“Per-request billing” is often shorthand for a move away from fixed request allowances—not a flat fee for every API call. Providers may instead meter input and output tokens, deduct usage credits at published rates, sell reserved capacity, or combine a commitment with pay-as-you-go overages. The meter tells you what is counted; prepayment or invoicing tells you when you pay.
How does API pricing work?
An API provider defines a billable unit, measures your use of it, applies its rates and plan rules, then collects payment under a settlement arrangement. The billable unit might be a request, tokens, or reserved capacity. In AI APIs, input and output tokens may have different rates; cached tokens, cache storage, or other modalities can be priced separately.
That measurement is distinct from payment timing. A provider can meter usage while deducting it from a prepaid balance, adding it to a postpaid invoice, or applying it to a capacity commitment. “Credits” do not necessarily mean a fixed-price package: they may be consumed according to measured use and published rates.
Why are providers moving away from bundles?
A request allowance treats calls alike even when they involve very different amounts of work. A short chat and a long coding-agent session, for example, may each count as one request while consuming very different resources. Token-based metering makes that difference visible in the charge, especially for long or context-heavy tasks.

GitHub explained its Copilot change in those terms. In its April 27, 2026 announcement, it said token-based usage better aligns charges with consumption and supports service sustainability and reliability. That is GitHub’s stated rationale, not independent evidence that the change will produce those outcomes.
What the billing models look like in practice

Is per-request billing a fixed price for every call?
No. The examples above use different meters and payment structures. GitHub’s announced AI Credits are consumed according to token use and published model rates; Gemini billing distinguishes input, output, cached tokens, and cache-storage duration. OpenAI’s Scale Tier combines reserved capacity with pay-as-you-go overages. These arrangements are not equivalent to charging the same flat amount for each API call.

What should you compare before choosing an API?
Use the current rate card and your actual workload mix rather than assuming that a provider’s “credit” or “request” has a standard meaning. Compare these terms before estimating cost:
- Meter: Is billing based on requests, tokens, reserved capacity, or a combination?
- What counts: Check input, output, cached tokens, cache storage, image/audio/video use, and tool usage where relevant.
- Model and service tier: Rates may differ by model, modality, or tier. Check the effective date on the applicable rate card.
- Settlement and commitment: Determine whether you prepay, auto-reload, receive a postpaid invoice, or commit to capacity—and whether credits expire or a minimum term applies.
- Limits and exhaustion: Check request and token rate limits, quota tiers, spend caps, and what happens when a balance or allowance runs out.
- Overages and reporting delay: Find out whether work can continue while usage data catches up, how excess usage is priced, and whether long-running requests can exceed a cap before enforcement.
- Visibility and eligibility: Check how often usage reports update, whether forecasting tools are available, and which regions, account tiers, models, or enterprise qualifications apply.
- Failed requests: Look for the provider’s rules on whether unsuccessful calls or partially completed work are billable.
How to estimate costs when usage is variable
Start with representative work, not just a count of API calls. Record or estimate input and output tokens, include cache use and other billable modalities, and apply the rate card for the exact model and tier. Then test a short interaction alongside a long or context-heavy task: equal request counts can produce different consumption.

Finally, model the payment rules as well as the meter. A prepaid balance can still be depleted faster by heavy use; postpayment can bring an invoice or assigned-cap charge; and reserved capacity can still incur overages. Check reporting latency and cap enforcement rules before relying on a spend limit to stop an in-progress task.

API billing terms are provider-, plan-, model-, and sometimes geography-specific, and rate cards can include future effective dates. The examples here establish several ways providers structure metering and payment; they do not establish a universal industry shift or a market-wide effect. Before committing, confirm current prices, credit terms, caps, overages, eligibility, and model coverage in the provider’s live documentation or your contract.
