Yes—if you have Read access to an organization repository in GitHub Enterprise Cloud, you can pull from it, including cloning its repository data to your computer. That does not give you permission to push changes to the original repository, and it does not guarantee that you can create a hosted fork. Forking private or internal repositories depends on repository, organization, enterprise, and destination policies.

Can I clone a repository with read-only access?

For an organization repository where you have the Read role, GitHub’s role table includes permission to pull from assigned repositories. Cloning is a way to pull repository data: GitHub describes it as downloading a full copy, including versions of files and folders. It is therefore more than a download of only the files currently visible in the browser.

A clone is stored on your computer. Read access lets you retrieve repository data; it does not grant write access to the upstream repository. If you need to publish changes, ask the repository owner or administrator what contribution workflow is permitted.

Can I download code from GitHub Enterprise?

If your access permits pulling, cloning downloads repository data to a local machine, including file and folder versions. This local copy is distinct from a hosted fork. The precise options you see can depend on the repository and your enterprise’s configuration.

Repository visibility affects who can access the source. GitHub says internal repositories are accessible to enterprise members, while private repositories are limited to explicitly authorized users and certain organization members. A user’s ability to access a particular repository also depends on their assigned role and the enterprise’s settings. See GitHub’s repository overview for Cloud visibility details.

Can I fork a private or internal repository?

Not necessarily. Read access alone does not decide whether a fork can be created. Private and internal repository forks are controlled by policies at multiple levels, and the destination where you want the fork to live matters too. Repository creation permissions and managed-user restrictions can also affect the available workflow.

Organization owners must allow private or internal forks at the organization level before a repository-level setting can permit them; repository administrators can manage the repository’s forking policy. If the fork option is unavailable, ask the repository owner or organization administrator whether forks are allowed and where they may be created. Public repositories can generally be forked when you have a permitted destination, but managed-user restrictions may apply. Do not assume that a public repository’s availability means every account or enterprise configuration can create a fork.

What is the difference between a clone and a fork?

Aspect Clone Fork
Where it lives A local copy of repository data on your computer. A separate repository hosted on GitHub and connected to an upstream repository.
What it represents Repository data, including file and folder versions. A distinct hosted repository with its own settings and permissions.
Permission relationship Pulling requires access to the source repository. Private forks inherit team permissions from the upstream repository; public forks do not inherit the upstream permission structure.
After source access is revoked An existing local copy remains on the person’s machine. A private fork is deleted when that person’s access is removed.

What happens if I try to push after cloning without write access?

GitHub documents a specific GitHub Desktop workflow: if you clone a repository without write access and then try to push a change to that repository, Desktop creates a fork for you. This describes that documented Desktop flow, not a guarantee for every Git client, repository, or enterprise configuration. Fork policies can still constrain the outcome. What happens to my local clone after access is revoked?

Removing repository access does not remotely erase a clone already stored on someone’s computer. GitHub says local clones remain after access removal. For a private repository, the person’s private fork is deleted when their access is revoked, but that is separate from any local copy they previously created.

GitHub says repository owners are responsible for ensuring that people who lose access delete confidential information or intellectual property. Organizations should account for local copies in their own policies and offboarding procedures; removing GitHub access alone cannot wipe a person’s machine. Details are in the forks documentation.

Why can a colleague see an internal repository when I cannot?

Internal repositories are accessible to enterprise members, whereas private repositories have narrower access rules. That does not mean every enterprise member can access every repository regardless of its settings: the repository’s visibility, your membership, your assigned role, and enterprise configuration all matter. Check those details with the repository owner or enterprise administrator.

Which option should I use?

  • Choose a clone when you need a local copy of repository data and have permission to pull. Remember that it can remain on your device after GitHub access ends.
  • Choose a fork when you need a separate GitHub-hosted repository for a contribution workflow and the applicable policies allow you to create one at your intended destination.
  • Ask an administrator when you cannot tell whether the repository is public, internal, or private; whether your role includes access; or whether its fork policy allows your intended workflow.
