Pivotal’s “big open-source move” was not a single decision to give away all its software. It was a broader strategy of contributing to and building commercial offerings around open-source projects. The most concrete governance milestone was Pivotal’s February 2014 proposal with partner companies to establish an independent foundation for Cloud Foundry while retaining the Apache 2.0 license.
What did Pivotal’s open-source strategy involve?
Pivotal began operations in 2013 with Cloud Foundry and Spring among the technologies in its platform plans. Its launch announcement also described collaborative support and co-development services alongside those technologies (Pivotal’s April 2013 launch announcement).
That approach extended beyond one product. In an April 2019 account, Pivotal listed Cloud Foundry, Kubernetes, Concourse, Open Service Broker API, Istio, Spinnaker, Knative, Apache Tomcat, Geode, PostgreSQL, RabbitMQ, and Spring among the projects it developed, sponsored, or contributed to (Pivotal’s 2019 account of its open-source strategy). This is a historical company list, not a complete or current roster of project ownership.
Spring’s April 2013 announcement likewise described Spring and Cloud Foundry as part of the Pivotal Initiative, alongside contributors to RabbitMQ, Redis, and Apache Tomcat (Spring’s announcement).

In February 2014, Pivotal said it would work with EMC, HP, IBM, Rackspace, SAP, and VMware toward an independent nonprofit foundation and formal open governance for Cloud Foundry. Pivotal said the project would retain the Apache License 2.0. Its announcement reported more than 750 individual contributors at that time; that is a historical count, not a current figure (Pivotal’s February 2014 announcement).

This was a governance proposal for an already open-source project, not the moment Cloud Foundry first became open source. The distinction matters: a license sets reuse terms, while governance concerns how a project’s direction and participation are organized.
How could open-source projects support Pivotal’s business?
Pivotal’s argument was that participation could pool engineering effort, connect its teams with a wider developer community, expose the company to emerging technology, and help customers adopt new tools with less disruption. It also described a commercial role for Pivotal in integrating open-source components and supporting customers. These were the company’s stated reasons and benefits, not independently measured outcomes (Pivotal’s 2019 account).

Open code and shared governance can coexist with commercial products and services. Pivotal described Pivotal Cloud Foundry (PCF) as its distribution of the Cloud Foundry project: the community project and a vendor’s supported, integrated offering are related, but they are not the same thing. Open source therefore did not mean Pivotal had no commercial strategy.

What does open source establish—and what does it not?
An open-source license can permit code inspection, reuse, and contribution under its terms. Governance can create a process for broader participation. Neither fact by itself establishes who will maintain a project over time, how quickly security fixes will arrive, whether a particular deployment will be portable, or what support an organization can obtain.

Pivotal argued that transparency and collaboration could help, but also acknowledged that open source does not make software bulletproof (Pivotal’s 2019 account). For an organization assessing a project, practical checks include:
- Who maintains the project and reviews contributions?
- How are technical decisions and releases made?
- How are vulnerabilities reported and fixes delivered?
- Will the software work with the organization’s systems and deployment choices?
- What commercial support, if any, is available and under what terms?
The historical announcements establish Pivotal’s governance proposal and its stated strategy; they do not establish a universal outcome for adopters.

What happened after VMware acquired Pivotal?
VMware completed its acquisition of Pivotal on December 30, 2019, according to the Cloud Foundry Foundation’s Q4 2019 report, which also records consolidation of the companies’ Foundation memberships (Cloud Foundry Foundation Q4 2019 report).
In March 2020, VMware described Spring, Cloud Foundry, Geode, and Concourse as community projects in discussing project teams previously associated with Pivotal returning to VMware (VMware’s March 2020 account). The acquisition was a change in corporate ownership; it should not be treated as evidence that all associated open-source code became proprietary.
