Neither is automatically cheaper. The right choice depends on your usage, tolerance for bill changes, the plan’s rate formula and fees, and the rules where you live.
“Variable” can mean a supplier-adjusted tariff, an index-linked rate, time-of-use prices or pricing tied more closely to real-time markets. Before choosing, compare the estimated full bill for your home—not just the advertised unit rate.
What fixed-rate and variable-rate electricity plans mean
These labels describe how a plan’s electricity price is set, but they do not guarantee that every part of the bill stays the same or changes in the same way. Taxes, network charges, standing charges and other contract terms may be treated separately. Check the offer to see exactly which components are fixed and for how long.
Fixed-rate plans
A fixed plan generally holds a specified price component, often the per-kilowatt-hour rate, steady for a stated term. That makes the covered rate more predictable and limits your exposure to increases in that rate during the term. In exchange, you may not automatically benefit if the relevant market price falls. Leaving early may also have a cost, depending on the contract and local rules.

The meaning of “fixed” varies by market and contract. Belgium’s energy regulator, CREG, says fixed contracts keep the kWh price unchanged for the contract duration, while noting that certain indefinite-term contracts may allow the provider to change the price subject to notice and information rules. That is a Belgium-specific example, not a universal definition: CREG’s explanation of contract types.
Variable-rate plans
A variable plan can move up or down, but the mechanism matters. The supplier may revise the rate; the rate may follow an index on a set schedule; or the price may vary by time of day or track market conditions more closely. Find out what causes a change, how often it can happen, and what notice you will receive.

CREG explains that an indexed variable contract may move up or down with wholesale markets, often monthly or quarterly depending on its indexing formula. In France, the energy regulator CRE distinguishes offers indexed to public reference prices, offers indexed to market references and dynamic offers reflecting real-time markets. CRE says dynamic offers are aimed at customers able to shift some consumption and require providers to disclose how often prices change; its page was updated July 22, 2026. These examples show why “variable” is not one standardized product: CRE’s offer categories.
How to decide which type suits your home
Start with your ability to absorb a higher bill, not a prediction about where electricity prices will go. A fixed plan may suit you if stable covered rates matter more than the chance to benefit from price declines. A variable plan may suit you if you can tolerate price movements and want the possibility of benefiting when its pricing reference falls. Neither preference establishes which plan will cost less overall.

- Choose predictability: Consider a fixed plan if stable covered rates make household budgeting easier and you are comfortable with the term and exit conditions.
- Consider exposure to movement: Consider a variable plan if you can manage possible increases as well as decreases, and understand the plan’s pricing formula.
- Check your flexibility: For time-of-use or dynamic pricing, ask whether you can shift substantial electricity use away from expensive periods. If you cannot, a low advertised rate may not reflect your likely costs.
- Compare the contract, not just the label: A short fixed term, an indexed rate with frequent resets and a supplier-adjustable tariff have different risks and trade-offs.
Compare the estimated full cost for your usage
Use a recent bill or a reliable annual usage estimate, then compare each offer at the same consumption level. The European Commission recommends checking the total price for estimated annual consumption rather than focusing only on an advertised discount. Its checklist includes network charges, taxes and levies, monthly fees, one-off payments, green options and bundles: European Commission guidance before signing an energy contract.
- Gather your usage: Use annual consumption if available. If the plan has time-of-use or market-linked prices, consider when your household uses electricity, not only how much.
- List every charge and discount: Include unit prices, fixed or standing charges, network costs, applicable taxes, recurring fees, one-time fees and discounts with their conditions.
- Work out an annual estimate: Apply each offer’s prices to the same usage estimate. For a rate that changes by time or index, make sure the estimate reflects the schedule or formula; one advertised rate may not describe your exposure.
- Read the key terms: Record what can change, why and how often, what notice applies, the contract length, renewal and post-term rates, cancellation process, and any exit fee or bundled service.
- Use a local comparison resource: Where available, check your national independent comparison tool and regulator guidance. Protections, tariff labels and switching rights differ by jurisdiction.
A headline unit rate or temporary discount can obscure the total. The Australian Energy Regulator notes that a tariff includes both fixed and variable charges, and that offers may also include establishment, early-termination or payment-processing fees. Renewable electricity add-ons may be charged as a variable price or a fixed amount; billing labels and structures vary by offer and market: Australian Energy Regulator guidance on energy bills.

Know what kind of variable pricing you are considering
Do not assume that a variable plan means real-time market pricing. The U.S. Department of Energy describes several time-variable structures: time-of-use rates change during defined periods; real-time pricing more closely tracks wholesale market or production costs; and block-and-index pricing combines a fixed portion with market-priced usage above it. These are useful categories, not a statement of what a particular local supplier must offer: U.S. Department of Energy overview of time-variable pricing.
In Great Britain, Ofgem says the price cap applies to standard variable tariffs, whose unit rates can move with energy markets; customers on fixed tariffs are outside that price-cap protection. Ofgem sets the cap every three months, but its amounts can change. This rule is specific to Great Britain and should not be assumed to apply elsewhere: Ofgem’s explanation of the energy price cap.

Check exit fees, renewal terms and local protections
A contract’s flexibility can change the value of its rate. Review how long the offer lasts, what happens at renewal or after the term, how a price change is communicated, and whether cancellation involves a fee. Ofgem says customers may have to pay an exit fee when leaving a fixed-rate tariff before it ends; the European Commission also advises checking cancellation and exit conditions. Neither point means all fixed plans carry an exit fee or all variable plans are fee-free. Check the contract and the protections that apply in your location: Ofgem guidance on switching suppliers.
Rules are local. A price cap, notice requirement, cooling-off right or switching protection described by one regulator may not exist—or may work differently—in another country or utility area. Consult the relevant regulator or official comparison service for your home.
