A workflow is the YAML process that tells it when to run and what work to do; jobs run on runners, and each job contains ordered steps. A step can run a shell script or call a reusable action. GitHub Marketplace is a directory for finding shared actions—not a separate place where workflows execute.
How GitHub Actions, workflows, jobs, steps, and actions fit together
Think of an automated process as a plan: the workflow is the plan, jobs are major units of work, steps are the ordered instructions inside a job, and actions are packaged instructions that can be reused. This is an analogy, not GitHub’s formal terminology. In practice, GitHub Actions is the feature that runs the process; the workflow file configures it.
A workflow is a YAML file stored in the repository’s .github/workflows directory. A repository can have multiple workflow files for separate tasks. Each workflow is configured to start in response to events, a manual start, or a schedule. Its jobs run on runners, and steps within a job either execute scripts or invoke actions. The distinction matters: an action is not the whole automation. A workflow coordinates the larger process, and it does not have to use an action for every step. For example, a step can run a shell command directly. GitHub describes actions as individual tasks that can be combined into jobs in its workflows and actions overview.

What is a GitHub Marketplace action?
Marketplace helps workflow authors discover actions maintained by GitHub, organizations, or other developers. It is a directory, not an execution environment: a workflow uses the action reference and syntax provided by its listing. Actions can also be used without a Marketplace listing, including from the same repository or another public repository; GitHub also documents actions distributed as published Docker images. See the documentation on finding and customizing actions.
A listing typically explains which version or reference to use, the syntax for calling it, and any inputs it requires. A workflow step commonly uses uses to identify the action, then supplies required inputs. For example, the general shape is:

This is a syntax illustration, not a complete workflow or a recommendation for a particular action. Replace the owner, repository, reference, and input with values documented by the action’s listing. GitHub notes that Dependabot can help update action references.
A creator-verification badge in a listing indicates verification of the creator according to the listing UI; it is not a guarantee that every action is safe or suitable for a particular repository. Review the action’s code, permissions, inputs, and maintenance before adopting it.

How to choose between an action and a workflow
Choose based on the unit of work you want to reuse. If it is a discrete task inside one job, use an action. If it is a coordinated automation that may contain several jobs, a workflow is the broader unit.
- Use a workflow to define when automation runs and how its jobs and steps fit together.
- Use an action to package a task that can be called as a step, such as a repeated setup or processing operation.
- Use a Marketplace listing as a discovery and documentation source when selecting a shared action; the listing does not change how the action is invoked.
Reusable workflows and composite actions are different
These are two ways to reuse automation, but they package different things. A reusable workflow is called directly in a job and can contain multiple jobs. A composite action bundles multiple steps and is invoked as one step within a job. GitHub’s reuse documentation also distinguishes their capabilities: reusable workflows can use secrets, while composite actions cannot.

Use a reusable workflow when teams need to share a broader process, especially one spanning jobs. Use a composite action when the repeated unit is a sequence of steps that belongs inside a job. They are not interchangeable.

An action runs as code in the workflow context, so treat it like a software dependency. A compromised or overly permissive action can put repository data or credentials at risk. GitHub’s secure-use guidance recommends least-privilege credentials and careful assessment of the actions used.

- Review before use: inspect the action’s source, ownership, maintenance, documented behavior, and required inputs. A Marketplace listing or verification badge is not a substitute for that review.
- Limit permissions: grant a workflow or job only the token permissions it needs. Avoid passing secrets to code that does not require them.
- Choose references deliberately: a tag or branch can move. Pinning an action to a commit SHA provides stronger version stability than following a mutable tag or branch.
- Keep references maintained: pinned code can become outdated, so review updates and use Dependabot where appropriate to help identify reference updates.
- Check reusable workflow permissions: a called reusable workflow cannot elevate token permissions beyond what the calling workflow grants.
Pinning and updating are complementary: the SHA makes the code selected for a run more predictable, while a review process helps you adopt fixes and intended updates rather than leaving a dependency unchanged indefinitely.
