Where to find GitHub Actions
GitHub Marketplace is the central directory for discovering actions. You can also search and browse featured actions and categories from the Marketplace sidebar in the repository’s workflow editor. The editor may show community star counts and a verified-creator badge; use these as discovery signals, not as proof that an action is safe or suitable. GitHub’s guide to finding and customizing actions explains the available sources.
An action can be defined in the same repository, referenced from another repository, or distributed as a published Docker container image. A repository reference has the form {owner}/{repo}@{ref}. Check the action’s documentation to understand the reference, inputs, outputs, and runtime requirements before adding it to a workflow.
Evaluate a candidate before using it
Assess the action against the work it will perform and the access it will receive. GitHub advises reviewing an action’s source and checking how it handles repository content and secrets. GitHub’s secure-use guidance describes these practices.

1. Confirm task fit and interface
Write down the job the step must accomplish, the inputs it needs, the outputs or side effects you expect, and its runtime or environment assumptions. Compare that list with the action’s documented interface and behavior. A workflow is a YAML-configured process made up of one or more jobs; GitHub’s workflow syntax reference covers workflow structure, events, contexts, and related syntax.
2. Inspect source and data handling
Review the action’s source code and identify what repository data, tokens, and secrets it can access. Check whether it logs or transmits information beyond what the task requires. A verified-creator badge indicates that GitHub verified the creator’s identity; it is not a security guarantee for the action’s code or behavior.

3. Review maintenance, releases, and advisories
Look for recent maintenance, relevant security advisories, and a clear release process. GitHub’s maintainer guidance recommends semantic release tags and keeping major and minor tags current. That convention can make tag-based references easier to maintain, but a tag is mutable: it can be moved or deleted. If immutability matters, use a full-length commit SHA instead.
4. Limit permissions and secret exposure
Set the default GITHUB_TOKEN permission to read-only where possible, then grant only the permissions each job needs. Consider which secrets are available to the action, and avoid exposing sensitive values to untrusted code. An action that performs the right task may still be a poor choice if it needs broader access than the job can safely provide.

5. Check repository and organization policy
Before rollout, confirm the target repository’s actual rules. Organization and repository administrators can restrict actions and reusable workflows to selected repositories or patterns, require full-length SHAs, and limit who can run workflows or which events can trigger them. Policy insights may help explain restrictions. A candidate that passes your technical review can still be blocked by these controls.
- Is the action or reusable workflow allowed by the repository’s policy? See GitHub’s guidance on allowing selected actions and reusable workflows.
- Does the repository require full-length SHAs, and does that requirement apply to the reference you plan to use? See GitHub’s repository Actions settings documentation.
- Are workflow execution, actor, or event restrictions relevant? Check the organization’s GitHub Actions policy settings and applicable repository settings.
Choose the right reuse unit
Choose an action when you need a discrete building block within a job. Choose a reusable workflow when you need to share an entire process, potentially including multiple jobs and steps. A workflow template serves a different purpose: it gives people an organization-prepared starting point and can call a reusable workflow, but it is not itself a Marketplace action.

GitHub distinguishes reusable workflows from composite actions: a composite action bundles steps that run within a job, while a reusable workflow is the larger workflow-level unit. For third-party actions, prefer a verified full-length commit SHA from the action’s own repository when you need an immutable reference. GitHub states: “Pin actions to a full-length commit SHA.” It identifies full-length SHA pinning as the current way to use an action as an immutable release. Confirm that the SHA belongs to the real action repository, not a fork.

A tag is more convenient to read and update, but it can be moved or deleted if the repository is compromised. Repository and organization settings can require full-length SHAs for actions; GitHub’s repository settings documentation notes that reusable workflows can still be referenced by tag under that setting. Check the rule that applies to your exact reference rather than assuming all workflow dependencies are treated identically.
Use a consistent comparison checklist
When comparing candidates for the same task, record the evidence for each on the same axes:
- Task fit: documented behavior, inputs, outputs, and runtime assumptions match the job.
- Source and data access: code is reviewable, data flows are understood, and secret handling is acceptable.
- Maintenance and releases: maintenance and advisories have been checked, and the release approach is understood.
- Permissions: required token scopes and secret access are limited to what the job needs.
- Reference safety: the selected version is appropriate for the desired balance of convenience and immutability.
- Policy fit: repository allowlists, SHA requirements, actor limits, and event rules permit its use.
- Reuse level: the candidate is an action for a job step or a reusable workflow for a larger process, as appropriate.
Stars and badges can help you find candidates, but they do not replace these checks. No single signal establishes that an action is secure, maintained, compatible, and appropriate for your workflow.
