The most useful disaster recovery test scenarios prove more than whether a backup exists: they show whether people can activate the plan, restore critical services, reconnect dependencies, and return to normal operations within the organization’s approved objectives. The five scenarios below adapt test areas and contingency approaches in NIST guidance; they are not a named NIST checklist. NIST uses the closely related term contingency planning, and its federal information-systems guidance must be adapted to your architecture, business impact analysis (BIA), contracts, and regulatory requirements.

1. Restore a critical system or dataset from backup media

Simulate loss or corruption of a critical system or dataset, then recover it from backup media on an alternate platform. This tests whether the backup can be used in practice, rather than merely confirming that a backup job completed. NIST explicitly identifies recovery on an alternate platform from backup media as a contingency test area. NIST’s June 2002 ITL Bulletin

  • Restore the selected system or data using the documented procedure and approved access prerequisites.
  • Confirm that the service starts and that essential data is readable and usable.
  • Test connections to dependent applications and the users or services that rely on the recovery.
  • Compare data currency and elapsed recovery time with the organization’s approved targets.

Choose a representative system and recovery path, and define safe boundaries before the exercise. A successful restore of one dataset does not establish that every workload or dependency will recover the same way.

2. Lose the primary site or essential equipment

Assume the primary facility is unavailable, or that equipment essential to a critical service cannot be used. Recover at an alternate location or with alternate equipment, using the organization’s documented contingency approach. NIST describes alternate-location and alternate-equipment recovery approaches; the facility-loss framing here is a practical way to exercise them.   • Test activation and notification, including how responders learn that the primary option is unavailable.
  • Check whether staff can obtain the access, equipment, records, and other resources required at the recovery location.
  • Verify that critical operations can resume there, including any dependencies on people, suppliers, or communications.
  • Record delays caused by unavailable access, incomplete inventories, or assumptions about equipment and facilities.

3. Lose a critical network or external connection

Simulate a failure of an internal network path or an external connection that the recovering system needs. NIST’s 2002 bulletin includes internal and external connectivity among contingency test areas, but it does not prescribe one universal network-failure scenario. Select a failure relevant to the system and its dependencies. NIST’s contingency-plan testing bulletin

  • Identify which users, recovered systems, partner services, or external providers depend on the connection.
  • Test the documented alternate path or recovery sequence, if one exists.
  • Confirm that recovery teams can communicate and that restored services can exchange the data required for critical operations.
  • Note which functions remain unavailable when a dependency cannot be reached, rather than treating a successful server start as full recovery.

4. Exercise activation, notification, and team coordination

Give participants a disruption scenario and test how the plan moves from detection to coordinated response. NIST lists recovery-team coordination and notification procedures among contingency test areas; its later guide summary treats activation and notification as a plan phase.   • Determine who has authority to declare the incident and activate recovery.
  • Check whether the right people receive notifications and know their roles.
  • Observe handoffs among operations, security, business continuity, leadership, and relevant providers.
  • Introduce a decision point, such as an unavailable recovery resource, and assess escalation and decision-making.

This can be discussion-based when the objective is to test roles, decisions, and plan understanding; it need not involve changing production systems.

5. Validate recovery and reconstitute normal operations

After service has been restored through a contingency capability, test whether it meets business needs and rehearse the controlled return to normal operations. NIST’s test areas include performance on alternate equipment and restoration of normal operations.   • Validate critical functions with the users or owners who can confirm that the service is fit for its intended use.
  • Assess performance against the organization’s requirements, including any relevant limits on capacity or service.
  • Rehearse the decision, sequence, and communications required to return to normal operations.
  • Check that data and dependent services remain consistent through the transition.

Set pass/fail criteria from your own impact analysis

Start with the BIA, not a generic recovery-time or recovery-point target. NIST says recovery methods should address disruption impacts and allowable downtimes identified in the BIA. Use the organization’s approved recovery objectives and business criticality to define what counts as a pass for each scenario. NIST’s May 2010 contingency-planning bulletin

  • Whether required people were notified and reached their assigned roles.
  • Whether the documented sequence and access prerequisites worked.
  • Elapsed time at agreed recovery milestones.
  • Data currency or loss measured against the organization’s target.
  • Service functionality and connectivity checks.
  • Team handoffs, decisions, and escalations.
  • Issues found, an accountable owner for each, and a retest date.

These are practical measures inferred from NIST’s test areas and plan phases, not universal NIST metrics. NIST’s June 2002 bulletin summarizes the value of testing directly: “Testing enables plan deficiencies to be identified and addressed.”

Choose an exercise format that matches the objective

NIST SP 800-84 is a guide to designing, conducting, and evaluating IT tests, training, and exercises. NIST’s 2010 summary says testing should validate components and plan operability in an environment close to operations, with events held periodically, after changes, or as needed. Confirm current organizational, contractual, and regulatory requirements rather than treating older impact-level recommendations as a universal frequency rule. Exercise format What it validates Good fit when
Discussion-based tabletop Decisions, roles, and understanding of the plan. You need to expose confusion or coordination gaps without performing a live recovery.
Functional exercise A recovery component, such as restoration. You need evidence that a defined recovery action works, within controlled boundaries.
Full-scale functional exercise Full recovery and reconstitution. You are prepared to test an end-to-end recovery and its return to normal operations.

Before any live recovery action, establish safe operating conditions and protect production data and services. NIST SP 800-34 Rev. 1 was published in May 2010 and updated November 11, 2010; SP 800-84 was published in September 2006, and NIST’s contingency-planning topic page was updated June 22, 2020. Use these materials for foundational planning concepts, and verify current technical procedures and applicable requirements for your environment.
