In a Linux Foundation account published on November 16, 2021, the Foundation described increased interest and project activity that year and pointed to the Coalition for Content Provenance and Authenticity (C2PA) as an example. That account records what the organization said in 2021; it does not establish the current status of every project or participant it names.
What the Joint Development Foundation does
The Linux Foundation says it added JDF to its family of project communities in 2019 to build on specification work. Its 2021 account describes JDF’s standardized governance principles as a way to form projects quickly and develop specifications that can be implemented with open-source licenses. The point is not that every standards project follows one template, but that a group can start with a recognized structure rather than inventing its own governance from scratch.
In a statement in the 2021 article, JDF general manager Seth Newberry said: “The ability to quickly wrap a specification project with an open source project using well-established governance and standards-making processes seems to have fulfilled an unmet need in our industry.” This is the Foundation’s account of JDF’s role, not an independent assessment of project outcomes.
What the Linux Foundation said progressed in 2021
The Foundation described increased interest and new project formation across LF Standards, as well as increased members and contributions in established projects. Newberry cited operational improvements, uptake of the Community Specification program, and acceptance of the SPDX specification by JTC 1 as notable progress. The article gives qualitative descriptions rather than measured growth figures, so it does not establish a quantified increase or rate.

The account also said JDF projects added liaison agreements with standards bodies including IPTC, ETSI, and SMPTE. It did not detail the scope or results of those individual agreements.
Choosing a project structure
JDF’s routes differ in formality and purpose. A group should consider its preferred governance, whether a repository-based workflow fits, whether it needs a formal entity able to hold shared assets or raise funds, its intellectual-property and funding choices, and whether international submission is an objective. The Linux Foundation’s current standards overview says projects can choose among multiple IPR and funding modes and describes JDF as providing a legal umbrella and document templates for traditional standards development.

These are routes, not a universal recommendation. JDF’s FAQ says projects aligned with collaboration, openness, neutrality, and industry impact are particularly well-suited; specific project terms and structures can vary.
C2PA as a concrete example
The 2021 article says Adobe, Arm, Intel, Microsoft, and Truepic formed C2PA under JDF to develop specifications for certifying media source and history—often called provenance. It describes C2PA as unifying work associated with Adobe’s Content Authenticity Initiative and Project Origin, led by Microsoft and the BBC. These details describe the participants and relationships reported in that dated account, not a current membership roster.

Adobe Systems’ Andy Parsons explained the choice in the article: “We reached out to the Linux Foundation because we wanted to create the Coalition for Content Provenance and Authenticity (C2PA.org) under a simple but formal project structure. Given our project goals of creating technical specifications for countering misleading information online through digital provenance, it was critical to get up and running quickly and with minimal complexity”
An unnamed C2PA participant also described using JDF templates and support to set up the legal entity and project, and said the group achieved a draft specification release in about eight months. The statement is a participant testimonial printed in the 2021 organizational account; the article does not identify its speaker or independently establish that the timeline was a record.

What the 2021 account does—and does not—establish
The Linux Foundation’s November 16, 2021 article is useful for understanding how the organization presented JDF’s approach and its view of progress that year. It is not a neutral audit, and its descriptions should not be treated as a current directory of projects, participants, or status. The Foundation’s current standards overview provides present program framing, but project counts and descriptions may change. Likewise, the Foundation’s May 12, 2020 announcement establishes the PAS-submitter status it announced then, not the later status of every submission or specification.
