacancy.
- Both models: owner time, property condition, flexibility to occupy or sell, and the likely maintenance and management workload.
The IRS’s Publication 527 (2025), Residential Rental Property, identifies common federal rental-expense categories such as cleaning and maintenance, insurance, management fees, mortgage interest, repairs, taxes, and utilities. It is tax guidance, not a complete operating budget or investment calculator. No universal profitability result follows from the conversion: the answer depends on local rents, costs, vacancy, and the owner’s circumstances.

4. Recheck insurance, mortgage, and building terms
Ask your insurer to confirm in writing whether the policy covers long-term tenant occupancy and the transition period. Review relevant terms for liability, property damage, loss of rent, vacancy, and furnished units; coverage depends on the actual policy. Also review mortgage covenants, condo or HOA rules, and any property-management agreement for restrictions or required approvals. Do not assume that coverage or permission for guest stays extends to a residential tenancy.
5. Inspect the property and decide what will be included
Before listing or move-in, inspect and address the condition of major systems, appliances, locks, plumbing, heating and cooling, and life-safety equipment. Follow local code for smoke and carbon-monoxide alarms and other required devices. A safety check does not necessarily mean new equipment is required; verify the applicable code and device requirements.

Decide whether to offer the unit furnished, partly furnished, or unfurnished based on local demand and your own cost estimates. There is no established universal rent premium for any one furnishing approach. If items stay, identify them in the lease and inventory and make sure maintenance and insurance arrangements address them.
6. Price, advertise, screen, and lease under local law
Set asking rent using comparable properties with similar location, condition, size, utilities, and furnishings. Describe the property and included items accurately, and follow local rules for advertising, fees, and disclosures. Apply consistent, lawful screening criteria and comply with fair-housing, consumer-reporting, and local notice requirements.

Use a residential lease appropriate to the jurisdiction. It should address the term, rent, utilities, maintenance responsibilities, access, deposits, pets, occupancy, and required notices as allowed by local law. A short-term guest agreement is not a substitute for a locally compliant residential lease. Because the property’s jurisdiction is unspecified, the applicable lease form and screening rules must be confirmed locally.

At move-in, create a dated condition report and retain photos, meter readings, a key inventory, and a list of included appliances or furnishings. Handle deposits according to local rules for permitted amounts, accounts, receipts, deadlines, and deductions. Federal tax treatment does not replace those state and local requirements: the IRS says a refundable security deposit generally is not rental income when received if the owner plans to return it, while amounts later retained may be treated differently depending on the circumstances.
Keep records of rental income and expenses, including receipts, canceled checks, and bills; these are examples of supporting documents identified in IRS rental real estate recordkeeping guidance. Retain documentation for repairs, improvements, furniture, insurance, taxes, and fees, and note when the property is ready and available for rent. Publication 527 (2025) says depreciation generally begins when rental property is ready and available for rent. If you also use the dwelling personally, rent it below market, or treat it as a vacation home, check the applicable federal tax rules for allocation and loss deductions rather than carrying over assumptions unchanged.
8. Review taxes for the property’s jurisdiction
Short-term occupancy taxes may stop or change when the rental use changes, but long-term rental income can remain taxable and reporting obligations may continue. Confirm federal, state, and local treatment with current official guidance and a tax professional familiar with the property’s location and use. For Massachusetts owners, the state’s short-term residential vacation rental guidance is relevant to the short-term context; it should not be treated as a nationwide rule or as a complete guide to long-term tenancy obligations.
