Start by assessing your shoreline, drainage, flood exposure, and home—not by buying a barrier or planting vegetation. Erosion and flooding are related but different risks, and the right response depends on factors such as wave energy, shoreline type, slope, soil, elevation, and local rules. Get a qualified coastal professional to assess the site and check permits before construction.

Understand what is putting the property at risk

Erosion can wear away or destabilize a shoreline; flooding can expose the home and its surroundings to coastal water. The risks may overlap, but a measure aimed at one does not automatically solve the other. NOAA’s guidance identifies shoreline conditions—including erosion rate, elevation, wave energy and direction, vegetation, soil, neighboring shorelines, and drainage—as factors to assess. For a home, the assessment should also account for its elevation, foundation exposure, flood history, and local flood information.

FEMA’s March 2022 shoreline fact sheet describes shoreline mitigation as dependent on configuration and durability. That is another reason not to choose a design based on a generic product description or a solution used on a different kind of coast.

Compare shoreline approaches against the site

NOAA describes the options as ranging from natural to hybrid to built. The appropriate choice depends on the site’s physical conditions and the protection objective, not simply on whether a structure seems more substantial.

Living shoreline Often considered for sheltered shorelines such as estuaries, bays, and rivers; generally not the typical approach for open-ocean beaches, according to NOAA Fisheries. Can combine native vegetation and natural materials—such as sand, rock, or oyster shells—with limited structural elements. It can reduce erosion and wave energy, store floodwater, and support habitat. Feasibility depends on site conditions.
Hybrid shoreline Considered where a design combines natural and engineered features; the fit depends on local physical conditions. Can pair natural materials or vegetation with features such as low sills. Design, permitting, construction, and upkeep need to be assessed for the particular shoreline. See NOAA NCCOS guidance.
Hard structure, such as a bulkhead or seawall May be appropriate in some settings, depending on exposure and the protection objective. Weigh the effects on nearby shoreline processes and habitat: NOAA Ocean Service notes that bulkheads can block natural marsh migration and may contribute to seaward erosion. NOAA Fisheries defines a living shoreline as “A living shoreline is a nature-based method for stabilizing a shoreline and protecting it from erosion.” NOAA Ocean Service also states that 15 feet of marsh can absorb 50% of incoming wave energy. That is an agency infographic claim, not a performance guarantee for a particular property; site conditions and design matter.

Follow a site-first process before construction

  1. Get a site assessment. Ask a qualified coastal professional to evaluate erosion rate, bank elevation, wave energy and direction, vegetation, soil, nearby shorelines, and drainage, along with the home’s elevation, foundation exposure, flood history, and local flood information.
  2. Compare feasible designs. Review natural, hybrid, and structural options against wave exposure, slope, tides, shoreline type, and the specific erosion or flood-protection goal. A design suited to a sheltered estuary should not be assumed to work on an exposed ocean shore.
  3. Confirm approvals before work. NOAA Fisheries says federal, state, and local legal requirements and permits must be met before living-shoreline implementation. Larger or more complex work may require engineering plans and U.S. Army Corps of Engineers permitting. Requirements vary by location, so confirm them with the relevant authorities and your project professionals.
  4. Use a designed installation. Living-shoreline work may involve planting riparian, marsh, or submerged vegetation; installing organic materials such as fiber mats or bio-logs; or constructing oyster reefs or living breakwaters. NOAA recommends professional support. Buying plants or materials alone is not a site design.
  5. Plan monitoring and maintenance. NOAA Fisheries lists debris removal, replanting, additional sand fill, and checking that materials remain in place as possible maintenance tasks. Establish who will inspect and maintain the project and how often based on its design and local conditions.

Consider protection for the home as well as the shore

Shoreline work does not replace a separate assessment of the building’s exposure. FEMA’s Protect Your Property from Coastal Erosion search excerpt lists habitat restoration, anchoring a home, relocation, and living shorelines as measures to consider. The available excerpt does not establish implementation details for a specific property; discuss building-level options with qualified professionals and verify the applicable guidance before relying on a measure.

What to ask a coastal professional

  • What are the property’s erosion and flood risks, and which observations or records support that assessment?
  • Is the shoreline sheltered or exposed, and what do the wave energy, slope, tides, soil, vegetation, and drainage mean for the proposed design?
  • What is the project intended to protect: shoreline stability, reduced wave energy, floodwater storage, the building, or some combination?
  • Could the design affect habitat, neighboring shorelines, or the ability of marsh to migrate?
  • Which federal, state, and local approvals apply, and are engineering plans or U.S. Army Corps of Engineers permitting needed?
  • What monitoring, repairs, or maintenance could be needed, and who is responsible for them?

Costs and durability are project-specific; the cited guidance does not establish a universal price or lifespan. Ask for those details in the context of the proposed design and site.
