For personal access to private repositories, start with a fine-grained personal access token (PAT) when it supports the task. Limit it to the right resource owner, only the needed repositories, and the minimum read permissions. But “read-only access” is a permission goal, not a separate token type: if you only need public repository information, try accessing it without a token first. For automation, choose a credential that fits the actor—usually GITHUB_TOKEN for a GitHub Actions workflow or a GitHub App for an integration.

What “read-only access” means on GitHub

Read-only describes what a credential is allowed to do; it does not identify one universal credential. A fine-grained PAT can be configured with read permissions for specific resource categories, while a classic PAT uses broader scopes and may reach more repositories. GitHub documents that a fine-grained PAT always includes read-only access to all public repositories. A classic PAT with no scopes can also access public information, so a token may not be necessary for public data. GitHub Docs: Managing your personal access tokens

A token cannot give its owner access they do not already have. Its effective access is constrained by the owner’s existing access, the token’s permissions, and applicable organization policies.

Choose the credential that matches the work

Reading public repository data Try unauthenticated access first. The specific API endpoint may impose authentication or rate-limit requirements. If you do need a personal token, do not grant more access than the task requires.
Reading private repositories for personal work Fine-grained PAT Choose the repository’s resource owner, select only the required repositories, grant the relevant read permissions, and confirm endpoint support.

A required endpoint or action does not support fine-grained PATs Check endpoint documentation and the maintained limitations list; consider a GitHub App or, if necessary, a classic PAT Classic PAT access can extend across all repositories available to the user, and an organization may restrict classic PATs.

How to configure a fine-grained PAT for read access

  1. Identify the repository owner and the exact task. Check the API endpoint’s authentication documentation. GitHub’s permission reference maps REST API endpoints to the fine-grained PAT permissions they require: Permissions required for fine-grained personal access tokens.
  2. Create a fine-grained token and select its resource owner. Use the account or organization that owns the repository you need.
  3. Limit repository access. Select only the needed repository or repositories rather than granting access to every repository available under that owner.
  4. Grant only the necessary read permissions. Match them to the endpoint or operation; do not add write permissions for a read-only task.
  5. Set an expiration aligned with the work. Prefer a defined end date rather than an indefinite credential, subject to your organization’s policy.
  6. Submit it for organization approval if prompted. A pending token can read public resources but cannot access private resources in that organization.

GitHub’s documentation states: “Tokens always include read-only access to all public repositories on GitHub.”

When a fine-grained PAT is not enough

Fine-grained PAT support is not universal. GitHub’s documented limitations include using one fine-grained PAT across multiple organizations, Packages, the Checks API, contributing to public repositories where you are not a member, and access to repositories where you are an outside or repository collaborator. The supported endpoint set can change, so check both the endpoint’s own authentication documentation and GitHub’s current limitations before falling back to a classic PAT. A classic PAT may solve a compatibility gap, but its scope can reach all repositories the user can access. OAuth app scopes are a separate mechanism: GitHub says the OAuth app repo scope allows broad read and write access to public and private repositories, and OAuth apps currently cannot limit source-code access to read-only. Do not treat that scope as equivalent to a fine-grained PAT configured with read permissions. GitHub Docs: Scopes for OAuth apps

Expiration, approval, and revocation

GitHub’s credential reference lists fine-grained PAT lifetimes of up to one year or no expiration, while account instructions allow infinite lifetimes subject to organization or enterprise maximum-lifetime policies. Prefer an expiration that covers the task and no longer. GitHub Docs: GitHub credential types reference

Organizations can require approval for fine-grained PATs that access their resources. While approval is pending, private organization resources remain inaccessible through that token. Organization owners can review and revoke fine-grained PATs with access to their organization. GitHub Docs: Managing programmatic access to your organization

Protect and replace a token safely

  • Keep tokens private; do not share them, hardcode them in source, or commit them to a repository.
  • Store credentials using an appropriate secret-management mechanism, and grant minimum permissions with the shortest useful expiration.
  • If a token is exposed, create a replacement, update the systems that use it, and delete the compromised credential. Do not assume removing the visible copy is enough.
