Use a tag file when reusable behavior is naturally expressed in JSP and a Java tag handler when it belongs in Java. In either case, expose the custom action through a tag library and import it into pages with a taglib directive. For common JSP features, first check whether the Jakarta Standard Tag Library already provides a suitable tag.
What a JSP tag library does
A tag library gives JSP pages a specialized vocabulary of custom actions. As the Jakarta Server Pages 4.0 specification puts it, “A tag library is a collection of actions that encapsulate some functionality to be used from within a JSP page.” A library can include JSP-based tag files or Java tag-handler classes, along with a Tag Library Descriptor (TLD) and supporting runtime resources.
A page author invokes an action using a prefix and tag name, much like an XML element. The implementation can render a shared fragment, accept attributes, or control how the tag body is evaluated. The TLD describes actions and their handlers, attributes, and variable information, helping the JSP container and authoring tools understand the library. Choose a tag file or a Java handler

The comparison reflects the Jakarta Server Pages specifications for JSP 3.0 and JSP 3.1. Verify descriptor namespaces, schema, and version requirements against the JSP container and Jakarta Server Pages level your application targets; older configuration examples may not match it.

Create and use an application-local tag file
- Create the tag file. Save it with a
.tagor.tagxextension in/WEB-INF/tags/or a subdirectory. For example, a file at/WEB-INF/tags/ui/panel.tagcan define a reusable JSP fragment. - Declare the tag directory in the JSP. Use a tag-directory mapping in a
taglibdirective, for example<%@ taglib prefix="ui" tagdir="/WEB-INF/tags/ui" %>. - Invoke the action. Use the declared prefix and the tag file’s name, such as
<ui:panel>...</ui:panel>, supplying attributes or a body as the tag is designed to accept.
The taglib directive associates a prefix with a library mapping. If that mapping is missing, or a page uses the prefix before its directive, translation fails with a fatal error. Local tag-file placement and use are described in the Jakarta Server Pages 4.0 specification.
Package tag files for reuse in a JAR
- Place tag files in the JAR. Store them below
META-INF/tags/, optionally in subdirectories. - Add a TLD. Declare each tag file and its path in the descriptor. A TLD can also declare Java tag handlers and their metadata.
- Include the library in the application. Put the JAR in
WEB-INF/lib/, then map the library to a prefix with ataglibdirective in each JSP page that uses it.
Packaging conventions and descriptor details depend on the targeted JSP version and container. Use the corresponding specification rather than copying a descriptor from an older application unchanged; the Jakarta Server Pages 3.0 specification documents tag-file libraries in distributable JARs.

How Java handlers work with tag bodies
Handler choice affects what happens to the content between an opening and closing tag. The classic Tag, IterationTag, and BodyTag interfaces provide progressively different lifecycle and body-processing capabilities; a SimpleTag handler uses a simpler protocol. A handler can receive an encapsulated body fragment through JspFragment and invoke it as appropriate. The API documents JspFragment and its tag-extension package.
Choose the handler contract based on the needed body behavior, not just familiarity with an interface. If the action only wraps JSP-authored presentation, a tag file may avoid a Java implementation; if Java logic or a particular body-evaluation lifecycle is central, a Java handler gives the implementation that control.

Check for an existing standard tag first
Before creating a custom action for common JSP functionality, review the Jakarta Standard Tag Library (JSTL). The project describes JSTL as a collection of tags intended to simplify JSP development. If it already covers the need, using that existing library avoids creating and maintaining a custom equivalent.
