There is no evidence-backed universal winner among GitHub, GitLab, and Codeberg for open-source projects. Choose based on where your contributors already work, how much CI you need, your storage requirements, your governance preferences, and whether you want a hosted service or are prepared to operate your own forge.

Start with the project’s constraints

Before comparing feature lists, identify the constraints most likely to affect contributors and maintainers:

  • Contributor workflow: Consider where your existing contributors file issues, review changes, and expect to find project activity. The available evidence does not establish comparative discoverability or audience size, so assess your own project’s traffic and contributor habits rather than assuming one host will bring more users.
  • CI workload: Estimate how often your project builds and tests, and whether hosted runners are sufficient. Included minutes differ by plan, and using your own runners changes the calculation.
  • Storage: Check the limits for Git history, large-file storage (LFS), packages, releases, and attachments separately. A repository may fit one quota but exceed another.
  • Governance and software values: Decide whether the operator’s stated mission and the ability to self-host the forge software matter to your project. A provider’s description of its values is not an independent assessment of privacy or governance outcomes.
  • Operational responsibility: Hosted services avoid much of the work of running the platform. Self-hosting gives the project more responsibility for installation, upgrades, backups, security, availability, and incident response.

Compare the options that affect day-to-day work

GitLab.com Free GitLab’s pricing page, accessed October 2026, lists $0 per user per month, source control and CI/CD, 400 compute minutes per month, and 10 GiB of adjustable storage. The listed five-user limit applies to Free GitLab.com top-level groups with private visibility; public top-level groups, Free Self-Managed, and specified community programs are excluded. User-owned runners do not consume shared-runner minutes. Check whether the shared-runner allowance and the private-group limit match your organization. GitLab’s hosted service and its self-managed deployment have different operational responsibilities.
GitLab Self-Managed The customer installs, configures, and maintains GitLab on its own infrastructure. GitLab’s pricing page accessed October 2026 describes this as an instance managed by the customer. Useful to evaluate when operating the service yourself is a requirement, but staffing and infrastructure costs are project-specific and not quantified in the cited material.
GitLab Dedicated GitLab describes Dedicated as managed, single-tenant SaaS. Pricing and detailed allowances are not stated here; check GitLab’s current pricing page. It is a separate deployment choice from GitLab.com and Self-Managed, not an interchangeable label for either.
Codeberg Codeberg describes itself as a non-profit community and a non-commercial alternative to commercial services, and says it uses Forgejo. Its documentation describes hosted CI, Pages, and Weblate. These are Codeberg’s own characterizations and service descriptions. Consider it if the project values Codeberg’s stated community and free-software orientation. Those descriptions do not establish comparative privacy guarantees, uptime, or contributor reach.

Choose according to CI, storage, and project-site needs

If CI minutes are the deciding factor

For GitHub Free organizations, the documented allowance is 2,000 Actions minutes per month; standard GitHub-hosted runner use in public repositories is free. GitLab.com Free lists 400 shared compute minutes per month, while user-owned runners do not use that shared quota. These figures describe different services and plan rules, not a direct measure of build capacity: compare your workflow’s runner requirements and expected usage before deciding.

If storage is the deciding factor

GitLab.com Free lists 10 GiB of adjustable storage on its pricing page, accessed October 2026. Codeberg’s announcement of 2025-05-14 specifies 750 MiB for Git repository storage, plus 1.5 GiB across LFS, packages, releases, and attachments; it also says non-promoted personal and private content should not exceed 100 MiB. Because the Codeberg figures come from a dated policy announcement, check its current resource guidance and request process before moving a large repository.

If you want project documentation on the forge

Codeberg Pages can publish a website from a public repository’s pages branch and supports custom domains. GitHub’s plans also list Pages; verify current eligibility and details for the specific repository and account. These options may cover some project-documentation needs, but their presence does not establish feature parity.

When each platform is a reasonable fit

Consider GitHub when

  • Your contributors already use its collaboration workflow or the project depends on integrations you have configured there.
  • You want the documented Free public-repository and collaborator baseline, or public-repository standard GitHub-hosted runners.
  • You need private repositories but have checked the Free plan’s limited private-repository feature set and plan-dependent runner allowances.

GitHub also offers Enterprise Cloud and self-hosted Enterprise Server as separate deployment choices. Its current pricing page is the place to verify changing plan features and prices.

Consider GitLab when

  • You want source control and CI/CD within GitLab and have checked whether GitLab.com Free’s compute minutes and group rules suit your project.
  • You want to run GitLab on infrastructure you operate, and can take on maintenance and security responsibilities.
  • You are evaluating managed single-tenant hosting; assess GitLab Dedicated separately from both GitLab.com and Self-Managed.

Consider Codeberg when

  • You value the non-profit, community-based model Codeberg describes for itself and its use of Forgejo.
  • The project’s repository and artifact storage fit current Codeberg limits, or you have confirmed an applicable request process.
  • Codeberg Pages, hosted CI, or Weblate meet a specific project need after checking their current documentation.

Plan a move by auditing the project, not just its Git repository

Moving a remote Git repository does not necessarily move the project’s surrounding history, automation, or community workflow. Before choosing a destination, inventory each item and verify what the new host supports and what must be migrated separately:

  1. Issues and discussions: Identify which records need to remain accessible and whether they can be migrated.
  2. Pull requests or merge requests: Check how review history, comments, and open changes will be handled.
  3. Releases and packages: Record release assets and package-registry use, then compare them with destination storage rules.
  4. CI workflows: Review configuration files, runner requirements, secrets, and monthly usage against the destination’s automation model.
  5. Permissions: Map teams, roles, and access rules, including private repositories or groups.
  6. Links and continuity: Plan for redirects, mirrors, documentation links, and contributor announcements so existing references do not silently break.

The available platform documentation does not establish a universal migration method or feature parity across these services. Verify each part of your project against the destination’s current documentation before switching.

What the available evidence does not settle

The cited provider documentation and plan pages do not establish which platform has more open-source contributors, better project discovery, higher reliability, stronger privacy outcomes, or easier migrations. Those are consequential project-specific questions, not conclusions that can be drawn from plan allowances or provider descriptions. For discoverability and workflow fit, use your own contributor history and project needs; for service guarantees and current limits, check the relevant provider’s current documentation.
