Cognitive load is the demand a task places on working memory—the limited mental workspace used to process information. When too many unfamiliar details or distractions compete for that workspace, people may find it harder to learn, perform accurately, or keep pace. Research in professional workplaces links higher cognitive load with poorer experience and performance, but it does not establish one productivity penalty that applies to every job or task.

What cognitive load means

Cognitive load theory explains how the limits of working memory affect learning and task performance. Working memory handles information in the moment; long-term memory stores organized knowledge, or schemas. As knowledge becomes familiar and organized, a task that once required conscious attention can take less active processing.

The theory is especially relevant when someone is learning complex work. Multiple interacting elements can overwhelm a novice who has not yet built useful schemas, even if an experienced colleague handles the same task with ease. The three commonly used types of cognitive load

These categories help explain where mental demands come from. They are useful distinctions, not universally agreed, precisely separable measurements; researchers have debated the definition of germane load and the validity of cognitive-load measures.

  • Intrinsic load: The demand inherent in the task, relative to the person’s current knowledge. A task with many interacting parts can be especially demanding for a beginner.
  • Extraneous load: Avoidable demand introduced by how information is presented or by the surroundings—for example, confusing instructions or interruptions that compete for attention.
  • Germane load: A commonly used term for mental effort devoted to understanding and learning. The term’s definition has been debated, so it is best treated as a helpful explanatory category rather than a settled measure.

Not all mental effort is waste. Complex work can require substantial intrinsic processing, and effort that helps someone build knowledge can be useful. The goal is to remove avoidable demands and provide support appropriate to the person’s expertise, not to make every task effortless.

How cognitive load can affect productivity

“Productivity” can mean speed, accuracy, fewer errors, learning, retention, or output over time. Cognitive load may affect these outcomes differently: taking longer to learn a procedure, for example, does not necessarily mean the eventual work will be lower quality.

A 2018 scoping review of cognitive load theory in professional workplaces included 116 studies from 4,571 identified records. Across the reviewed studies, overall and intrinsic cognitive load were negatively associated with experience and performance. The review also identified distractions and other workplace conditions as contributors to extraneous load. Its findings cover actual and simulated work, in and outside health professions; they are not a universal causal estimate of office productivity. The authors noted that few factors affecting load or performance had been studied. See the BEME Guide No. 53 workplace review.

In practical terms, avoidable mental demands may make sustained attention, learning, or task performance harder. But the evidence does not show that a particular change will improve every measure of productivity, or establish one percentage gain across occupations.

Ways to manage cognitive load at work and while learning

Reduce avoidable demands

For work requiring sustained attention, reduce unnecessary interruptions and switching where practical. The workplace review identifies distractions and environmental conditions as sources of extraneous load; it does not establish that one specific distraction-management practice produces a fixed improvement.

Give novices clear support

When someone is learning complex work, explicit guidance, worked examples, practice, and feedback can help them process the task without having to discover every step unsupported. These are among the practical instructional techniques described in the NSW Centre for Education Statistics and Evaluation’s review.

Adjust support as expertise grows

Guidance that helps a beginner may be unnecessary—or counterproductive—once a person is proficient. Gradually increase independent problem-solving as knowledge develops rather than applying the same level of instruction to everyone.

Break instruction into manageable steps

Present complex instructions in manageable stages, while retaining context needed to understand the work. Simplifying the presentation should not mean pretending the underlying task is simple or removing information essential to doing it correctly.

Keep effort that supports learning

When the goal is to build skill, some demanding practice is useful. Paas and van Merriënboer describe instructional design as a way to substitute productive for unproductive cognitive load, rather than simply eliminating mental effort. Their discussion appears in Current Directions in Psychological Science and a peer-reviewed article on managing cognitive load.

What cognitive load is not

Cognitive load, mental workload, stress, burnout, and productivity are related ideas, but they are not interchangeable measurements. A person can experience stress for reasons not captured by cognitive-load theory, and productivity depends on which outcome is being counted. The workplace evidence supports caution about drawing broad causal conclusions, while the theory literature also discusses conceptual and measurement limits.

The NSW review notes an approximate figure of about four chunks of information in working memory for the average person. Treat this as a review-reported approximation, not a fixed limit for every individual or task. Its page, originally published in 2017, was updated on July 30, 2026.
