Pin each GitHub Action to the full commit SHA of the exact revision you have reviewed, using the form OWNER/REPOSITORY@FULL_COMMIT_SHA. GitHub documents a full-length SHA as the only currently available way to reference an action as an immutable release. Pinning stabilizes which code the workflow selects; it does not certify that code as safe or automatically bring in later fixes.
Pin an action to a full commit SHA
Replace a tag or branch reference in a workflow step with the full commit SHA for the intended revision. For example, the syntax is:

FULL_COMMIT_SHA is explanatory text, not a valid value to leave in a workflow. Use the complete SHA for the commit you intend to run. Do not use an abbreviated SHA, and do not copy an unverified value: confirm the commit belongs to the action’s source repository rather than a fork. See GitHub’s secure-use guidance.
- Identify the action and version or revision your workflow should use.
- Open the action’s source repository and verify the full commit SHA for that revision.
- Review the code and declared behavior at that exact revision, then replace the existing reference with
OWNER/REPOSITORY@FULL_COMMIT_SHA. - Review what permissions and secrets the calling job makes available, and test the workflow after the change.
Why use a SHA instead of a tag or branch?
A tag is easier to recognize as a release label, but its owner can move or delete it. A branch reference follows the version currently on that branch, so later changes can affect a workflow without changing its YAML. A full commit SHA fixes the reference to a specific commit.

For third-party actions where reproducibility and supply-chain control matter, use a full SHA. GitHub advises using a tag only when you trust the action’s creator and accept the mutability trade-off. Its workflow building-block guidance also notes that Dependabot creates alerts for vulnerable GitHub Actions only when they use semantic versioning. Do not assume a SHA-pinned action will receive those alerts.
Pin reusable workflows separately
A reusable workflow is referenced at the job level, not as a step. An external workflow can be called in this form:

GitHub supports a commit SHA, release tag, or branch for external reusable workflows and identifies the SHA as the safest choice for stability and security. Check the path and revision in the workflow’s source repository. See GitHub’s reusable workflows documentation.
Require SHA pins with repository settings
Repository administrators can configure a policy requiring actions to be pinned to full-length commit SHAs. GitHub documents the policy as applying to GitHub-authored, organization-authored, and third-party actions. Its documented behavior allows reusable workflows to remain referenced by tag under that policy, so do not treat the setting as proof that every workflow reference is SHA-pinned. Check the current repository or organization settings and GitHub’s repository Actions settings documentation for the exact controls available to your account.

Review the code and limit workflow permissions
A stable reference is not a security review. Before adopting an action, inspect the code at the pinned revision and consider how it handles repository content, secrets, and outbound communication. GitHub warns that an action can interact with other jobs and may access configured secrets or use the GITHUB_TOKEN; grant a workflow only the permissions its jobs need. GitHub suggests OpenSSF Scorecards as one way to help identify potentially vulnerable workflows and other risks, but a score does not replace checking the exact code and permissions you use.
GitHub explains that SHA pinning helps mitigate the risk of a bad actor adding a backdoor by requiring a SHA-1 collision for a valid Git object payload. That is a protection for the integrity of the selected reference, not a guarantee against all supply-chain risks.

Keep pins current through review
A pin will not move to a newer release on its own. Establish a recurring review process to check for fixes and security updates, verify the new revision in its source repository, review the change, and update the SHA deliberately. GitHub’s custom action management guidance is relevant when maintaining actions you own; for third-party actions, review their source and release history before changing a pin.

- Track which action and revision each pin represents so reviewers can see what changed.
- When updating, verify the new full SHA against the intended action repository and inspect the code change.
- Monitor vulnerability information separately; SHA references are not a substitute for alerts or update reviews.
- After an update, test the workflow and retain only the token permissions and secrets it needs.
