A Layer 2 VPN (L2VPN) carries Layer 2 frames between customer sites; a Layer 3 VPN (L3VPN) provides routed IP connectivity between them. The distinction is the service presented at the customer boundary—not necessarily the technology used inside the provider’s network. Choose based on whether you need Layer 2 adjacency or routed reachability, the required topology, and who will manage routing and security.

What is the difference between an L2VPN and an L3VPN?

An L2VPN extends a Layer 2 service between locations: customer Layer 2 frames cross the provider network. An L3VPN connects sites using Layer 3 addresses, with traffic forwarded as IP. The IETF describes an L2VPN as providing “end-to-end Layer 2 connectivity” between customer locations, while its terminology RFC defines an L3VPN in terms of hosts and routers connected based on Layer 3 addresses (RFC 8466; RFC 4026).

This difference describes the service boundary and forwarding behavior. A provider can carry an L2VPN over an IP, MPLS, or Segment Routing core; the transport underlay does not turn the customer-facing service into an L3VPN (RFC 8466).

What types of VPN service fall into each category?

Common L2VPN services

  • VPWS (Virtual Private Wire Service): a point-to-point Layer 2 service between two locations.
  • VPLS (Virtual Private LAN Service): a multipoint service that emulates LAN behavior across sites.
  • EVPN (Ethernet VPN): a family of Ethernet VPN services. The service model includes BGP/MPLS EVPN and EVPN VPWS, among other forms; deployments can use different signaling and transport choices (RFC 8466).

L3VPN

An L3VPN offers routed IP connectivity between customer sites. In a provider-edge (PE)-based design, the provider’s PE routers maintain VPN-specific state and forwarding context. The service is routed rather than an extension of the customer’s Layer 2 domain (RFC 4031; RFC 4026).

When should you choose an L2VPN or an L3VPN?

Start with the connectivity the application and network design require. An L2VPN is a candidate when sites need Layer 2 frame transport, Layer 2 adjacency, or a LAN-like multipoint service. An L3VPN is a candidate when the requirement is routed IP reachability and a provider-managed routed VPN fits the customer’s routing and operational model. These are service-model-based guidelines; the provider’s specific design and contract determine what is actually delivered.

Do not choose solely by the “Layer 2” or “Layer 3” label. Ask the provider to specify the customer-facing service, topology, routing and equipment responsibilities, and the exact resilience and QoS commitments in the offer.

Does an MPLS VPN encrypt traffic?

The L2VPN or L3VPN label does not, by itself, guarantee encryption. VPN separation and confidentiality are different security properties. For BGP/MPLS IP VPNs, the IETF notes that data may be exposed at provider-edge routers and on provider-edge/customer-edge access links; it describes customer IPsec as one way to provide user-data security (RFC 4365). L2VPN service requirements also call for security features and traffic-isolation controls, but the service name alone does not specify which controls a provider implements (RFC 4665).

Ask the provider to document the isolation and access protections in the service, whether encryption is included or must be supplied separately, and how encryption fits with the network design. Verify those details alongside QoS and resilience commitments.
