For Exchange Server 2016, choose the command by whether the Active Directory account already exists: use Enable-Mailbox for eligible existing users, and New-Mailbox when Exchange must create both the account and mailbox. Microsoft documents a bulk pipeline for enabling existing users; its mailbox-creation article shows New-Mailbox as an individual example, not a CSV-based bulk script.
Choose the right mailbox-provisioning path

These instructions are for on-premises Exchange Management Shell and user mailboxes in Exchange Server 2016. They do not describe creating mail users, shared mailboxes, room mailboxes, or Exchange Online recipients. Microsoft’s Exchange Server user mailbox guidance says that creating a new user mailbox also creates its corresponding Active Directory user.
Check scope and prerequisites before provisioning
Confirm that you are connected to the intended Exchange 2016 organization and have permissions to manage recipients. Microsoft points administrators to its recipient provisioning permissions documentation; the permissions assigned in your environment must be checked locally.
- Identify the exact users in the onboarding batch and whether each account already exists.
- For existing accounts, confirm they are not already mail-enabled and do not already have an associated mailbox.
- Set the target OU, naming and UPN conventions, and whether Exchange should select a database or you will specify one.
- Check local address policies and any archive or address book policy requirements.
- Review the selection before running a command that changes recipients.
Enable mailboxes for existing Active Directory users
Microsoft documents this Exchange 2016 pipeline for selecting users that are not mail-enabled and enabling them as mailboxes:

Enable-Mailbox
The filter excludes users without a UPN, and -ResultSize unlimited removes the default result limit. It does not identify your intended onboarding cohort: in a production organization, it may select more users than you mean to process. Use a reviewed, appropriately constrained selection for your environment, and confirm the target identities before enabling mailboxes. The eligibility requirements and example are in Microsoft’s Exchange Server mailbox creation guidance.
Use a reviewed CSV list when that is your input
A CSV-driven loop can resolve each listed identity and call Enable-Mailbox once per row. Treat that as an implementation pattern, not as a Microsoft-published Exchange 2016 bulk-creation script. Define the CSV schema for your organization, validate identities and required values, handle lookup and command failures per row, and test the workflow in a representative lab before production use. Microsoft’s CSV example for managing email addresses uses Import-Csv with Set-Mailbox to change addresses on existing mailboxes; it is not an example of creating mailboxes.

Create new accounts and mailboxes
Use New-Mailbox when the user account must be created as part of provisioning. Microsoft’s documented example is an individual command that supplies a name, UPN, and password; the password is entered as a secure string. Its syntax also supports values such as alias, first name, last name, display name, and organizational unit.

Replace the example identity and domain with values that meet your directory standards. The command shown illustrates one new mailbox; it is not a bulk script validated by Microsoft’s article.

Plan a CSV-based new-user workflow carefully
If you adapt a per-row Import-Csv loop around New-Mailbox, the row design and automation are your implementation choices. Include the identity and account fields your organization requires—for example, name, UPN, alias, and OU—and validate the full input before making changes.
- Check for duplicate names, UPNs, and aliases, along with malformed values and missing required fields.
- Decide how the approved process will provide unique credentials securely. Do not place plaintext passwords in an ordinary roster CSV or use a shared default password as a production shortcut.
- Handle errors row by row and retain enough results to reconcile requested accounts against successful mailbox creation.
- Test the script and its failure handling in a representative lab before production use.
Microsoft’s official mailbox article documents the individual New-Mailbox operation, not a CSV-driven bulk creation procedure. Do not treat the separate CSV address-change example as validation of a new-account workflow.

Choose database and optional mailbox settings
Exchange stores mailboxes in mailbox databases. Microsoft describes a database as an Exchange database .edb file in its mailbox database guide. Follow your deployment’s capacity, resiliency, and administrative policies when choosing a database or allowing Exchange to select one. The right placement cannot be inferred without knowing your database topology and available capacity.
The mailbox guidance also describes database selection and optional archive mailbox and address book policy settings. Apply those only when they match the organization’s configuration. Creating a database is not ordinarily part of a mailbox-provisioning batch unless the deployment specifically requires it.

Verify the batch and reconcile failures
Use Get-Mailbox to inspect a mailbox and its key properties:
Get-Mailbox -Identity "Jordan Lee" |
Format-List Name,DisplayName,Alias,PrimarySmtpAddress,Database
For a batch, check each intended identity against the resulting mailbox records and investigate errors individually rather than assuming the whole selection succeeded. You can also verify through the Exchange admin center at Recipients > Mailboxes. The command and EAC verification route are documented in Microsoft’s user mailbox guidance.
